03-16-1987 Town Board MinutesState of Minnesota. The Town Board of the Town of Otsego met this
County of Wright 16 day of March, 1987, et 8:00 p.m. Douglas
Town of Otsego Lindenfelser, Chairman; Floyd Roden and Norman
Freske, Supervisors; Lani Will, Deputy Clerk,
and Jerome Perrault, Clerk were present.
The meeting was called to order by Chairman Douglas Lindenfelser.
The minutes of the March 2, 1987, Town Board Meeting were approved as
read.
Douglas Lindenfelser took his oath of office as Supervisor, the
position to which he was re-elected at the Annual Town Meeting on March
10, 1987.
Norman Freske was elected Chairman of the Town Board for the
ensuing year.
Jim Schleisman appeared before the Board to discuss medical in-
surance coverage for the Township Maintenance Man. The name of the
insurance company is Employers Benefit Association and is available to
members of the Minnesota League of Cities. The cost of the insurance
coverage is $65.00 per month for an employee and $163.00 per month
for a family policy. Mr Scheisman saidhe would send the Board more
information on the policy.
Motion by Floyd Roden to table action on the insurance policy
until April 6 Town Board Meeting to give the Board time to consider
the policy. Seconded by Douglas Lindenfelser, passed unanimously.
Tom Eull appeared before the Board to request a variance setback
to build a garage. He lives a t the junction of County Road 37 and
County Road 122 in the former District 12 schoolhouse. The setback
for a county road is 130 feet and his home is 52 feet back from the road.
He is requesting a variance for a. 65 foot setback for the :gprage.
Motion by Douglas Lindenfelser to approve a 65 foot setback for
Tom Eull. Seconded by Floyd Roden, passed unanimously.
Charles Axelson is requesting a permit to construct a 10 unit
dog kennel. He is currently the dog catcher. for Otsego but has been
approached by the City of Albertville, City of St. Michael, and City
of Hanover to provide dog catcher service for them.
Motion by Douglas Lindenfelser to approve a kennel permit for a
maximum of 10 dogs for Charles Axelson. Seconded by Floyd Roden,
passed unanimously.
Motion by Douglas Lindenfelser to send a. complaint to the occu-
pant of 8112 Oday avenue ne requesting him to remove the junk cars
from his lot. Seconded by Floyd Roden, passed unanimously.
Mr Grimmel appeared before the Board to request a permit to sell
a 5 acre site to the Christ Church to build a church on. The site
is on a 40 acre parcel and the 40 acre parcel has a. 13 acre parcel
adjourning it, both parcels being in Section 27, Range 23. Mr Grimmel
has agreed to give up the building site on the 13 acre parcel and com-
bine the two building sites to give a 5 acre site on the 40 acre parcel.
Motion by Floyd Roden to grant a. 5 acre split to Mr Grimmel on
condition that give up the building site on the adjourning 13 acre par-
cel. Seconded by Douglas Lind3enfelser, passed unanimously.
Motion by Douglas Lindenfelser to grant the Christ Church a Con-
ditional Use Permit to construct a church onthe 5 acre site to be pur-
chased from Mr. Grimmel subject to the provision that the aceess drive-
ways be approved by Wright County. Seconded by Floyd Roden, passed
unanimously.
Motion by Floyd Roden to adopt the following resolution:

Be it resolved that the Town Board of the Town of Otsego commends
Donald Berning for 34 years of Dedicated service to the City of Albert-
ville and in its relations with the Town of Otsego. Seconded by Doug -
les Lindenfelser. All Board members voted in favor of the resolution.
Motion by Floyd Roden to grant Leander Becker permission to dig
a drain tile line accross Ksdler Avenue on condition the rod be restored
to its original condition. Seconded by Douglas Lindenfelser, nmssed
unanimously.
Motion by Douglas Lindenfelser to purchase 4 men working signs,
six cones, four tripod stands, and two road construction signs. Sec-
onded by Norman Freske, passed unanimously.
Motion by Douglas Lindenfelser to leave the Election Judge salary
hourly rate at $4.00 per hour and the Chief Election Judge at $4.50
per hour for the ensuing year. Seconded by Floyd Roden, passed un-
animously.
Motion by Floyd Roden to pay the Clerk $250.00 per month including
the first meeting of the month and $35.00 for the second and any add-
itional meetings required to attend and an hourly rate of $7.50 per
hour. Seconded by Norman Freske, passed unanimously.
Motion by Douglas Lindenfelser to hire Jesse Chase as a part time
raod maintenance employee at $5.00 per hour subject to reviewal the first
of June. Seconded by Floyd Roden, paased unanimously.
motion by Douglas Lindenfelser to pay Lani Will $6.00 per hour,
6 paid Holidays, $.23 per mile for mileage, and 2 weeks paid vacation
at 24 hours per week. Seconded by Floyd Roden, passed unanimously.
Motion by Norman Freske to purchase a. 1000 pressure wnsher from
Heinens. Seconded by Floyd Roden, passed unnnimously.
Motion by Douglas Lindenfelser to purchase a used 10:00 x 20
tire, table & rim from Jerry Becker. Seconded by Norman Freske, passed
unanimously.
Proceeding as a Board of Audit, the Town Board audited and allowed
vertified accounts numbers 23 to 44, inclusive.
On motion, the meeting adjourned.
