The Town Board of the Town of Otsego met this
20th day of July, 1987 at 8:00 P.M. Norman
Freske, Chairman, Floyd Roden and Douglas
Lindenfelser, Supervisors, James Barthel, Treasurer,
Elaine Beatty, Deputy Clerk, and Jerome Perrault, Clerk were present.
The meeting was called to order by Chairman Norman Freske.
Minutes of the July 6, 1987 Town Board Meeting were approved as
read.
Engineer, Peter Raatikka presented the Board with the 3 bids he
received for the bituminous surfacing of Kadler Avenue from County Rd.
39 to the Mississippi River.

Engineer Peter Raatikka recommended acceptance of the low bidder,
Buffalo Bituminous, Inc.
Motion by Douglas Lindenfelser to accept the bid of Buffalo Bituminous,
Inc., Seconded by Floyd Roden, passed unanimously.
Motion by Floyd Roden to change the date of the Assessment Hearing
for the Storm Drain Project from August 10, 1987, to August 11, 1987.
Seconded by Douglas Lindenfelser, passed unanimously.
Motion by Douglas Lindenfelser to adopt Ordinance No. 4 an Ordinance
relating to Deferred Special Assessments ( a complete copy of which is
attached to these minutes). Seconded by Floyd Roden, passed unanimously.
Motion by Floyd Roden to adopt the following Resolution accepting and
adopting the Assessment Roll For the Storm Drain Project. ( a complete
copy of the Resolution is attached to these minutes). Seconded by Douglas
Lindenfelser, passed unanimously.
Emmett Bouley appeared before the Board in regard to a mobile home he
owns. The mobile home is on 5 acres of land and is being rented out. The
Board will check with the County Zoning Administrator to see if a variance
is required for the mobile home to remain on the lot.
Willard James appeared in regard to junk carson his lot at the N. W.
corner of the junction of Kadler Avenue and Co. 39. He said he has cleaned
up all but 2 older cars he would like to restore. The cars are not licensed
because he has to insure them to get licenses. He does not intend to
drive them but would like to restore them.
Motion by Norman Freske to grant Willard James permission to keep
those two cars providing no further complaints are received. Seconded
by Douglas Lindenfelser, passed unanimously.
Virgil Stackhouse appeared before the Board in regard to traffic
problems in his area. They have cars and motorbikes speeding, three
wheelers running on the roads, in the ditches, and on private property.
He requested more police protection and suggested hiring a County Deputy
to patrol the Township on a regular contract basis.
Motion by Norman Freske to contact the Wright County Sheriff regarding
increased patroling and/or patroling on a contract basis. Seconded by
Floyd Roden.
Dave Lerud of 14738 NE 84TH Street appeared before the Board to ask
what could be done about barking dogs that disturb his area. The Board
replied that the Township has a Dog Ordinance and dogs owners are required
to keep their dogs from disturbing the peace.
Motion by Floyd Roden to send notices to the following offending
parties with barking dogs:
Dennis Sieben
Wayne Bobendrier
Seconded by Douglas Lindenfelser, Passed unanimously.
There is a mobile home at 8478 Ogren Avenue that has been partially
dismantled. The Board will check with the owner to see what his plans are

about cleaning it up.
Motion by Floyd Roden to send a notice to LeRoy Brown of 10175
Parrish Avenue requesting him to mow the weeds on his lot. Seconded
by Douglas Lindenfelser, passed unanimously.
Motion by Floyd Roden to request 2 or more price quotations by
August 3, 1987 on Sealcoating 22 or more miles of bituminous roads.
Seconded by Norman Freske, passed unanimously.
Proceeding as a Board of Audit, the Town Board Audited and allowed
verified accounts Nos. 198 to 208 inclusive.
On Motion the meeting adjourned.
