County of Wright 17th day of August, 1987 at 8:00 P.M. Norman
Town of Otsego Freske, Chairman, Floyd Roden and Douglas Lind-
enfelser, Supervisors, James Barthel, Treas-
urer, Elaine Beatty, Deputy Clerk, and Jerome Perrault, Clerk, were
present.
The meeting was called to order by Chairman Norman Freske.
Minutes of the August 3, 1987 Town Board Meeting were approved
as read.
Two Deputy Sheriff's, Representing Sheriff Darrell Wolf, appeared
before the Board to discuss Public coverage of the Township. They said
that the County is divided into 4-sections and each section is patrolled
16 hours per day. If the Board wishes, they will put a man in this area
as rra ny hours as the Board desires. The cost for a Deputy Sheriff, and
a car is $19.00 per hour. At present, the Sheriff's Office has cont-
ract coverage with 8 cities and no Townships. At present, the Cities
of Albertville, St. Michael and Hanover together contract for an 8 hour
shift per day. The Board advised the Deputies they will take increased
patrolling of the Township under consideration, and notify them of their
decision.
Clark Presler, who lives at 85th Street and Co. 37, appeared before
the Board to request a land alteration permit. He wishes to excavate
450 yards, cubic, of material.
Motion by Douglas Lindenfelser to approve a land alteration permit
for Clark Pressler to remove 450 Cu. Yards of dirt. Seconded by Floyd
Roden, passed unanimously.
The Board requested Mr. Presler to bring a sketch of his removal
plans to the Town Hall Office.
James Arel appeared before the Board in regard to his request for
a Land Alteration Permit to prepare his site for a new home. He wishes
to remove 2000 Cubic yards of dirt to cut down a hill and fill in a low
area. He is located in part of the WZ of the SW4 of Sec. 35, Range 23,
on 62nd Street.
Motion by Floyd Roden to approve a Land Alteration Permit for James
Arel, Seconded by Norman Freske, passed unanimously.
Rudy Thibodeau of 20120 Vance Street, Elk River, MN., appeared in
regard to his application for a conditional use permit to build a minea-
ture golf course in Mississipi Shores 6th Addition, near the Tom Thumb
Store.
Motion by Floyd Roden to approve a Conditional Use Permit for Rudy
Thibodeau to build a mineature golf course on Lot 4 Block 1, Mississippi
Shores 6th Addition. Seconded by Douglas Lindenfelser, passed unanimous-
ly.
Janet Davis and Leonard Loss appeared to request what they had to
do to get people to clean up their lots. They complained about Ronald
Webber who has junk cars and other junk on his lot, and Ronald MacDiarmid,
who also has junk cars and other junk on his lot. The Town Board advis-
ed them they will send notices to the above parties to clean up their
lots. If they do not abide by the notices, the next step is to turn the
complaints over to the County Attorney for legal action. The Board
advised Mrs. Davis and Mr. Loss that they will meet with the County Board
to see if more action can be taken to speed up getting lots cleaned up
and junk cars removed.
Motion by Floyd Roden to send notices to Ronald Webber and Ronald
MacDiarmid to remove junk cars and clean up their lots and also do a
site inspection of their lots. Seconded by Douglas Lindenfelser, passed
unanimously.
Motion by Floyd Roden to send a notice to John Karnes, of Lot 5,
Block 1, Vasseurs 3rd Addition, to mow the grass on his lot. Seconded
by Norman Freske, passed unanimously.

who has horses on a residental lot of 21/2 acres. He had applied for a
permit to have horses, but was denied because of R-2 lot size.
Motion by Norman Freske to send a notice to Mark Bullock to remove
his horses. Seconded by Douglas Lindenfelser, passed unanimously.
Motion by Douglas Lindenfelser to send a notice to Alton Drury
of 725 Fremont Street, Anoka, Minnesota, who owns Lot 6, Lot 38, the
S2 of lots 7 and 37, and the N2 of lots 5 and 39 in Riverside Park on
Parrish Avenue; to mow the weeds and grass on his property. Seconded
by Norman Freske, passed unanimously.
Motion by Douglas Lindenfelser to send a second notice to Dennis
Sieben regarding his barking dogs creating a disturbance of the neigh-
borhood peace and send a notice to the County Attorney requesting
prosecution of this office. Seconded by Norman Freske, passed unanim-
ously.
Motion by Floyd Roden to have Attorney, Richard Cox review the
Township Dog Ordinance and make recommendations to update it. Seconded
by Douglas Lindenfelser, passed, unanimously.
Larry Koshak discussed with the Board their desire to remove more
trees along Kadler Avenue, than the original construction contract
called for. The Contractor has agreed to remove 52 additional trees for
a fee of $3,588.00. These trees are between stations 3 and 8.
Motion by Douglas Lindenfelser to approve a change order agreeing
to pay Buffalo Bituminous $3,588.00 to remove and clean up 52 additional
trees from the Kadler Avenue right-of-way. Seconded by Floyd Roden,
passed unanimously.
Mr. and Mrs. Robert Ostman, of 14765 84TH ST. appeared to complain
about Dennis Sieben's Dog's barking and disturbing the peace. He said
that Mr. Sieben is using his fence as part of their dog pen and have
5 dogs on their lot. The Board advised Mr. Ostman that they have received
other complaints about Mr. Sieben's dogs and will be sending his a
second notice about his barking dogs and also sending a copy of the notice
to the County Attorney.
The Township received estimates for sea.lcoating from two contractors:
Astech Co. @ $4,517.50 per mile
Allied Co. @ $6,066.00 per mile
Motion by Douglas Lindenfelser to hire Astech Co. to sealcoat 22
miles of bituminous road (80th St. From Co. 19 East to Marlowe Ave,
Marlowe Avenue to 83rd Street, 83rd Street to Mason Avenue, and Mason
Avenue to Co. 39.) At $4,517.50 per mile. Seconded by Norman Freske,
passed unanimously.
Proceeding as a Board of Audit, the Town Board Audited and allowed
Verified Accounts Nos. 239 to 256 inclusive.
On Motion the meeting adjourned.
