County of Wright Bituminous Project ( That part of Kadler Ave
Town of Otsego from County Road 39 to the Mississippi River)
was held this 8th day of October, 1987 at 8:00
P.M. Norman Freske, Chairman, Floyd Roden and Douglas Lindenfelser,
Supervisors, Elaine Beatty Deputy Clerk, Jerome Perrault, Clerk, and
Peter Raatikka, Engineer, were present.
Engineer Peter Raatikka addressed the Hearing. He said the
Assessment Hearing is being held prior to completion of the project in
order for the Township to have the Assessment Roll Filed with the County
Auditor by 0tober 10, 1987. The Assessment per unit will be $2,129.00,
and the interest rate will be 8%. The unfinished driveway work will
be completed next week and the seeding of the ditch banks will be done
in late October as dormant seeding.
A representative of Island View Estates felt that Lot 1 of Island
View Estates on the East side of Kadler Avenue next to the River should
not be assessed because it is in a flood plain area and not a build-
able lot. The Board said they would get an opinion from the County
Zoning Administrator and if it is classified as unbuildable, it will
be removed from the assessment roll.
Mr and Mrs Adam Hines said they are being assessed for 2 lots.
They own adjacent lots with seperate PID numbers and tax statements.
One lot has their home on it, and the second a mobile home occupied
by Mrs. Hines step -father. The Hines have been told by the County
Zoning Administrator that when the mobile home is no longer used by
her step -father, it must be removed, and the lot cannot be sold with
the mobile home on it. In view of this, they questioned whether the
second lot was a buildable lot. The Board will get an opinion from
the County Zoning Administrator as to whether the lot with the mobile
home is classified as a buildable lot.
Motion by Douglas Lindenfelser to adopt The Assessment Roll for
the Kadler Avenue Bituminous Project. Seconded by Norman Freske, passed
unanimously.
Motion by Douglas Lindenfelser to adjourn the Assessment Hearing,
Seconded by Norman Freske, passed unanimously.
