COUNTY OF WRIGHT 7th Day of December, 1987 at 8:00 P. M. Norman
TOWN OF OTSEGO Freske, Chairman, Douglas Lindenfelser and Floyd
Roden, Supervisors, James Barthel, Treasurer,
Elaine Beatty, Deputy Clerk, and Jerome Perrault, Clerk, were present.
The meeting was called to order by Chairman Norman Freske.
Minutes of the November 16, 1987 Town Board Meeting were approved
as read.
Michelle Lavrenz appeared before the Board to request renewal of
the Wine License for the Riverwood Conference Center.
Motion by Douglas Lindenfelser to approve renewal of the Wine License
for the Riverwood Conference Center. Seconded by Floyd Roden, passed
unanimously.
Julie A. Majerus appeared before the Board to request a Conditional
Use Permit for a Home Occupation Business of Accounting, Tax Preparation
and Answering Service. She lives on Lot 1, Block 2, Great River Acres,
3rd Addition. She is also requesting a Variance to have a roadside adver-
tising sign larger than the two (2) feet square size allowed by the County
Ordinance. She would like to have a sign 22" x 32".
Motion by Floyd Roden to approve the request of Julie Majerus for a
Conditional Use Permit for a Home Occupation of Accounting, Tax Prepar-
ation, and Answering Service. Seconded by Douglas Lindenfelser, passed
unanimously.
In regard to the request of Variance to have sign larger than two
(2) square feet, the Board agreed that two (2) square feet was small for
a sign but was all that was allowed by the County Ordinance. The Board
felt the County Zoning Administrator should be contacted regarding ammend-
ing the County Ordinance to permit larger signs.
Motion by Douglas Lindenfelser to approve a permit for a two (2)
square foot roadside advertising sign in compliance with the County
Ordinance for Julie Majerus. Seconded by Floyd Roden, passed unanimously.
Mark Plude appeared before the Board to request a Conditional Use
Permit for a Home Occupation of Poodle Grooming.
Motion by Floyd Roden to approve the application of Mark and Roberta
Plude for a Conditional use Permit for a Home Occupation of Poodle Groom-
ing. Seconded by Norman Freske, passed unanimously.
Mark Plude advised the Board he had discussed his roadside advertising
signs with Zoning Administrator Tom Salkowski. Mr. Salkowski has request-
ed him to measure his signs and the setback distance and report back to
him. His land is commercial and a sign larger than two (2) square feet is
permissable.
Jim Hasselgrave representing the Elk River V. F. W., appeared to
discuss the V. F. W.'s developing forty (40) acres in the NorthWest 4
of the SouthWest k of Section 26, Range 23, on the North side of 72nd
Street and West of Highway #101. Their plans are to develop Seventeen
(17) acres for athletic fields for soccer, softball and other events.
Their future plans include building a Post Home near Highway #101.
John Darkenwald, who owns land North, West and South of the property,
and intends to use for future housing development, questioned whether
the proposed use would be compatible with a residential area. He also
questioned whether the increased traffic in the area would necessitate
blacktopping 72nd Street and Quaday Avenue.
Motion by Douglas Lindenfelser to table action on the V. F. W.'s
request until the next Board Meeting on December 21, 1987. Seconded by
Norman Freske, passed unanimously.
Motion by Floyd Roden to re-appoint Ing. Roskaft and James Kolles
to four (4) year terms on the Otsego Planning Commission. Seconded by
Douglas Lindenfelser, passed unanimously.
Engineer Pete Raatikka appeared before the Board to discuss whether
he should monitor the ground water levels in the area that are appealing
the Assessments for the Storm Drain System.
Motion by Floyd Roden that Pete Raatikka consult with Attorney,

William Radzwill as to the advisability of monitoring the ground water
levels and proceed according to his advice. Seconded by Douglas Linden-
felser, passed unanimously.
Assessor, Andrew Merges requested a pay scale for Assessing based
on $4.20 per assessed unit on 1792 units for a total of $7,526.40.
The Board will consider the request and tabled action on it until
the December 21, 1987 Town Board Meeting.
Mr. Merges also requested the Board to consider purchasing a
computer for his use. He said that once all the Assessment units were
placed on computer disks, information on the units would be available
to him at the press of a button. The County Assessors Office is now
using computers. The Board requested him to obtain more information
on what computers the County Assessors Office is using as the computer
the Township would consider purchasing should be compatable with the
County computer.
Edward Greninger appeared before the Board to request that the
culvert recently installed under 70th Street by his farm, be lowered
by nine (9) inches so as to properly drain the area.
Motion by Norman Freske to have David Chase contact Meiny's Diggers
and have the culvert lowered. Seconded by Floyd Roden, passed unanimous-
ly.
James Lehn of 15578 70th Street has two (2) horses on a 24 acre
lot. The County Ordinance requires a property owner to have at least
five (5) acres to keep horses.
Motion by Norman Freske to have Elaine Beatty send a notice to
James Lehn advising him he is in violation of the County Ordinance for
keeping horses on a 24 acre lot. Seconded by Douglas Lindenfelser,
passed unanimously.
Motion by Douglas Lindenfelser to send a notice to John Clasen of
14626 - 83rd Street requesting him to remove the junk cars from his
lot. Seconded by Norman Freske, passed unanimously.
Motion by Norman Freske to have Elaine Beatty attend a Sewage
Treatment Workshop in St. Cloud on January 26, 27 and 28, 1988.
Seconded by Douglas Lindenfelser, passed unanimously.
Motion by Douglas Lindenfelser to pay Andrew Merges $7.00 per
hour for attending Assessors School. Seconded by Floyd Roden, passed
unanimously.
Motion by Norman Freske to authorize David Chase to purchase a
used set of truck chains for $25.00. Seconded by Douglas Lindenfelser,
passed unanimously.
Proceeding as a Board of Audit, the Town Board audited and allowed
Verified Accounts Nos. 403 to 440 inclusive.
On motion the meeting adjourned.
