County of Wright 21st day of December, 1987 at 8:00 P. M.
Town of Otsego Chairman Norman Freske, Douglas Lindenfelser,
and Floyd Roden, Supervisors, James Barthel
Treasurer, Elaine Beatty, Deputy Clerk and Jerome Perrault, Clerk were
present.
The meeting was called to order by Chairman Norman Freske, and
Minutes of the December 7, 1987 Town Board Meeting were approved as
read.
Mrs Valerie Donahue appeared before the Board to discuss recycling
in Otsego. She felt that the best way would be to have pickup places
located in the Township, and have the material hauled away. The pick-
up places have to be fenced and manned. It is necessary to have someone
in charge to keep garbage and other non -recyclable material out. Some
areas have groups such as Boy Scouts and 4-H Clubs take care of the
pickup places. Polka Dot Recycling of Buffalo will pick up the material.
John Clasen appeared in regard to the notice he had received to
remove the junk cars from his lot. He said the cars are not junk, but
antiques he would like to keep and restore, and that he would like to
build a pole shed to store the cars in. He has a 12 acre lot and will
need a variance to build a shed as large as he wants. The Board advised
him to appear at the Otsego Planning Commission in January and also
make application to the County Zoning Administrator for a variance.
Mark Plude appeared before the Board in regard to his roadside
advertising signs. One of his signs is 8 feet by 8 feet, and the other
4 feet by 4 feet ( 8'x8' & 4'x4'). His land is zoned Industrial and
signs larger than two (2) square feet are permissable.
Motion by Douglas Lindenfelser to approve the roadside advertising
signs of Mark Plude, the 8'x8' sign along Highway 101 and the 4x4
sign along County 122, contingent upon approval of the County Zoning
Administrator. Seconded by Floyd Roden, passed unanimously.
Bobbie Johnson appeared representing the Elk River V. F. W. as
Jim Hasselgrave was not able to attend. She asked that the V.F. W.
be placed on the Agenda of the January 4, 1988 Town Board Meeting.
John Darkenwald and George Yankoupe appeared before the Board to
present their plans for developing the land owned by Darkenwald, Inc.
in Otsego Township. They are concerned that the Otsego Comprehensive
Plan and Wright County Comprehensive Plan do not include any provisions
for A-3 Zoning. (Lots smaller than one acre (1) and multiple unit dwell-
ings) They will be appearing before the Otsego Planning Commission and
Wright County Planning Commission to request A-3 Zoning. They are current-
ly negotiating to purchase the Schwab farm that is East and South of
Riverbend Mobil Home Park, with the intentions of expanding the River -
bend Park. The sewage plant which now serves Riverbend Park was design-
ed to serve twice as many homes as are now using it. They also own
Forty (40) acres in Section 26, Range 23 between Quaday Avenue Avenue
and Highway 101 and one hundred and ten (110) acres in Section 27, Range
23, on the West side of Quaday Avenue which they intend to develop into
residential single family and multiple unit dwellings with a density of
three (3) lots to the acre and will be constructing a sewage plant to
serve the area. They also own a ninety-seven (97) acre farm in Section
16, Range 23 on the North Side of County 39 which they also plan for
residential development with a density of three (3) lots per acre and
also to be served by a sewage plant.
Motion by Douglas Lindenfelser to send a notice to Louis Szenay
of 14576 - 84th Street N. E. to remove the junk cars and old tanks
from his property. Seconded by Norman Freske, passed unanimously.

Motion by Douglas Lindenfelser to send a notice to Ilene Thackery
of 14195 N. E. 78th Street that she is in violation of the County Ordin-
ance for having chickens on a Residential lot. Seconded by Floyd Roden,
passed unanimously.
Jim Hasselgrave appeared before the Board to say that the Elk River
V. F. W. intends to proceed with their plans to purchase the property
PID #214-000-263301 on the West side of Highway 101 and hope to start
building soccer fields this summer. The land is zoned agricultural
and the County Zoning Administrator has said there are no intentions
of changing the Zoning within the next five (5) years.
Motion by Norman Freske to charge Northern Natural Gas for road
restoration at the rate of 22 hours with the grader @ $75.00 per hour,
12 hours with the truck @ $25.00 per hour, and 18 tons of gravel @ $2.00
per tn. Seconded by Doug Lindenfelser, passed unanimously.
Motion by Douglas Lindenfelser to charge Fred Bame of Island View
Estates for one (1) hour of grading @ $75.00 per hour, Nine (9) tons
of gravel @ $2.00 per ton, and 12 hours with the truck @ $25.00 per
hour. Seconded by Norman Freske, passed unanimously.
Motion by Norman Freske to rent work uniforms ( shirt & pants)
from Gross Company for Dave and Jessie. Seconded by Douglas Linden-
felser, passed unanimously.
Motion by Douglas Lindenfelser to pay Hakanson Anderson Associates
$9,087.55 for Engineering Services. Seconded by Norman Freske, passed
unanimously.
Motion by Norman Freske to hire the Accounting Firm of Mosford,
Barthel and Company to do an audit of the Township Books for the Fiscal
Year from March 1, 1986 to February 28, 1987 for a fee of $1,900.00.
Seconded by Douglas Lindenfelser, passed unanimously.
Proceeding as a Board of Audit, the Town Board audited and allowed
Verified Accounts Nos. 441 to 460 inclusive.
On Motion the meeting adjourned.
