01-04-1988 Town Board MinutesState of Minnesota The Town Board of the Town of Otsego met this County of Wright 4th day of January, 1988 at 8:00 P. M. Norman Town of Otsego Freske, Chairman, Douglas Lindenfelser and Floyd Roden, Supervisors, James Barthel, Treasurer, and Elaine Beatty, Deputy Clerk, and Jerome Perrault, Clerk, were present. The meeting was calledto order by Chairman Norman Freske. Minutes of the December 21, 1987 Town Board Meeting were approved as read. Jim Hasselgrave appeared before the Board in regard to the plans of the Elk River V.F.W. to purchase and develop recreational fields of a 40 acre parcel between Quaday Avenue and Highway ##101 and South of 72nd Street. Their plans are to build soccer fields and put in a well this next year. They are aware of, and expect to pay their share if Quaday Avenue and 72nd Street are blacktopped. John Darkenwald asked if they planned on building a post home on the property and have a liquor license. Mr. Hasselgrave replied that in order to do so it would be necessary to rezone about 5 acres (five) commercial and their plan s on this are not definite at this time. Letters were received from Jim.. Bumgardner of 15857 NE 70TH ST, and Ken and Dorothy Fry of 15887 NE 70TH ST. protesting the development plans of the Elk River V. F. W. mainly because of the increased traffic it would bring to the area. Motion by Douglas Lindenfelser to approve the plans of the Elk River V. F. W. to construct soccer and softball fields, parking areas, a well and a maintenance building on 40 (forty) acres between Quaday Avenue and Highway #101 and South of 72nd Street. Seconded by Norman Freske, passed unanimously. :rry Malott and Mike Pekarek from Computerland in St. Cloud presented the Board with a price quotation for a computer for the Assessors use. They are offering a: Compaq Desk PRO 286 Computer for $ 3,169.00 Video display board for 199.00 Compaq Monochrome Monitor for 225.00 Total System Price of In Addition, an Epson EX -100 Printer $ 699.00 and Lotus 1-2-3 Software for $ 395.00 Total System Price with Printer and Software $ 4,687.00 Mr. Malott explained that the Compaq brand computer is I.B.M. compatable and would be compatable with the computer now in use by the Wright County Assessor. The Board asked if the computer had the capabilities to be used to record Clerks minutes and Treasurers financial records. Mr. Malott said that it would be and advised purchasing a Word Processor to be used with it. The price quotation was good for 30 days as offered. The Board advised Mr. Malott they would take his offer under consideration and no definite action was taken at this time. Motion by Douglas Lindenfelser to approve final payment of $14,278.97 to Buffalo Bituminous, Inc. for the Kadler Avenue bitumin- ous Project between Co. #39 and the Mississippi River. Seconded by Floyd Roden, passed unanimously. Motion by Norman Freske to postpone the Town Board Meeting schedu- led for January 18th until January 25th, as January 18th is a legal holiday, Martin Luther King's Birthday. Seconded by Douglas Lindenfelser, passed unanimously. State of Minnesota County of Wright Town of Otsego Town Board Meeting January 4, 1988 Page -2- Motion 2- Motion by Douglas Lindenfelser to send a notice to Julie Majerus of 9382 Ochoa Avenue regarding her dogs barking and disturbing the peace and send her a copy of that part of the Township Dog Ordinance pertaining to this violation. Seconded by Norman Freske, passed unanim- ously. Engineer Pete Raatikka informed the Board that Frankfort Township is planning to upgrade and blacktop 60th Street this Summer and asked the Board if they would be interested in upgrading and blacktopping that part of 60th Street that Otsego maintains as 60th Street is a Town line road. Otsego's share of the road would be about 1000 feet 1/5 of a mile. ( one fifth) Mr. Raatikka said that there would be an informationmeeting on the project Tuesday (January 5th, 1988) evening at the Frankfort Town Hall. The Board advised him they will attend the meeting. Proceeding as a Board of Audit, the Town Board audited and allowed verified Accounts No. 461 to 482 inclusive. On motion the meeting adjourned.
