04-18-1988 Town Board MinutesState of Minnesota County of Wright Town of Otsego Treasurer, Elaine present. The meeting was called to order by Chairman Norman Freske. Minutes of the April 6, 1988 Town Board Meeting were approved as read. Attorney William Radzwill appeared before the Board to discuss the proposed Conditional Resolution accepting Access Road 2 for the Cold Region Pavement Research Test Facility. Mr. Radzwill and the Board agreed to change paragraph no. 5 on page 3 of the Resolution to read that the Department of Transportation will resolve at their own expense all drainage problems connected with Access Road 2, not just with County Ditch 33. Mr. Radzwill and the Board also discussed the proposed Ordinance to license and regulate Amusement Devices. The Board agreed to set the license fee at $24.00 per year for each machine with special short term license fees to be $4.00 per machine not to exceed $40.00. License applications will be made to the Clerk or Deputy Clerk. Mr. Radzwill advised the Board to make application to become a Charter Township rather than Incorporated into a City. He said that a Charter Township has many of the same powers as a City and could not be annexed by a neighboring City. John Weicht appeared before the Board in regard to his application to build a Day Care Building and playground for 150 children on Lots 1 and 8, Block 1, Mississippi Shores 6th Addition. He plans on seven (7) rooms with two (2) adult Supervisors in each room and a fenced in playground area slightly larger than the building. The facility will comply with all State regulations for Day Care Businesses. Business hours will be from 6:00 A. M. to 6:00 P.M. Monday thru Friday. Access to the facility will be from the service road. Motion by Douglas Lindenfelser to approve a 70' x 160' building and a playground for Day Care on Lots 1 and 8, Block 1, Mississippi Shores 6th Addition for John Weicht and Associates (providing the Fire Marshal will release a Fire Lane Easement on the property). Seconded by Floyd Roden, all Board Members voted in favor of the Motion. John Clasen appeared before the Board to say that the Wright County Planning Commission has denied his request to build on 1800 square feet pole building for storage as being too large a building for an R-1 area. The Wright County Planning Commission will be doing a site inspection of his lot before making a decision on the size of building they will approve. The Board requested him to notify them when the Planning Commission will be doing the site inspection as they would like to be present. Greg Barrett of Route 2, Box 157 Monticello appeared before the Board to say he wishes to split 12 acres of Ag. Land into 2 lots and rezone it to R -2A . The land is located in Sec. 15, Range 24, on the North side of County #39 and is wooded area not suited for farming. Motion by Floyd Roden to approve Greg Barrett's request to rezone 12 acres from Ag. to R -2A and split it into two (2) six (6) acre lots. Seconded by Douglas Lindenfelser. All Board Members voted in favor of the Motion. Dave Plude owns PID 214-000-164403 and PID 214-000-164405 and wishes to adjust the lot line to make the two lots more even in size. The Town Board of the Town of Otsego met this 18th day of April, 1988, at 8:00 P.M. Motion by Norman Freske to approve the lot line adjustment request- ed by David Plude. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the Motion. Mr. Plude also applied for a Special Use Permit to rent out an apartment attached to his home. The apartment has a seperate septic system and has been in use since 1974. Motion by Floyd Roden to approve a Special Use Permit for I vid Plude to rent the apartment to one single family, the Permit to be renewed in two (2) years and if sold the new owner must apply for renewal. Seconded by Norman Freske, all Board Members voted in favor of the Motion. Tom Osborn appeared before the Board in regard to the complaint letter he received advising him to remove the junk cars and semi -trailer from his lot. He said he had no objection to removing the junk cars, but the semi -trailer is licensed and he uses it. He usually leaves his semi -trailer at the truck stop, but occasionally brings one home unload- ed. The Board advised him to remove the junk cars and keep the semi- trailers at the truck stop as much as possible. Motion by Norman Freske to send a letter to Jones Intercable requesting them to repair the hole in the ditch at 14018 85th Street N.E. caused by cable construction. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the Motion. Motion by Floyd Roden to purchase a truckload of 15" steel culverts from All Steel Products Company, Incorporated. Seconded by Norman Freske, all Board Members voted in favor of the Motion. Motion by Norman Freske to pay Hokanson Anderson Associates $2,168.17 for ground water testing to provide information to substantiate the Assessments for the Storm Drain Project. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the Motion. Motion by Douglas Lindenfelser to send notices to the following people to remove the junk cars from their lots: Louis Szenay of 14576 - 84th Street NE, Lot 9, Block 1, Vasseurs Second Addition. Ricky Dellwo of 14179 67th Circle, Lot 7, Block 1, Praughts Add. John Birosh of 14216 67th Circle, Lot 5 Block 1, Praughts Add. Seconded by Floyd Roden, all Board Members voted in favor of the Motion. Motion by Douglas Lindenfelser to send notices to the following people to clean up the junk and debris from their Lots: Lyle Makela of 10110 80th St NE, Monticello, Minn., Allen Croteau of 17335 - 65th St NE, Elk River, Minn. Sally Gullbranson of 8476 Oakwood Ave., Lot 1, Block 1, Vasseurs Third Addition. Seconded by Norm Freske, all Board Members voted in favor of the Motion. Motion by Douglas Lindenfelser to send notices to the following people to remove the junk cars from their lots: Gerald Baron of 1421062nd St., Elk River, Minn. Fred Watts of Computer Satisfaction, Elk River, Minn., presented his proposal as per attached specification sheets to furnish a Computer to the Township for the Assessors use. The Town Board will consider the proposals. On Motion, the Meeting adjourned.
