County of Wright met this 6th day of June, 1988 at
Town of Otsego 8:00 P. M. Norman Freske, Chairman,
Douglas Lindenfelser and Floyd
Roden, Supervisors, James Barthel, Treasurer, Elaine Beatty,
Deputy Clerk, and Jerome Perrault, Clerk, were present.
Minutes of the May 16, 1988 Town Board Meeting were
approved with one correction:
The Ziegler Company has given the Township the option of
a guaranteed repurchase price of $72,000.00 after five (5)
years, on the new 140G. Caterpillar Motor Grader, making the
total cost bid $48,694.00, plus options.
John Nelson, area Forest Supervisor appeared before the
Board to discuss issuing burning permits and the rules
governing them. He handed out pamphlets explaining the
regulations concerning issuing Burning Permits. There is a
P. C. A. ruling which forbids burning within 600' (six
hundered feet) of a dwelling which would rule out issuing
burning permits to occupants of one acre lots (1 acre). He
did say that the Township could issue a burning permit for a
person less than 600' (six hundred feet) from his neighbors
if the neighbors did not object.
Mrs. Garvin Michels of 14184 N.E. 88th St., and Mrs.
Lois Self of 14155 N.E. 88th St., appeared before the Board
to protest the Storm Drain Assessments on their lots. The
Board explained that the Engineer and the Appraisor
determined which lots benefited and the amount of assessment
on each benefited lot. They asked why the assessment was on
their tax statements and not on the ones who had signed a
form with Attorney Felix Minella protesting the assessments.
The Board explained that the assessment would not go on the
tax statement of those who had filed a complaint until the
court case was settled. If the Judge ruled in favor of the
Township, those residents would be liable for the full amount
of the assessment.
Gene Nemmers of 14183 N. E. 88th St. said that he
purchased his lot in August of 1986 with the understanding
that there would be no assessment for the Storm Drain and
this year it was on his tax statement. The Board explained
that at the time he purchased his home the Assessment Hearing
had not been held and the amount of assessment had not been
determined, however the Real Estate Agent who sold him the
home should have notified him of a pending assessment.
John Simola, who lives on 92nd St., appeared before the
Board with a Petition requesting improvements including
bituminous surfacing on Kadler Ave., from Co. #39 to 85th
St., and 92nd St., West of Kadler Avenue. The Petition was
signed by all residents living on Kadler Avenue and 92nd
Street.
Motion by Norman Freske to request Engineer Peter
Raatikka to do a feasibility study on the upgrading and
bituminous surfracing of Kadler Avenue from County #39 to
85th Street NE and 92nd Street NE West of Kadler Avenue.
Seconded by Floyd Roden, all Board Members voted in
favor of the Motion.
Rudy Thibodeau appeared before the Board in regard to
the licensing of Video Games at his mineature golf course.
He asked that if he did not operate all year if there would
be a rebate on the yearly license fee. The Board said there
would be no problem on that, the $24.00 per year per machine
could be based on $2.00 per month per machine for the months
he was actually in operation.
Motion by Douglas Lindenfelser to postpone the first
Town Board Meeting in July to July 5 at 8:00 P.M. as the
first Monday in July is July 4th, a legal Holiday. Seconded
by Norman Freske, all Board Members voted in favor of the
Motion.
Motion by Douglas Lindenfelser to send notices to the
following people to remove their junk cars within 30 days:
Ricky Deliwo of 14179 - 67th Circle
Gerald Baron of 14210 - 62nd St.
Seconded by Floyd Roden, all Board Members voted in favor of
the Motion.
Motion by Floyd Roden to request the County Zoning
Administrator to take legal action against Clayton Eckhart to
remove the junk from his lot. Lot 2, Block 3, Vasseur's 1st
Addition, 14889 N. E. 81st Street.
Seconded by Norman Freske, all Board Members voted in
favor of the Motion.
Motion by Douglas Lindenfelser to send a second notice
to Sally Gulbranson of 8476 Oakwood Avenue requesting her to
clean up the junk on her lot within 30 days (thirty days).
Seconded by Norman Freske, all Board Members voted in favor
of the Motion.
Motion by Douglas Lindenfelser to send a second notice
to Allen Croteau of 17335 - 65th Street to clean up the junk
on his lot within thirty days (30). Seconded by Norman
Freske, all Board Members vote4d in favor of the Motion.
Engineer Peter Raatikka appeared before the Board to
discuss the bituminous road repair which he determined were
needed.
Motion by Norman Freske to advertise for bids for Street
Repair and overlap for Mississippi Shores, 85th Street, from
Nashua Avenue to Halls Addition, Vasseurs Oak Grove 3rd and
4th Additions and Deerfield Acres; Street Repairs for Hidden
Valley and Walesch Estates. Seconded by Floyd Roden, all
Board Members voted in favor of the Motion.
Proceeding as a Board of Audit, the Town Board audited
and allowed verified accounts Numbers 138 to 174 inclusive.
On Motion, the Meeting adjourned.
