County of Wright met this 5th day of July, 1988 at
Town of Otsego 8:00 P.M. Norman Freske, Chairman,
Floyd Roden and Douglas Lindenfelser
Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy
Clerk, and Jerome Perrault, Clerk were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the June 20 and June 21, 1988 Town Board
Meetings were approved as read.
Bids were received at 11:30 A. M. today for the
bituminous repair projects as advertised.
Bids were received from the following Contractors:

Seconded by Floyd Roden. All Board Members voted in favor of
the Motion.
Motion made by Floyd Roden to adopt the following
Resolution:
Be it resolved that the Town Board hereby ratifies
the Assessment Roll for the Storm Drain Assessment
on the Flora Kolles Estate property at $26,000.00,
reduced from the original Assessment of $35,000.00,
with the Assessment to be deferred until the prop-
erty is developed.
Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the Motion.
Motion by Floyd Roden to grant Northwestern Bell
permission to install a buried cable along 70TH Street in
Range 23. Seconded by Norman Freske, all Board Members voted

in favor of the Motion.
Motion by Douglas Lindenfelser to send a notice to the
Occupant of 14821 - NE 89TH ST to remove the junk cars from
that lot within 30 days. Seconded by Norman Freske, all
Board Members voted in favor of the Motion.
Elaine Beatty reported to the Board that she had done a
site inspection of the three lots (3) that the Board had
authorized her to send notices to cut the weeds and grass.
She found the lots had all been mowed and the weeds cut so
she did not send out the notices. The three lots (3) in
question were:
LeRoy Brown of 10175 Parrish AVE NE
Thomas Adams of 15728 NE 94TH Circle
The Lot at 9497 NE Parkington AVE
The Town Board has received a complaint that Chipper
McDowell of 14238 NE 88TH ST has a parking lot made of tar
and rocks alongside his driveway and the parking lot extends
into the street right-of-way. The complaint said he had been
parking cars on the street right-of-way. Mrs. McDowell
appeared before the Board to say that it was only on rare
occasions that any cars were parked on the street right-of-
way. The Board advised her to avoid as much as possible
parking on the street right-of-way.
Motion by Norman Freske to conduct a Public Hearing on
the proposed upgrading and bituminous surfacing of Kadler AVE
from Co. #39 to 85TH ST. and 92ND ST West of Kadler AVE. The
Hearing to be held at 7:30 P.M. on August 1, 1988. Seconded
by Douglas Lindenfelser. All Board Members voted in favor of
the Motion.
Jim Traille of Elk River, Senator Betty Adkins and
Representative Bob McEachern appeared before the Board to
discuss the project of getting Highway #101 expanded to a
four (4) lane highway between Elk River and Rogers. Mr.
Traille said he would like to get a report from Min -Dot as to
the traffic count on Highway #101, the number of accidents
and the type of accidents occuring. He would also like to
get information from Highway Patrolmen who patrol Highway
#101, au to their opinion of traffic problems on that
Highway. One of the main concerns is truck traffic,
especially gravel trucks as a huge deposit of gravel has just
been fouond in Livonia Township.
Representative McEachern said that using political
pressure to obtain 4 -lanes for Highway #101 would be very
difficult because almost every Legislator has highway
problems in his own District.
Jim Traille said they will be setting up a meeting with
Highway Commissioner Len Levine on July 18th or 19th to
present their case for 4 lanes for Highway #101. He felt a

group of six or seven ( 6 or 7 ) people attending the meeting
would be more effective than a larger group.
Gil Darkenwald agreed that they should present their
case for four (4) lanes for Highway 4101, but at best this
woUld be a few years away and they should pursue as quickly
as possible to get signal lights at the junction of Highway
#101 and County #36 and #130 as an emergency situation. As a
seriouS traffic problem exists at that intersection.
Proceeding as a Board of Audit, the Town Board Audited
and allowed Verified Accounts Nos. 190 to 225 inclusive.
On Motion the meeting adjourned.
