County of Wright met this 15th Day of August, 1988,
Town of Otsego at 8:00 P. M. Norman Freske,
Chairman, Douglas Lindenfelser and
Floyd Roden, Supervisors, Janes Barthel, Treasurer, Elaine
Beatty, Deputy Clerk, and Jerome Perrault, Clerk were
present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the August 1, 1988 Town Board Meeting were
approved as read.
Doctor David Gilgenbach appeared before the Board with a
sketch of his property and a legal description of the
drainage and utility easement he wishes to vacate.
Motion by Norman Freske to set the Public Hearing on, the
Vacation of the Drainage and Utility Easements on the North
end of Lot 7, and the South end of Lot 2, Mississippi Shores
6TH Addition owned by Dr. David Gilgenbach, for September 7,
1988 at 7:45 P.M. Seconded by Floyd Roden, all Board Members
voted in favor of the Motion.
Thomas Halek and Bill Mord of the Minnegasco Company
appeared before the Board to say that Minnegasco is planning
to expand their Natural Gas Service in Otsego. Their plans
are to begin constructing gas mains in late September. The
gas mains are put in at no cost to the consumer and up to 200
feet (200') of lead-in gas lines at no cost to the consumer.
The areas they are considering to provide gas service to are:
Mississippi Shores, Halls Addition, Otsego Acres,
and Vasscurs.
Mr. Halek requested permission to use the Town Hall on
August 30, and 31st to have an, open house to provide
information about their gas service to potential customers
and sign up customers, Seconded by Floyd Roden, all Board
Members voted in favor of the Motion.
Milton Shelquist questioned why he has three (3)
assessments for the proposed Nadler Avenue bituminous
project, and one (1) assessment on 92nd Street. His Ag land
does not actually touch 92nd Street, and he has two (2)
assessments on the 'East side of Nadler Avenue on fifty acres
(50) of land. The usual assessment on aq. land ie one for
each forty (40) acres.
John Simola said that as there are only two (2) people
in favor of bituminous surfacing 92ND Street, and as it is
not a traffic hazard as it As, he suggested that the Board
not do the 92ND Street project.
Motion by Norman Freske to turn down the project of
upgrading and biLuminous surfacing Nadler Avenue from County
#39 to 85TH Street and 92ND Street West of Kadler Avenue.
Seconded by Floyd Roden, all Board. Members voted in
favor of the Motion.
Attorney Andy MacArthur presented the Board with a
Revised Ordinance on Open Burning within the Township.

Ordinance on Open Burning. Seconded by Norman Freske, all
Board Members voted in favor of the Motion.
This Ordinance will be known as Ordinance Number Six (6)
and replaces Ordinance Number one (1).
Mr. MacArthur also advised the Board that Mr. Peterson
has indicated that he wants some changes in the Letter of
Understanding between him and the Township regarding the
settlement agreement on the Storm Drain Assessments for the
Flora Kolles Estate property. The Board advised Mr.
MacArthur to inform Mr. Peterson that it was up to him and
his Attorney to draft any changes that he wishes to make.
The Board also advised Mr. MacArthur to secure a Transcript
of the Court Reporter's Record of the Pre -Trial Settlement of
the Storm Drain Assessment for the Flora Io]. 1c Estate
Property between the Town of Otsego and Mr. Peterson and
Vernon Kolles.
Motion by Floyd Roden that the Township agrees to pay
the Sheriff's Department $19.75 per hour for man and patrol
car for contracted patrol time and notify the Sheriff's
Department thereof. Seconded by Norman Freske, all Board
Members voted in favor of the Motion.
Motion by Douglas Lindenfelser to approve the proposed
Amendments to the Wright County Zoning Ordinance.
Seconded by Norman Freske, all Board Members voted in
favor of the Motion.
Four bids were received on August 8, 1988 in response to
the Advertisement for Bids for Seal Coating. They were as
fol,ows:
Allied Blacktop $23,395.30
Astech Corp. $26,552.20
Bituminous Rdwys. $28,895.70
Caldwell Asp. Co. $30,576.90
Motion by Floyd Roden to accept the bid of Allied
Blacktop.
Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the Motion.
Motion by Douglas Lindenfelser to make the final payment
of $10,000.00 co Northdale Construction for the Trunk Storm
Drain Construction.
Seconded by Floyd Roden, all Board Members voted in
favor of the Motion.
Motion by Norman Freske to approve Change Order Number
One (1) and pay Munn Blacktop Company, Inc. $122,959,97 for
bituminous repair projects.
Seconded by Douglas Lindenfelser, all Board Members
voLed in favor of the Motion.
Motion by Floyd Roden to erect a "School Bus Stop
Ahead" sign. and a " Side Road Ahead" sign on Kadier Avenue
just North of the "T" junction. of Kadier Avenue and 85TH
Street

Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the Motion.
Motion by Douglas Lindenfelser to approve a permit for
Minnegasco to construct gas mains along Township roads.
Seconded by Norman Freske, all Board Members voted in
favor of the Motion.
Proceeding as a Board of Audit, the Town Board Audited
and allowed Verified Accounts Nos. 276 to 296 inclusive.
On Motion, the meeting adjourned.
