Town of Otsego 8:00 P.M. Norman Freske, Chairman,
Douglas Lindenfelser and Floyd
Roden, Supervisors, Jame. Barthel, Treasurer, Elaine Beatty,
Deputy Clerk, and Jerome Perrault , Clerk were present.
The Meeting was called to order by Chairman Norman
Freske,
Minutes of the January 23, 1989 Town Board Meeting
were
approved as read.
Dr. David Gilgenbach appeared before the Board to
request a permit to build at larger building than what has
been already approved for construction on his two (2) lots in
Mississippi Shores 6TH Addition. He plans on building a
7,500 to 8,600 square foot building with the intention of
using 4,800 square feet himself for his Vetinarian Business,
and leasing out the rest of the building. His parking lot is
designed for thirty-five (35) cars, with two (2) driveways
accesses to the service road.
Motion by Norman Freske to grant Dr. Gilgenbach a
Special Use Permit to construct a 7,500 to 8,600 square foot
building to be used for his Vet. Clinic and rental space.
Seconded by Floycl Roden, all Board Members voted in favor of
the Motion.
John Lenz, of 16234 N.W. Jarvas Street in Elk River
appeared before the Board to say that he has purchased a
twenty-two (22) acre tract of land from Anthony Byson located
in Section 17, Township 121, Range 23, behind the John
Anderson farm. This property has only a sinteen foot wide
(16') access easement between the property of John Anderson
and Rick Grupe's three acre (3) lot. He has bought Rick
Grupa's house and lot and requests a permit to split fifty
(50') feet off the West side of the Grupe lot to construct a
sixty-six foot (66') wide access road to the twenty-two (22)
acre tract so that he can construct a home on the twenty-two
aures (22). The Grupas lot has two hundred and forty feet
(240') of frontage along County. #39. The Otsego Planning
Commission has approved the split.
Motion by Douglas Lindenfelser to approve splitting
fifty feet (50') off the West side of the Rick Grupa lot
(PID #214-044-001010) to make a sinty-six foot (66') wide
access to Mr. Lenz' s twenty-two (22) acre lot. (P10 #214-000-
172100) Seconded by Floyd Roden, all Board Members voted in
favor of the Motion,
Scott Rodby, who owns PID #214-000-164301, a fifteen
(15) acre lot in Section 16, Range 23, on the South side of
Couty 1139, appeared before the Board to request a variance to
construct an addition to his existing home that will be less
than the required 130 feet (130) setback. from Co. Rd. #39.
The addition will be one hundred and two (102) fest from Co.
#39, and the existing home is one hundred fourteen feet
(114') from Co. Rd. #39.

Variance to construct an addition to his existing home that
will be one hundred and two (102') feet from the centerline
of County #39. Seconded by Norman Freske, all Board Members
voted in favor of the Motion,
Marvin Anderson of 9031 Mason Avenue appeared to request
a Permit to move in a house on his forty (40) acre farm. The
old house will be removed when the house he moves in is ready
for use. The house he wishes to move in is located in
Minnetonka, is in good condition and has been inspectecl by
the Building inspector.
Motion by Douglas Lindenfelser to grant Marvin Anderson
a permit to move in a house. Seconded by Floyd Roden, all
Board Members voted in favor of the Motion.
Motion by Douglas Lindenfelser to donate one thousand
dollars ($1,000.00) to help establish the Regional Library in
St. Michael. Seconded by Floyd Roden, all Board Members
voted in favor of the Motion,
Tom Peterson of Anoka owns Lot 1, Block 1, Otsego Acres,
and has an old bus full of tires parked on the lot as well as
other junk. The Board requested Elaine to send him a letter
requesting him to appear at the Town Board Meeting to discuss
the problem.
Motion by Floyd Roden to purchase a new phone answering
machine for the Town Hall to replace the old one that is not
working and too costly to repair. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the Motion,
The Town Board appointed the following people to serve
as Election Judges at the Annual Town Election on March 14th,
1989:
Marion Alexander
Judy Roden
Beverly Roden
Proceeding as a Board of Audit, the Board audited and
allowed Verified Accounts Nos. 43 thru 89 inclusive.
