County of Wright Town of Otsego was held this 25TH
Town of Otsego day of May, 1989 at 1:00 PM. Norman
Freske, Chairman, Douglas
Lindenfelser and Floyd Roden, Supervisors, Larry Koshak,
Engineer, Bill Radzwill, Attorney, and Jerome Perrault, Clerk
were present.
The Meeting was called to order by Chairman Norman
Freske.
The purpose of the meeting was to discuss the drainage
problem in Vasseur's 3RD and 4TH Additions and do a site
inspection of the problem area.
Engineer Larry Koshak recommended changing the East-West
segment of the proposed storm drain to the lot line between
Lots five (5) and six (6), Block 1, Vasseur's 4TH Addition
instead of the lot line between Lots three (3) and Four (4)
as he had proposed in his first feasibility study of the
area. These changes would be more beneficial to Lot 6 which
is a low lot with a water problem. Mr. Koshak also
recommended lowering the culvert under 85TH Street at least
one (1) foot in order to obtain more fall for the Storm Drain
and be able to lower the six (6) inch drain tile in the
farmland West of Vasseur's 4TH Addition.
Attorney Bill Radzwill advised the Board that the
Township would be eligible for a DNR Grant that would pay for
up to 1/2 the cost of the proposed drainage plan. He
requested Engineer Larry Koshak to prepare a Revised
Feasibility Study of the proposed storm drain. and send it to
him so that he can submit it to the DNR along with a grant
application to help pay for the cost of the Storm Drain.
Motion by Floyd Roden to adopt the following Resolution:
RESOLUTION
Be it resolved that the Town Board of the Town of Otsego
requests Hakanson Anderson Associates, Inc. to do a revised
feasibility study of the drainage problem in Vasseur's 3RD
and 4TH Additions and the agricultlural land just West of
Vasseur's 4TH Addition and submit a copy of the feasibility
study to Attorney William Radzwill.
Motion seconded by Douglas Lindenfelser all Board
Members voted in favor of the motion.
Motion by Norman Freske to change the proposed
assessment for the storm drain to a per unit basis instead of
a per acre basis.
Seconded by Floyd Roden, all Board Members Voted in
favor of the motion.
There are twelve (12) residential lots and two (2)
parcels of farm land involved in the assessment for the
proposed storm drain.
On motion the meeting adjourned.
