County of Wright met this 5th day of June, 1989 at
Town of Otsego 8:20 P.M. Norman Freske, Chairman,
Floyd Roden and Douglas
Lindenfelser, Supervisors, and Elaine Beatty, Deputy Clerk.
(Jerome Perrault, Clerk and Jim Barthel, Treasurer came to
the meeting late, at 9:00 P.M.)
The meeting was called to order by Chairman Norman
Freske.
Minutes of the Town Board Meeting of May 15, 1989, and
the Special Town Board Meetings of May 18, 1989 at 7:30PM and
May 25, 1989 at 1:OOPM were approved as read.
Duane Fiedler of 8131 Packard Avenue NE, Elk River, Minn
Lot 13, Block 1 of Vasseur's Oak Grove Estates 1ST Add.
appeared before the board to request a Home -Occupation
Business Cond. Use Permit for a small woodshop, husband and
wife only, on a part-time basis, during daylight hours.
Duane Fiedler stated that he wanted to construct a
basement under the exhisting trailer and move the exhisting
pole building to the back of the lot. The basement would be
where the woodworking business would be.
Duane Fiedler stated he would be picking up the wood for
his woodworking, himself, most of the time, but a van or two
would deliver sometimes.
Norm Freske asked if anyone would be coming out and
buying directly from him. Mr Fiedler answered, "No".
Mr. Fiedler said the wood storage would be out of sight
and the North and East side would be dirt wall so it would be
muffled from the woodworking in the basement.
Floyd Roden made a motion to grant the Home -Occupation
Business of Woodworking. Douglas Lindenfelser seconded the
motion, and Norm Freske agreed.
Pearl and Cecil Adams, who live at 14107 NE 78TH St.in
Walesch Estates 2nd Addition, appeared before the Board to
find out what can be done about the water drainage in the
ditch in front of their home.
The Town Board apologized for not having time to look at
the project yet.
Cecil Adams brought plans to show the Board how the
water flows. He stated that the ditch in front of their land
needs to be dug deeper. They have a drain tile that isn't
working anymore.
Cecil stated that the ditch needs to be lowered about 4-
1/2 feet.
The Town Board said they need to take some elevation
shots and Larry Koshak stated they could help with that.
Cecil Adams stated that they are in the Hall's Water
Drainage Project Special Assessment and that they flooded
this last Spring.
Norm Freske stated that they will get some elevations on
this.
Floyd Roden motioned that we get some elevations in this
area with Maintenance Man Dave Chase, Norm Freske seconded
the motion, Douglas Lindenfelser agreed.

William A. Zacharda of 10099 Parrish Avenue Elk River,
Minn. appeared before the Town Board to ask for a variance
of seven feet (7') from the sideline instead of the Ordinance
ten feet (10'). He also requests a one hundred and eighteen
feet from the center of Co. Rd. #42 (Parrish), instead of the
130 feet required by the Ordinance.
William Zacharda stated the Wright County Variance Board
has granted a seven (7') foot variance for sideline and a one
hundred and eighteen foot variance (118') from the center of
Co. Rd. #42,(Parrish Ave.)
William Zacharda stated he is building a 26'x26' garage.
Doug Lindenfelser motioned to approve the seven foot
(7') variance for the garage on the side line, and the one
hundred and eighteen foot (118') from the center of a County
road variance in the front, Floyd Roden seconded the motion,
Norm Freske agreed.
James Peterson, the Developer who is working on the
James Addition Plat, appeared before the Board to discuss the
Developer's Contract with the Board and Bill Radzwill the
Town Attorney.
Bill Radzwill stated that Wright County may want to add
to the Contract, and he had discussed the Contract with them
today, June 5, 1989.
Jim Peterson pointed out some minor changes on the
second page as to the spelling of Intra -structure and has
occured. The pavement width should be 24' width - 32'
subgrade.
#2A - should read "Shall be completed on or before one
year.
#4. Maybe Wright County and the Town of Otsego could
get a joint bond. Bill Radzwill agreed on this.
Jim Peterson wanted to know if the 110% in the
Developers Agreement and the 150% in the Agreement, are
we reflecting this in the agreement? (pertaining to escrow
funds.)
Bill Radzwill stated that wants to have accurate numbers
on the Engineers Estimate,
Jim Peterson said they will probably do the road First.
Addendum: #2, Change to James Addition, or be more
specific.
Restrictive Covenance - Tom Salkowski won't work with
Covenance. They do not want to issue Building Permits
restrictely.
Jim Peterson wants the wording to go back to the
original covenance that Jim Peterson submitted.
Jim Peterson said that it states he will pay $25.00 per
lot in 113 and $550.00 per lot in #12. Bill Radzwill said it
will be only $25.00 per lot for them.
Jim Peterson said he talked to Tom Salkowski and he gave
Jim a checklist and when he completes the list he can start
the plat.

Bill Radzwill told Jim Peterson he would finish the
contract and talk to County Attorney MacPhail about it.
Brad Praught of 12786 60TH ST NE, Rogers, Minnesota,
55330 appeared before the board to discuss the farm assessory
permit or a mobile home. He told the Board that his dad
would like to be able to keep the mobile home for five years
until he is 62 and then pull the trailer off. Victor
Praughts Brother-in-law is now in this mobile home.
Douglas Lindenfelser motioned to approve the mobil home
assessory permit for another two (2) years for Donald Praught
Floyd Roden seconded the motion, Norm Freske agreed.
Glenn Benson who works with the Otsego 4H 4 -Leaves Club
on Recycling in Otsego, appeared before the Board to discuss
Recycling in Otsego. He told the Board that the County wants
to get bids for curb side pickup. Glenn told them it would
amount to $.70 per household per month. Glenn would like to
continue recycling and maybe use County funds for semi-
trailer costs of $40.00 per month.
Norm Freske motioned that the Township pay $40.00 a
month for the trailer reimbursement. Doug Lindenfelser
seconded the motion, Floyd Roden agreed.
The 4-H will submit the bill quarterly to the Township
for payment.
Now that Planner Dave Licht has completed his study of
the Township, Norman Freske asked Attorney Bill Radzwill his
opinion of what he thought the Township's next step should
be. Mr. Radzwill advised the Board that they should proceed
to develop the Township's own Comprehensive Plan.
Motion by Norman Freske to pay Dennis Fehn Gravel, Inc.
$11,488.00 for hauling 2,120 yards of class five (5) gravel
onto MacIver Avenue and 83RD Street. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to gravel 60TH Street
from Packard Avenue to Ochoa Avenue. Seconded by Floyd
Roden, all Board Members voted in favor of the motion.
Motion by Floyd Roden to send notices to the following
people.
Mary Grotewold, of 16730 - 70TH Street, to remove the
junk cars, camper, a truck and other junk from his lot.
Karl Smith of 14195 - 78TH Street to remove the old
tires and mow the grass on his lot.
Evonne Diaz, of 14208 - 78TH Street, to mow the grass on
her lot.
Seconded by Norman Freske, all Board Members voted in
favor of the motion.
Motion by Floyd Roden to advertise for bids to seal coat
six and one half (6-1/2) miles of bituminous streets.
Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the motion.
