COUNTY OF WRIGHT met this 17 day of July, 1989 at
TOWN OF OTSEGO 8:00 P.M. Norman Freske, Chairman,
Douglas Lindenfelser, Supervisor,
Elaine Beatty, Deputy Clerk, and
Jerome Perrault, Clerk, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the July 3, 1989 Town Board Meeting were
approve as read.
Clem Darkenwald appeared before the Board in regard to
the drainage approval of his Mississippi Parkwood
Developement. Engineer Larry Koshak recommended all culverts
be lowered .4' to insure adequate cover over the culverts.
Project Engineers Meyer Rohlin have recommended a concrete or
metal 18 inch pipe for drainage to the river between Lots 9
and 10, Block 4, instead of an open ditch. Larry Koshak said
he thought a properly maintained open ditch would be
acceptable. Clem Darkenwald said he would check with Meyer
Rohlin regarding the reasoning behind their recommending a
concrete or metal pipe instead of an open ditch.
Motion by Douglas Lindenfelser to approve the Drainage
Plans for Mississippi Parkwood as presented on July 14, 1989.
Seconded by Norman Freske and passed.
Jack Holmes appeared before the Board to request a
Conditional Use Permit for the Christ Lutheran Church to be
constructed on the Baufield Property at 15849 NE 90th St.
They have increased the parking lot size to one parking spat
for each 2 1/2 seats in the Church. The Church will be 7300
square feet in size with a separate storage building at the
edge of the parking lot for storing lawn mowers and other
maintaince equipment. They are planning one access .driveway
off 90th St. (Co. 39) near the East edge of the lot.
Motion by Norman Freske to approve a Conditional Use
Permit for the Christ Lutheran Church to be built at 15849 NE
90th St. Seconded by Douglas Lindenfelser and passed.
John Donnkey, representing Carl Bolander and Sons of
St. Paul, appeared before the Board to request a land
alteration permit to excavate 150,000 cu. yd of clay from the
property of Nellie Bobendrier, a 105.9 acre parcel in Sec 35
Range 23, at 16393 65th St. NE. The clay is to be used to
cap an Anoka Landfill. Engineer Larry Koshak recommended the
following list of conditions to be complied with by the
contractor Carl Bolander & Sons:
1. Furnish a Letter of Credit for $10,000 to cover
repairs to 65th Street.
2. Release of Letter of Credit upon final inspection
by the Town Board.
3. Contractor to maintain street during operation,
both surface and drainage.
4. Contractor to provide dust control as needed on
the street.
5. Operations movements to be properly signalized.

6. Site grading shall have an approved final contour
plan with assurance the drainage condition will
riot adversely affect existing township drainage.
7. Establish turf after final grading plan.
8. Provide dust control on site as needed.
9. Provide erosion and sedimentation control on
site during operation.
10. Provide township with phone numbers of individuals
who will respond to problems.
11. Hours of operation be limited to 7:00 A.M. to
5:30 P.M. for approximately 33 days in 1989.
Motion by Douglas Lindenfelser to approve a Land
Alteration Permit for Carl Bolander & Sons to remove
approximately 150,000 cu. yd of clay from the land of Nellie
Bobendrier. The permit to be in compliance with the
recommendations of Engineer Larry Koshak including a $10,000
Letter of Credit to guarantee reparis of 65th St. Seconded
by Norman Freske and passed.
Donald Greninger appeared before the Board to request a
one -per -forty split to build a home. He has 188.63 acres of
land in Sec. 14, Range 24, PID NO. 214-100-142402.
The Otsego Planning Commission has recommended a
variance with the split based on 40 acres rather than 1/4 of
a 1/4 Section as required by the County Ordinance, the
rationale being it is the same land. Mr. Greninger has
enough acreage but could not comply with the 1/4 of a 1/4
Section where he intends to build.
Motion by Douglas Lindenfelser to approve the one per
forty split for Donald Greninger according to the variance
recommendations of the Otsego Planning Commission. Seconded
by Norman Freske and passed.
Kenneth Zachman appeared before the Board to request a
Conditional Use Permit for A Farm Accessory Mobile Home for
his son, Scott, who works on the farm. He owns 159 acres in
Sec. 26, Range 24, PID NO 214-100-263200.
Motion by Douglas Lindenfelser to approve a Conditional
Use Permit for a Farm Accessory Mobile Home for Scott
Zachman, subject to reviewal in 2 years.
Seconded by Norman Freske and passed.
Jim Agosto, who resides in Island View Estates, appeared
before the Board along with a group of other residents of the
area to express their concerns about the Wild Life Pond being
constructed on combined Lots 6 & 7, Block 2, in Island View
Estates. He is concerned about the pond being a danger to
children in the area as well as to the health of all the
people in the area. He presented a petition to the Board
signed by 25 residents of the area stating their objections
to the pond.

Marcia Hanney stated she would like to go ori record a.
representing the concerns of the mothers in the area whereas
the pond would create a stressful situation for the mothers
worrying whether their children would get in to the pond.
Developer Fred Baine has said he would be willing to
fence the pond if the neighbors were concerned about its
safety. Some of the neighbors said they did not feel a fence
would be adequate protection for children.
The Board will consult with Wright Co. Planning and
Zoning Adminstrator, Tom Salkowski and the County Sanitarian
before taking any action the pond situation.
Engineer Larry Koshak, presented the Board with a
feasibility study on the proposed bituminous surfacing of
Nashua Ave. from Co. 39 to 85th St. He is recommending a
24 ft. wide paved street with a 3" mat and 2 ft. shoulders.

Three culverts under the road would need to be replaced.
There are 17 assessable units along the road to be surfaced.
If the Township were to pay half the cost and the other half
assessed, the assessed cost per unit would be $3,044.
Motion by Norman Freske to conduct a Public Hearing on
the proposed bituminous surfacing of Nashua Ave. from Co. 39
to 85th St, on August 7, 1989, at 7:00 P.M.
Seconded by Douglas Lindenfelser and passed.
Motion by Norman Freske, to appoint Bruce Rask, of
144023 NE 96th St. to fill the unexpired term of Randy
Pouliot on the Otsego Planning Commission until 1991.
Seconded by Douglas Lindenfelser and passed.
Motion by Norman Freske, to postpone the Town Board
Meeting scheduled for Sept. 4, 1989 until Sept.11, 1989, as
Sept. 4 is a Legal Holiday, Labor Day.
Seconded by Norm Freske and passed.
Motion by Douglas Lindenfelser to send a notice to David
Schultz, of 8073 Needham Ave., to remove the junk cars
from his lot and remove the garbage and ashes he dumped on

Floyd Goenner's property.
Seconded by Norman Freske and passed.
Motion by Norman Freske to hire NTC for shouldering work
at the rate of $1.00 per cu. yd. for black dirt plus the
seeding cost.
Seconded by Douglas Lindenfelser and passed.
The Town Board set a Town Board Meeting for July 24,
1989, at 7:30 P.M. to discuss the Developers Contract with
Clem Darkenwald. Attorney William Radzwill and Engineer
Larry Koshak will be requested to be present at the meeting.
Ford Slaughter will also be requested to attend to discuss
the drainage ditch across his property which is part of the
Storm Drain project for Vasseur's 3rd and 4th Addition.
The Board also discussed the possibility of hiring the
Township's own Building Inspector. Further discussions will
be held with Attorney William Radzwill and Planner Dave Licht
concerning this possibility. Bruce Rask said that his
father, Harlan Rask, a carpenter and builder, had expressed
an interest in the Building Inspectors position.
Motion by Douglas Lindenfelser to hire Paul Eastman as a
part time assistant to Dave Chase at $7.50 per hour.
