08-21-1989 Public Hearing MinutesSTATE OF MN A Public Hearing on the COUNTY OF WRIGHT proposed Storm Drain TOWN OF OTSEGO Project for Vaseurs 4th Addition and 2 parcels of Ag land just West of Vassuers 4th Addition was held this 21 day of August at 7:00 PM. Norman Freske, Chairman, Floyd Roden and Douglas Lindenfelser, Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, Jerome Perrault, Clerk, and Larry Koshak, Engineer, were present. The hearing was called to order by Chairman Norman Freske. Engineer Larry Koshak addressed the meeting and explained he had dune a survey of the possibility of extending the Storm Drain from 85th St N thru Tom Constant's property. This would require 700 ft. of drain tile to a point where the elavation drops and it would discharge into a wetland area. Costs for this alternative are as follows: Project cost to 85th St ..................$22,480,00 Cost of alternative route accross Tom Constant Property: Clear and grub............ 0000 1,500.00 18" Drain tile (750')..... 0.00060.0 15,000.00 Manholes (3).............................. 2,400.00 Top soil seed mulch....... 000 000 OOOOOOOO 500.00 4 0.404.0.0600 240.00 Patch Street.. .......... .. pb. 060600.060.0 1,000.00 Drain tile (300')......... . . . . . . . . ...... 1,200.00 Construction Cost of Alternative Route...$21,840.00 Total Construction Cost for Project......$44,320.00 Engineering, Legal, Adminstrative........$13,296.00 TOTAL PROJECT COST............... ....... .$57,616.00 Because it is drain tile all the way, the DNR Grant could pay up to 50% of the total project cost of $57,616. The assessed part would be $28,808 divided amongst 14 parcels, $2,052 per parcel, providing the Grant is approved. The amount of the Grant would also depend on how the DNR reviews the plans and specifications for the project. In regard to Tom Constant's question about maintaining. the drain tile and rip -rap on his property, it is the Township's drain tile and it is their responsibility to maintain it. A straw vote was taken contingent upon Grant approval of at least 45% of the Cost: 7 YES votes in favor of the project 0 NO votes STATE OF MN COUNTY OF WRIGHT TOWN OF OTSEGO -PAGE 2 - PUBLIC HEARING ON THE PROPOSED STORM DRAIN PROJECT AUGUST 21, 1989 Engineer Larry Koshak said he could proceed with preparing the plans and specifications and not advertise for bids until it is known if the Grant will be approved. Motion by Floyd Roden to order plans and specifications prepared for the Storm Drain Project contingent upon approval of the Grant of at least 45% of the project cost. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. On motion the Hearing adjourned.
