TOWN OF OTSEGO of August, 1989, at
8:00 PM. Norman Freske,
Chairman, Douglas
Lindenfelser and Floyd
Roden, Supervisors, James
Barthel, Treasurer, Elaine Beatty, Duputy Clerk, and Jerome
Perrault, Clerk, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the August 7, 1989, Town Board Meeting were
approved as read.
Dick Hinkle appeared before the Board in regard to the
property he has listed for sale, a building formerly used as
a tavern and most recently used as a church and is located
just accross Nashua Ave. from the Town Hull. The building is
not presently zoned Commercial. Mr. Hinkle said he thought
the best use for the building would be some business that did
not create much traffic as the lot and parking area are
small. The Board agreed this would be the best use for it.
Michael Maki appeared before the Board with petitions
containing signatures requesting that the following streets
in Island V.iew be bituminous surfaced: Kalenda Ave., Kalenda
Ave NE, 97th St., Kahler Ave and Kaiser Ave.
Engineer Larry Koshak said he thought it would be more
practical to do a feasibility study on all the streets in
Island View instead of just the ones listed. The Board
suggested to Mr. Maki that he pursue getting petition
signatures from all of Island View residents. Mr. Maki
agreed to do this and report back to the Board when be
completed the process.
Gary Moehlmann, 9031 Page Ave, L6, B2, Mississippi
Shores, 4th Addition, appeared before the Board in regard to
the complaint that he had too many cars on his lot. He said
the cars belong to his family and are being used.
John Simola appeared before the Board in regard to the
Household Hazardous Waste Collection Day at the Wright Co.
Public Works Building in Buffalo on Spetember 9. He is a
Volunteer Coordinator for the project and wanted to make the
Board aware of it. Volunteers are needed for the project and
Glenn Benson and the 4-H Club have voluntecered their help,
Dennis McAlpine appeared to say he had checked the old
well in the Otsego Cemetery and found it to be 40 ft. deep
with old wood pump rods. He has taken a sample of the water
and will have it tested for contamination. The well pumps
very slow, only about a gallon a minute. He said that while
the well may be only intended for watering plants, there is
always danger of small children drinking water from it.

McAlpine to have the water tested for contamination and
determine if it is feasible to repair the old Cemetary well.
Seconded by Floyd Roden, all Board Members voted in favor of
the motion.
In regard to the Nashua Ave. bituminous project, the DNR
has sent a map of the designated Wetlands in that area and
John Anderson's land was not included.
John Anderson said he had talked to the USDA about his
land and they told him he could cut hay on it and possibly
farm it in a dry year but he could not drain it. Larry
Koshak said the soil would have to be tested to see if it
were possible to be filled and used as a building site. He
also said that there could be some benefit considered for the
land but not as much as if it were a buildable lot. The
decision on this would be up to the Town Board.
The Town Board further discussed the Nashua Ave.
bituminous project. Depending upon the outcome of the tax
bill before the Minnesota Legislature, additional State funds
may be available next year.
Motion by Douglas Lindenfelser to turn down the Nashua
Ave. bituminous project at this time. Seconded by Floyd
Roden, all Board Members voted in favor of the motion.
However, Norman Freske stated that he was hopeful for more
State Funding next year, otherwise he would be in favor of
doing it now.
In regard to the mobile home of Max Valerius (in the SW
1/4 of the SW 1/4 of Sec 33, Range 23) which was to have been
removed, he wrote a letter to the Board explaining that he
planned on building a house as soon as he could arrange
financing.
Motion by Norman Freske to grant Max Valerius a one year
extension of his mobile home permit, after that it will be
turned over to the County Zoning Adminstrator to have it
removed.
Seconded by Doulgas Lindenfelser, all Board Members
voted in favor of the motion.
Motion by Norman Freske to send a second notice to David
Schultz (of 8073 Needham Ave.) to remove the junk cars from
his lot and the garbage and ashes he dumped on Floyd
Goenner's land within 30 days or the violation will be turned
over to the County Attorney for prosecution. Seconded by
Floyd Roden, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to charge Frank D'Aigle
$75.00 per hour for mowingthe weeds on his property, $6.00
postage $20.00 Secretarial services, and $11.00 for Township
Weed Inspector services. Seconded by Floyd Roden, all Board
Members voted in favor of the motion.

Contract with the City of Elk River calling for a contract
fee of $36,311.,44.
Seconded by Floyd Roden, all Board Members voted in
favor of the motion.
Motion by Norman Freske to set the 1990 per unit
assessment for Fire Dept. Services in the City of Elk River
service area at $32.00. Seconded by Douglas Lindenfelser,
all Board Members voted in favor of the motion.
Motion by Norman Freske to have a Special Town Board
Meeting on August 30, 1989, at 10:00 AM to discuss the
Darkenwald Developers Contract with Attorney Bill Radzwill.
Seconded by Douglas Lindenfelser, all Board Members voted in
favor of the motion.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 470 to 508 inclusive.
On motion the meeting adjourned.
