09-11-1989 Town Board MinutesState of Minnesota County of Wright Town of Otsego The Town Board of the Town of Otsego met this llth day of Sept, 1989 at 8:00 P.M. Norman Freske, Chairman, Floyd Roden and Douglas Lindenfelser, Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, and Jerome Perrault, Clerk, were present. The meeting was called to order by Chairman Norman Frekse. Minutes of the August1, 1989, Town Board Meeting were approved as read. Jeff Bartheld appeared in regard to his request for a back lot set back variance of 30 ft, instead of 50 ft. as required by the County Ordinance. He has a 2 1/2 acre lot. (Lot 1, Block 4 Vasseurts Oak Grove Estates). There is a bank at the back of his property so no one would be bothered by the reduced setback. He plans on building a 3 season porch addition to his exhisting home that will require the setback variance. Motion by Douglas Lindenfelser to approve the rear lot setback variance request of Jeff Bartheld to build a 3 season porch addition to his home that would be 30 ft. from the rear lot line. Seconded by Floyd Roden, all Board Members voted in favor of the motion. Mary Baufield appeared before the Board in regard to her request for a Conditional Use Permit to build a driving range on her property, PID 214-000-232200 in Sec. 23, Range 23, ori the East side of Hwy. 101. She is planning on hiring a Professional Golf Course Architect to design and layout the driving range for her. She said she might decide to lay out a par 3 golf course instead of the driving range. She will need a well and a small building and plans on having a picnic area on part of her property. Motion by Norman Freske to approve a Conditional Use Permit for Mary Baufield to construct a driving range or possibly a par 3 golf course. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. John Clausen appeared before the Board in regard to the uncompleted building on his property which has been the subject of complaints by his neighbors. He said he is financially unable to complete the building at this time, but has almost enough material on hand to complete the roof and would like to get the roof on this fall. He will report back to the Board by October 16, 1989 on his progress with the building. Dennis McAlpine reported that the State test showed the old cemetery well to be contaminated with a high bacterial count and a high cloroform count with a recommendation that the old well be abandoned. Motion by Douglas Lindenfelser to hire Dennis McAlpine to officially abandon the old cemetery well. Seconded by Floyd Roden, all Board Members voted in favor of the motion. Motion by Douglas Lindenfelser to approve the underoround electric cable street crossinus in the James State of Minnesota County of Wright Town of Otsego Town Board Meeting. September 11, 1989 -- }?age 2 -- Addition requested by Wright -Hennepin Electric. Seconded by Floyd Roden, all Board Members voted in favor of the motion. Motion by Norman Freske to approve the request of U. S. West Communications for a Permit to place buried cable under the streets in James Addition ( Job No. BP 179 L) Seconded by Floyd Roden, all Board Members voted in favor of the motion. John Anderson reported to the Board that they have to remove the old cemeteryfence soon. The Town Board volunteered the Township Maintenance Crew to help with the fence removal project. Tim Peterson has not responded to. the notice to mow the grass on his lot, lot 1, block 1, Otsego Acres 1ST Addition. Motion by Douglas Lindenfelser to have the Township Maintenance Crew mow the lot and bill Mr. Peterson for the mowing. Seconded by Norman Freske, ali Board Members voted in favor of the motion. Motion by Floyd Roden to send a notice to Ilene Thackeray to remove the old tires from her lot (Lot 5, Block 4, Walesch Estates 2ND Addition). Seconded by Norman Freske, all Board Members voted in favor of the motion. Proceeding as a Board of Audit, the Town Board audited and allowed Verified Accounts No. 509 to 565 inclusive.
