COUNTY OF WRIGHT Otsego met this 16 day of
TOWN OF OTSEGO October, 1989 at 8:00 PM.
Norman Freske, Chairman,
Douglas Lindenfelser, and
Floyd Roden, Supervisors, James Barthel, Treasurer, Elaine
Beatty, Deputy Clerk, Larry Koshak, Engineer, William
Radzwill, Attorney, Jerome Perrault, Clerk were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the October 2, Town Board Meeting approved as
read.
Project Engineer Dave Montebello appeared before the
Board to discuss the Co. 42 rebuilding project. He presented
the Board with a copy of the Engineer's plans for the
project. Al]. but two easements have been secured for the
project with 40 ft. easements having been obtained for the
area south of the bridge. Mn Dot is working on plans for the
signal lights at the Hwy 101 - County 42 junction. He
presented the Board with a table of the Township's share of
the project's costs as follows:

Norman Freske asked if the concrete driveway aprons were
included in previous cost share figures. Mr. Montebello said
it was part of the curbing project. The interesection of Co.
42 and Co. 39 will be constructed first and Mr. Montebello
said it will be necessary to close Co. 39 for about 2 weeks
during this construction. Proposed detour plans are to
detour North Bound traffic thru the service road by Tom Thum
and South bound thru the Township's River Road.
Larry Koshak advised the Board that the 6" concrete
driveway aprons could be assessed separately.

culvert thru the dike by Ebners for drainage purposes and the
Township share of this would be about $1000.00
Mr. Montebello said that items for the Board to consider
before meeting with the County again are the cost sharing
items and the use of Township roads for detours.
Other items to consider are sidewalk maintenance and
signal light maintenance responsibilities.
Kathy Lewis asked permission for the 4-H Club to use the
Town Hall on October 27 from 7:00 PM to 9:00 PM for a
Halloween party.
Motion by Norman Freske to grant the 4-H Club permission
to use the Town Hall for a Halloween party. Seconded by
Floyd Roden, all Board Members voted in favor of the motion.
Glen Benson reported that in regard to re -cycling,
Wright Co. feels Otsego Township should be paying all costs
instead of having a non-profit organization, the 4-H Club
handling the re -cycling. The County also thinks the Township
should have their own semi -trailer. A used semi -trailer
could be purchased for about $500.00 Mr. Benson said the 4-H
Club is interested in continuing their re -cycling work.
Kathy Lewis said that ADS will distribute flyers promoting
re -cycling for a cost of $38.00 per 1000.
Motion by Floyd Roden to distribute re -cycling flyers to
all Township residents. Seconded by Douglas Lindenfelser,
all Board Members voted in favor of the motion.
Motion by Floyd Roden to check into the purchase of a
semi -trailer. Seconded by Douglas Lindenfelser, all Board
Members voted in favor of the motion.
Kevin Mealhouse, who lives in Albertville, is currently
a Building Inspector for the City of Hopkins and will be
starting his own business in January. He said he would be
interested in working for Otsego Township. The Board advised
him they have hired a Planner will be hiring a Building
Inspector in the future when the Planner has completed his
work and the Township adopts its own Planning and Zoning
Ordinance. They advised him they will keep his resume on
file and be interested in considering his application.
Del Urke appeared before the Board to say that his
Construction Co. will be putting in driveways for Dr.
Gilgenbach's Vet Clinic. He is requesting 2 driveways off
the Service Road on the South side of the lot. The Board
advised him they will do a site inspection of the project
tomorrow and make a decision on the driveways at the October
30 Town Board Meeting.
James Peterson appeared before the Board regarding the
$26,000 Storm Drain Assessment on James Addition. He said
he would like to pay the Assessments on the lots as the lots
are sold and pay interest to the Township on a monthly basis.

Roll with the County Auditor as once the Assessment Roll is
filed interest will be charged on an Annual basis until the
assessment is paid. Once the Assessment Roll is adopted by
the Town Board he has 30 days to pay the Assessment before
the interest charges start. Mr. Radzwill advised him the
County Auditor will not accept any more Assessment Roll
certifications this year so he will have until January 1
before any interest charges will start. The Township will
need to re -certify the Assessment on a per lot basis as the
Assessment is now on the whole development as one parcel.
Motion by Floyd Roden to file the Assessment Roll for
James Addition on the basis of $591.00 per lot. Seconded by
Douglas Lindenfelser, all Board Members voted in favor of the
motion.
Larry Koshak reported that tests on James Addition
streets fell below specifications.
John Anderson appeared before the Board regarding
designs for the new Cemetery gate. The Board approved the
oak leaf design for the gate with a 13 ft. 6 inch clearance
for the arch over the gate.
Motion by Floyd Roden to approve the use of Metal
Culverts in Mississippi Parkwood instaed of concrete.
Seconded by Douglas Lindenfelser, all Board Members voted in
favor of the motion.
Larry Koshak informed the Board that farm land can not
be included in the DNR Grant application for the Vasseur 4th
Addition Storm Drain. Revised plans would call for a stub
off the main line that the farmers can hook up to.
Motion by Douglas Lindenfelser to approve the revised
plans for the Storm Drain in Vasseurs 4th Addition. Seconded
by Floyd Roden, all Board Members voted in favor of the
motion.
Farmland drainage will be included in the project but
not in the Grant Application.
Tom Constant has requested permission to test the water
discharged from the Storm Drain in his easement area. The
Town Board approved his request.
Motion by Floyd Roden to charge an annual interest rate
of 10% on special assessments and bills due the Township.
Seconded by Norman Freske, all Board Members voted in favor
of the motion.
The Board discussed striping Township blacktopped thru
streets with yellow and white lines. The Monticello Township
maintenance man has volunteered to assist Dave Chase in
marking no passing zones.
Motion by Norman Freske to grant Dave Chase permission
to do a feasibility study of striping Township streets.
Seconded by Floyd Roden, all Board Members voted in favor of
