TOWN OF OTSEGO of November at 8:00 PM.
Norman Freske, Chairman,
Douglas Lindenfelser and
Floyd Roden, Supervisors, James Barthel, Treasurer, Elaine
Beatty, Deputy Clerk, Judy Hudson, Secretary, Jerome
Perrault, Clerk, Larry Koshak, Engineer, and William
Radzwill, Attorney, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the October 30, 1989, Town Board Meeting were
approved as read.
John Darkenwald and George Yankoupe appeared before the
Board in regard to the driveway entrance to Mississippi
Parkwood. They are proposing to have in and out lanes with a
center island. The center island will have a structure with
the name of the development on it. Engineer Larry Koshak
said center islands are a controversial item as far as street
maintenance is concerned. One possibility would be to return
the easement for the center island to the developer.
John Darkenwald said another issue to be considered is
street lighting in Mississippi Parkwood. He thought a street
light at the entrance by Co Rd 39 would be very important and
6 more at the intersections within the Development would be
the miminum, 8 would be better. The Board replied that at
the present time there are not street lights in any of the
Developments with the Township and the only lighting is
security lights on individual lots. The Board requested Mr.
Darkenwald to provide information as to installation costs
and monthly billing costs to the Town Board for their
consideration.
John Clasen appeared in regard to obtaining permission
to rebuild a burned out mobile home which he would be parking
on his lot while rebuilding it. His plans are to move it to
his Aitkin Co. lakeshore lot or else sell it as a home. The
Insurance Co. will pay him $2,000.00 to remove it from its
present location and a mover will charge him $1,200.00 to
move it 300 ft. onto his lot.
The County Building Inspector has said that Mr. Clasen
would need a building permit to place the mobile home on his
property, also he is not licensed as a mobile home dealer or
manufacturer and his property is not zoned for rehabilitation
of mobile homes. Another problem is the large amount of
debris and scrap lumber on Mr. Clasen's property at the
present time. Mr. Clasen said he would remove a lot of this
material before moving the mobile home onto his lot. The
Town Board expressed concern that the mobile home would be
there longer than next spring.
Motion by Floyd Roden that Mr. Clasen procure a letter
from Aitkin COunty acknowledging that they will permit him to
move the mobile home into Aitkin County and any conditions
they would require. Seconded by Doug Lindenfelser, all Board
Member voted in favor of the motion.

Motion by Floyd Roden to grant Mr. Clasen permission to
rebuild the mobile home with a completion date of May 1,
1990,contingent upon receipt of the permit letter from Aitkin
CO. Seconded by Norman Freske, all Board Members voted in
favor of the motion.
Loren Kohmen, of Metro West Inspection Servies, appeared
before the Board and submitted a proposal to do building
inspections work for Otsego. He works full time as a
building inspector and one of the communities he is currently
providing service to is the City of Albertville. The Board
advised him they will keep his proposal on file and contact
him after Planner Dave Licht has completed his work.
In regard to the Vasseur 4th Addition Storm Drain
Project, Larry Koshak advised the Board that if they cannot
go ahead with the project this fall it would be best to
reject the bids at this time on the basis that the DNR Grant
was not received.
Motion by Floyd Roden to reject all bids on the Vasseurs
4th Addition Storm Drain Project because of failure to obtain
the DNR Grant. Seconded by Norman Freske, all Board Embers
voted in favor of the motion.
Ing Roskaft appeared to say he would like to have a
magnetic sign for his car or pickup while doing census work
so that residents would be aware he is on official Township
business. The Board authorized Elaine Beatty to order signs
for him.
In regard to vacating River Road, Larry Koshak thought
the Township should first develop a grid for future roads.
He and Dave Licht would need to work together on this to
determine where future streets will be needed and which areas
will be considered residential.
The Board set Monday, December 4, at 1:00 PM as the date
for a Workship to consider future road needs and River Road
vacation. Planner Dave Licht, Larry Koshak and Bill Radzwill
will be asked to attend.
Larry Koshak also presented the Board with a revised
feasibility study for Packard Avenue from 70th St. to 60th
St. in the revised study, he also prepared cost figures for a
9 ton road with a 24 ft. wide bituminous top with a 3" mat
and 8" gravel base. THe estimated project cost for a 7 ton
road with a 22 ft. wide mat is $129,750, a 7 ton road with a
24 ft. mat would be $148,250, and a 9 ton road with a 24 ft.
mat would be $176,875. Mr. Koshak suggested that the Board
should consider the 9 ton, 24 ft. mat design because as more
development occurs in the area Packard Ave. will become a
thru street.
Attorney Bill Radzwill advised the Board that the
Township should consider adopting an MSA road standard as a
fmr a11 future road construction in the Township.

Motion by Floyd Roden to have Engineer Larry Koshak
prepare a revised road standard for Otsego Township.
Seconded by Douglas Lindenfelser, all Board Members voted in
favor of the motion.
Motion by Norman Freske to adopt the following attached
Resolution pertaining to anticipated General. Obligation Bonds
of 1990. Seconded by Floyd Roden, all Board Members voted in
favor of the motion.
Motion by Norman Freske to pay Ingolf Roskaft and Nancy
Duerr each $5.00 per hour and $.24 per mile mileage when
using their own vehicle while doing census work for the
Township. Seconded by Floyd Roden, all Board Members voted
in favor of the motion.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 701 to 751 inclusive.
On motion the meeting adjourned.

RESOLUTION LEVYING FUNDS FOR
ANTICIPATED GENERAL OBLIGATION BONDS OF 1990
WHEREAS, that the Town Board of the Town of Otsego held
an Improvement Hearing on June 9, 1989 at 7:00 p.m. and on
August 21, 1989 at 7:00 p.m. for a project known as 85th &
Needham, which is an improvement project under M. S. 429.,
and
WHEREAS, that the proposed engineering estimate at this
time for the proposed project is $85,000.00., and
WHEREAS, that the Town Board ordered plans and
specifications for the making of said improvement on 2nd day
of October, 1989., and
WHEREAS, that the Town Board anticipates it will sell
its General Obligation Improvement Bond of 1990 in the amount
of $85,000.00 and establish a debt service fund for the
payment of said bonds. That the bonds will payable from an
ad valorem tax levy, special assessment, and or grant., and
WHEREAS, that the Town Board will assess the benefitted
property owners and or apply for a grant in the amount of
$55,000.00 for said project., and
WHEREAS, that Town Board of the Town of Otsego has at
this time expended approximately $30,000.00 out of its
General Fund as an advance to be levied in 1990 for the
making of said improvement., and
WHEREAS, that Town Board has determined that it is in
the best interest of the Town to dedicate $30,000.00 of the
1990 ad valorem tax for payment of said project.
NOW THEREFORE BE IT RESOLVED, that the Town Board
hereby specifically dedicates $30,000.00 for the making of
said improvement and paying for said anticipated General
Obligation Improvement Bonds of 1990 out of the Road and
Bridge Fund as set at the Annual Meeting on September 18,
1989 at 7:30 p.m. by the electors of the Town of Otsego.
Said levy was and is established in 1989 and payable in 1990
against all of the property taxable in the Town of Otsego
pursuant to the tax capacity as of January 1, 1989.
