COUNTY OF WRIGHT met this 4th day of December, 1989
TOWN OF OTSEGO at 8:00 P.M. Norman Freske, Chair-
man, Floyd Roden and Douglas
Lindenfelser, Supervisors, James Barthel Treasurer, Judy
Hudson, Secretary, Jerome Perrault, Clerk, and Larry Koshak,
Engineer, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the November 20, 1989, Town Board Meeting
were approved as read.
John Darkenwald and George Yankoupe appeared before the
Board in regard to the Mississippi Parkwood entrance sign and
street lighting.
Chairman Norman Freske explained that the Town Board
would prefer that the entrance sign not be on the center
island because of liability and maintenance considerations.
John Darkenwald and George Yankoupe were in agreement with
the Board's decision.
In regard to street lighting, Elk River Municipal
Utilities has recommended one at the entrance to the
Development and 7 more at the intersections within the
Development. The Developers agreed to pay for the
installation. As to the monthly billing, the Developers
agreed to pay the billing until which time the lots are sold
and then the billing would automatically go to the lot owners
on a pro -rated basis (the billing divided equally among the
49 lot owners.) The Developers will approach Wright County
regarding the monthly billing on the entrance light as it
illuminates the junction of County #39 and County #37, as
well. Wood poles with an attached arm bracket will be used
for the street lights.
Motion by Norman Freske to request the Darkenwald Family
Partnership to install a 400 watt entrance light and 7 - 100
watt street lights within Mississippi Parkwood at the
following locations:
The junctions of O'Dell Avenue and 92ND Street, Ohland
Avenue and 92ND Street, Odean Avenue and 93RD Street, Ohland
Avenue and 93RD Street. Ohland Avenue and 94TH Street and
two on 97TH Street at the NE and NW corners of the
Development.
Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the motion.
In regard to the 1990 Census, Ing Roskaft and Nancy
Duerr are in the process of doing house counts in the
Township. The Census Bureau will be mailing out forms to all
residents in the Township that are to be filled out and
returned. This information will then be returned to the
Township.
Motion by Norman Freske to grant U.S. West
Communications a Permit to place buried cable under O'Dell
Avenue at 7800 O'Dell Avenue to 7792 O'Dell Avenue on
condition that the cable be bored under O'Dell Avenue, not
excavated. Seconded by Doug Lindenfelser, all Board Members

voted in favor of the motion.
Engineer Larry Koshak suggested that the Township should
develop a plan either by Resolution or Ordinance to specify
where telephone or electric cable and gas lines can be placed
in relation to the streets.
Motion by Doug Lindenfelser to charge $15.00 for
Assessment Searches effective immediately. Seconded by
Norman Freske, all Board Members voted in favor of the
motion.
Both of the regularily scheduled Town Board Meeting
dates in January, 1990 fall on legal holidays.
Motion by Douglas Lindenfelser to postpone the first
meeting in January until Monday, January 8, and the second
meeting until Monday, January 22nd. Seconded by Floyd Roden,
All Board Members voted in favor of the motion.
Proceeding as a Board of Audit, the Town Board Audited
and allowed Verified Accounts Nos. 752 to 788 inclusive.
On motion the meeting adjourned.
