COUNTY OF WRIGHT met this 13TH day of December 1989
TOWN OF OTSEGO at 2:00 P.M. in the Wright County
Public Works Building. Doug
Lindenfelser and Floyd Roden, Supervisors, Jerome Perrault,
Clerk, Larry Koshak, Town Engineer, and Dave Montebello and
Dick Marquette, of the Wright County Highway Department were
present.
The meeting was held to discuss the vacation of River
Road by the Township and the County plans for re -building
County #42 in 1990. The Town Board has discussed the
vacation of River Road with John LeFebvre, who owns the
farmland on both sides of River Road, but would also like to
see 85TH Street extend to County #42 at the same time as
River Road is vacated. The Board has agreed to strip the
base gravel off River Road and also to save the top soil when
constructing 85TH Street and spread it on River Road. The
Board has also agreed to construct a new driveway access to
Page Avenue for LeFebvre Farm No. 2 which presently accesses
onto River Road. Dave Montebello said the Wright County
Highway Department needs to know if Otsego's plans are
definite to vacate River Road and build 85TH Street as
Northern States Power Company is waiting for final word on
this so they can make their plans for their power line along
County #42. The Board replied that is their intentions, but
would not be able to finalize this until after the Vacation
Hearing is held for River Road and an easement is signed for
extending 85TH Street to County #42. There is a power line
easement along 85TH Street and the power line may or may not
have to be moved. It is a Wright -Hennepin line.
Dave Montebello said that Wright County would require
right turn lanes at the junction of County #42 and 85TH
Street. They would also build 85TH Street back to the
property line at the junction when building County #42. They
are also considering asking John LeFebvre to put his driveway
access onto 85TH Street instead of County #42.
The Wright County Highway Department is requesting
Otsego Township to pay a cost share of about $45,000.00 in
the construction of County #42 and an additional $20,000.00
cost share for the signal lights at the junction of County
#42 and Highway #101. The Town Board would prefer to assess
at least part of the curb and gutter portion of the project
and asked Mr. Montebello if Wright County would hold the
Assessment Hearings and do the Assessing. Mr. Montebello
said the County Board's present policy is not to do any
assessing and does not get involved in Assessment Hearings.
The Town Board asked if the Wright County Highway Department
would assist with the Assessment Hearing as they have all the
information and cost figures at their disposal already. Mr.
Montebello said the Town Board could make a request to the
County Board for this service and see what their reaction
would be. Dave Montebello also informed the Town Board that
it is the County Board's policy to require the Township to
pay the electric bill for the signal lights at the junction

of County #42 and Highway #101. The Town Board asked what
the County Board's policy was concerning paying the electric
bill for street lights on County Roads within the Township.
Mr. Montebello said the County Board's policy is to require
the Township to pay for those as well.
