12-18-1989 Town Board MinutesSTATE OF MN The Town Board of the Town COUNTY OF WRIGHT of Otsego met this 18 day TOWN OF OTSEGO of December, 1989, at 8:00 PM. Norman Freske, Chairman, Douglas Lindenfelser and Floyd Roden, Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Jerome Perrault, Clerk, Larry Koshak, Engineer, and William Radzwill, Attorney were present. The meeting was called to order by Chairman Norman Freske. Minutes of the December 4, 1989, Town Board Meeting were approved as read. John Darkenwald, Gil Darkenwald, and George Yankoupe appeared before the Board regarding the proposed development of the area near the Co. 42 and Highway 101 interesection. The four corners have been zoned commercial. The area West of Hwy 101 and South of Co. 42 has been planned for a Mobile Home Park with 152 homes. The Otsego Planning Commission has suggested that a strip South of Co. 42 between Quaday Ave. and Hwy 101 be commerical. John Darkenwald said the present Mobile Home Park on the East side of Hwy 101 was builth in 1972. The Sewer System put in at that time was designed to accomodate 400 units and is large enough to handle the Mobile Home Park being planned on the West side of Hwy 101 as well. Gil Darkenwald said he considers the present Mobile Home Park an asset to the Community and the residents of the 199 homes in the Park help support the business places in the area. He also said the Park provides low cost housing to the families living there and it is essential to have low cost housing available to people when considering the high cost of building homes today. The Board replied that they feel they need more time to evaluate the growth of the Township and would prefer to wait until Planner Dave Licht has completed his Comprehensive Plan for the Township before deciding what type of development is best for that area. Norman Freske expressed concern that the Sewage Plant might not be capable of handling the expanded Park system and this capability would need to be verified. John Darkenwald explained that the Sewage Plant was designed for 3 times its present usage. Bruce Rask commented that he thought conventional homes would increase the tax base of the Township a lot more than Mobile Homes and this was important considering the increased enrollment more housing will cause in the school district. John Darkenwald said they will need to know by May 1 what kind of development they will be putting in so they can plan for the Sewer lines that will be going under Co. 42 before it is rebuilt in 1990. Motion by Douglas Lindenfelser to table action on the Darkenwald Mobile Home Park until Planner Dave Licht has completed the Comprehensive Plan for the Township. Motion STATE OF MN COUNTY OF WRIGHT TOWN OF OTSEGO The Town Board Meeting of December 18, 1989, 8:00 PM seconded by Norman Freske, all Board Members voted in favor of the motion. Regarding the street li.ghts in Mississippi Parkwood, Judy Hudson said the charge per month for a 150 watt street light is $6.75 but the Elk River Municipal Utilities does not want to bill the lot owners individually, for the street lights. George Yankoupe said he has suggested to the Utilities that it be billed on an annual basis. More study will be needed before the billing issue is resolved. Ing Roskaft reported that he and Nancy Duerr have completed the Township Housing Unit count for the 1990 Census. They have determined that there was 1609 housing units in the Township and this information will be forwarded to the Census Bureau. Shawn Byrne, an Account Executive for the Minnesota Public Employees Insurance Plan, appeared before the Board to discuss the Insurance plan they have available for Township employees. The Minnesota Public Employees Insurance Plan was created about 2 years ago and is not a part of the Public Employees Retirement Assn. Sign up is for a minimum of three years. Coverage under the Medical Policy is better if the member goes to a Preferred Provider and the member must notify the Company if he or she is to enter a Hospital. If entrance to the Hospital was an emergency, the Company should be notified within 48 hours after entrance. Prescriptions are under a $7.50 co -pay plan. The rates for the Insurance Plan are as follows: Medical - Employee $107.88 monthly Dependent - $174.58 monthly Dental - Employee - $ 5.37 monthly (Pays up to $200.00 per year) Life Insurance - .16 per $1,000 of coverage per month The Board requested a list of PPO Providers in this area for their consideration when evaluating the Insurance Plan. Regarding River Road vacation and building 85th St. to Co. 42, the 85th St. assessment for John Lefebvre can be deferred under Green Acres. A contractural agreement could be made between the Township and John Lefebvre not to charge accumulative interest on the assessment while under Green Acres. Motion by Norman Freske to hold a public Hearing to vacate River Road between Page Avenue and Co. 42 at 7:30 PM on January 8 1990. Seconded by Douglas Lindenfelser, all Board members voted in favor of the motion.
