COUNTY OF WRIGHT of Otsego held a Road
TOWN OF OTSEGO Vacation Hearing this 22
day of January, 1990, at
7:30 PM. Norman Freske,
Chairman, Douglas Lindenfelser and Floyd Roden, Supervisors,
Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Jerome
Perrault, Clerk, Larry Koshak, Engineer and William Radzwill,
Attorney, were present.
The Hearing was called to order by Chairman Norman
Freske. He stated the road that is proposed to be vacated is
River Road between Page Ave. and CO. 42. William Radzwill
stated it can by serving notice to land owners vacate
certain roads. He said that by vacating River Road, the
Township will not be denying access to anyone.
Engineer Larry Koshak said the plans are to vacate River
Road from Page Ave. to CO. •42 and in its place 85th Street
will be extended to Co. 42. The land will be returned to the
land owners with the exception of power line and gas line
easements.
Fabian Sadowski asked if the property owners (the
Lefebvre Family) had requested that the road be vacated. The
Town Board said that they were in favor of the vacation.
Harlan Rask asked what was to be gained by vacating
River Road. Larry Koshak said by vacating River Road and
extending 85th St. to CO. 42, it would improve East-West
traffic flow for future needs. He said 85th St. would be
considered a Collector Street and the Township is pursuing
obtaining MSA funding for streets designated as Collector
Streets.
The NSP representative said that their power line is in
the Road Right -of -Way and they do not have an easement from
the land owner. As near as he can determine, the power line
has been in existence along River Road at least since 1932.
The Minnegasco Gas Line is also in the road right -of -Way.
Bruce Rask asked why they would vacate the road if there
are Utilities easements along the road. Larry Koshak replied
it would be better to vacate the road entirely and let the
Utilities work out an agreement with the land owner.
Cindy Oswald said that she lives on a lot in Barthel
Acres next to Page Ave. and River Road and asked what would
happen to that little corner of land in the area to be
vacated. Larry Koshak said that according to the map it
would be part of Outlot A which is owned by Barthel Realty or
Homes.
In order to resolve any problems such as Utility
easements, the Board decided it would be advisable to
continue the Hearing at a later date.

Motion by Floyd Roden to continue the Hearing on February 5,
1990, at 7:00 PM. Seconded by Douglas Lindenfelser, all
Board Members voted in favor of the motion.
