03-05-1990 Town Board MinutesSTATE OF MN The Town Board of the Town COUNTY OF WRIGHT of Otsego met this 5 day TOWN OF OTSEGO of March, 1990, at 8:00 PM Norman Freske, Chairman, Floyd Roden and Douglas Lindenfelser, Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, and Jerome Perrault, Clerk, were present. The meeting was called to order by Chairman Norman Freske. Minutes of the Feb. 26, 1990, Town Board Meeting were approved. Dennis McAlpine reported on the condition of the Township well. He said he thinks it is pumping slow and starting up often because the pressure tank is water logged. He suggested putting in a new pressure tank with a bladder type control (type 203) so that it won't water log. Motion by Douglas Lindenfelser to hire Dennis McAlpine (Mac's Well and Pump Service) to install a new type 203 pressure tank. Seconded by Norman Freske, all Board Members voted in favor of the motion. Gregory Knoll appeared before the Board in regard to his application for a Conditional Use Permit for a Home Extended Business. He has one employee to answer phones for his business of Richfield Fire Sales and has two East Tonka Sanitation Trucks that are parked in a 24'X 36" garage on his property, a 20 acre parcel at 8100 O'Dean Ave. His lot is used only as a parking place for the trucks. Motion by Douglas Lindenfelser to approve the application of Gregory Knoll for a Conditional Use Permit for his Home Extended Business of Richfield Fire Sales and a parking garage for his East Tonka Sanitation Trucks. Seconded by Norman Freske, all Board Members voted in favor of the motion. John Simola appeared in regard to the Junk Amnesty Cleanup Day which Monticello has each year. On that day they take old batteries, used oil, small household appliances, scrap iron, newspaper, scrap aluminum and tin, at no charge to the people bringing in the items. They arrange to have a sanitation truck on hand, another truck and person on hand who will take the scrap iron and another person who takes the small household appliances. They do not accept hazardous waste as Wright CO. will probably have a special day to accept that. Mr Simola volunteered his help to set up plans and assist Otsego if they wish to have a Junk Amnesty Cleanup Day. Steve Glatzel, who lives at 16200 62nd St., appeared before the Board in regard to his concern about the Highway 101 corridor becoming a Commercial Area. He presented the Board with a petition signed by his nighbors requesting that the area they live in remain residential. Kevin Osowski, of 15703 NE 93rd Circle, appeared before the Board to submit an application for employment as a Township Maintenance worker. The Board will keep his application on file. Judy Hudson and Elaine Beatty reported that the DNR was not receptive to the idea of the Township giving away the 500 seedling trees as a incentive to re -cycle. The Town Board approved the purchase of the 500 trees from the DNR at the Feb. 26 Town Board Meeting. Judy reported that she had contacted the Wright Co. Soil Conservation Service and they have trees available at .60 per tree and are larger trees with more varities than those available from the DNR. The trees are available in groups of 25. Motion by Floyd Roden to purchase 50 Ash, 50 Silver Maples, and 100 Colorado Blue Spruce trees from the Wright CO. Soil Consrvation Service. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. Motion by Norman Freske to refund John Breiwick $251.36 because of overpayment of a street assessment at 7984 O'Day Ave (PID 214-037-002010). Seconded by Douglas Lindenfelser, all Board Membrs voted in favor of the motion. Robert Rogers has requested removal of the Storm Drain Assessment of $1,350.00 on a 1/2 lot he owns, 1/2 of Lot 11, Block 2, Vasseurs 2nd Addition. He is requesting removal of the assessment because it is a 1/2 lot and not a buildable lot. Motion by Floyd Roden to do a site inspection and discuss the matter with Attorney Bill Radzwill before making a decision on Mr. Roger's request for removal of the assessment. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. Motion by Norman Freske to table the request of A.T.& T. Fiber Optics for a permit to place buried cable in Otsego Township until the March 26 Town Board Meeting. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. Complaints were received about junk cars and other junk on the lots of Tom Guimont of 8216 Needham Ave., and Thomas Smith of 7888 O'Day Ave. The Town Board will do site inspections of the lots before deciding whether to send them notices to clean up their lot. Motion by Norman Freske to revise the 1990 wage contracts of the Clerk and Treasurer to read $10.00 per hour for extra meetings attended. Seconded by Floyd Roden, all Board Members voted in favor of the motion. Mike Reischl appeared before the Board to put in his estimate for putting a cement floor in the garage addition. Labor $5,292.00 Material 6 inch floor with wire mesh 3,198.74 or 6 inch floor with fiber mesh3,306.84 Labor and material costs include a 10'X60' outside approach apron. Proceeding as a board of audit the Town Board audited and allowed verified accounts Nos. 145 to 179 inclusive. On motion the meeting adjourned. man F.
