COUNTY OF WRIGHT Meeting was held this
TOWN OF OTSEGO 28th day of March, 1990,
at 1:00 PM at the home of
John Lefebvre. Norman Freske Chairman, Floyd Roderi and
Douglas Lindenfelser, Supervisors, Jerome Perrault, Clerk,
Larry Koshak, Engineer, Bill Radzwill, Attorney, John Gene
and Leon Lefebvre and Mr. and Mrs. Jerome Zachman were
present.
The meeting was held to discuss the vacation of River
Road and the construction of 85th Street from Page Ave. to
CO. 42, both of which cross the Lefebvre farms. Engineer
Larry Koshak explained the procedures that will be followed.
River Road will be vacated, the top removed and utilized in
the construction of 85th St., and the old River Road road bed
restored so that it can be farmed. Mr. Koshak said that he
had prepared a Feasibility Study on the proposed construction
of 85th St., and determined that the total estimated cost of
the project to be $131,375. He is proposing that the Township
pay $33,250 of the project cost and remaining $98,125 be
assessed to the Lefebvre property, $24,531 to each of the
four 40 acre parcels. Assessments can be deferred on the
property under Green Acres as long as it remains farm land.
The Public Hearing on the 85th St. Construction Project could
be waived as all the property involved is owned by one
family. The Township would be obligated to pay for any crop
damage during the construction of 85th St. The Lefebrve
family said they had signed an easement agreement with NSP
allowing them to keep their power line in place along River
Road but have not been approached by Minnegasco concerning an
easement for their gas line along River Road. The Township
will also build a new driveway for Lefebrve Farm No. 2 to
Page Ave. as part of the project. The Lefebrve Family will
consider the Township proposal and another meeting will be
scheduled in the future to further discuss it.
