COUNTY OF WRIGHT of the Town of Otsego was held this
TOWN OF OTSEGO 3 day of May, 1990 at 1:00 PM.
Norman Freske, Chairman,
Douglas Lindenfelser and Floyd Roden, Supervisors, Elaine
Beatty, Deputy Clerk, Jerome Perrault, Clerk, Larry Koshak,
Engineer, Bill Radzwill, Attorney, and Dave Licht, Planner,
were present.
The meeting was called to order by Chairman Norman
Freske.
The meeting was held to discuss future Sewer and. Water
needs of the Township. Larry Koshak suggested designating an
area of the Township where the need could arise and do a
Sewer Study of that ara. A site will need to be designated
for a Sewage Plant or an agreement made with the City of Elk
River to use their facility. Also we should urge the
residents of the Township to take as good as care as possible
of their existing septic systems to make them last as long as
possible. Larry Koshak also suggested having an aerial
service do a contour map of the area which would be
considered as in future need of sewer service. This contour
map culd be used for storm drain planning. He said that
MN Dot may have flown the Hwy 101 area and could possible
have aerial controur maps available. He said he would check
into it.
Dave Licht said the Township could do nothing and wait
for pollution problems to arise and in the meantime raise
minimum lot sizes to 5 to 10 acres. However there is a crisis
coming with all the development that is already here. He.
suggested developing a plan of what will ultimately be needed
in the future and then staging construction of water and
sewer lines as needed with the final goal in mind.
Larry Koshak sugguested that the Township should pursue
having a Joint Sanitary District with the City of Elk River.
He also suggested having annual inspections of existing
septic systems and requiring annual pumping.
Motion by Norman Freske to authorize Engineer Larry
Koshak to proceed with a study of the estimated costs of
contour mapping, a study of Sanitary- Sewer System, and a
study of a Storm Drain System. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the motion.
On motion the meeting adjourned.
