TOWN OF OTSEGO of July, 1990 at 8 PM.
Norman Freske, Chairman,
Douglas Lindenfelser and
Floyd Roden, Supervisors, Elaine Beatty, Deputy Clerk, Judy
Hudson, Secretary, James Barthel, Treasurer, Jerome Perrault,
Clerk, Dave Licht, Planner. Larry Koshak, Engineer, and Bill
Radzwill, Attorney, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the June 25, 1990 Town Board Meeting were
approved as read.
Concerning the Body Shop, Mr. Hudulla wishes to build in
Mississippi Shores 6th Addition, Elaine Beatty reported that
County Zoning Administrator Tom Salkowski has said that a
Body Shop does not belong in a Commercial Area like
Mississippi Shores 6th Addition but rather in an Industrial
Area. Dave Licht agreed that the Township needs to designate
an area for Industrial use. The Board emphasized to Mr.
Hudulla that the Township would like having their business in
Otsego.
Motion by Douglas Lindenfelser to deny the request of
Gordon Hudulla to build a Body Shop on Lot 3 of Mississippi
Shores 6th Addition because of improper Zoning and to
reconsider his request after the Township has completed it's
Comprehensive Plan and has a designated Industrial area.
Seconded by Norman Freske, all Board Members voted in favor
of the motion.
Regarding the water problem in Vasseurs 4th Addition,
Bill Radzwill said that Senator Betty Adkins is attempting to
get some funding from the DNR to help with the flooding. The
residents of the area have talked to Ford Slaughter and he is
willing to let the water drain thru his ditch but is not
willing to grant the Township an easement to clean out
the ditch. Larry Koshak said he did not think the ditch would
drain well enough without being cleaned. One resident asked
why the water couldn't be drained to the West in the 85th St
ditch. Larry Koshak said it would require too deep of a cut
thru the hill. The Board suggested the residents talk to
Senator Adkins, Representative Bob McEachern and the County
Board regarding assistance with the flooding. Peter Synder
appeared before the Board regarding Dog Control and the Dog
Ordinance. He said the Ordianance is not effective enough
and thinks that violations should stay against the dog for
life and not be lapsed after one year. He has called the Dog
Catcher but was told he could not pick up this dog if it was
on it's owner's property. This dog has been killing his
chickens and bothering his cattle. The Board advised him
they will review the Dog Ordinance. Dave Licht suggeted
reviewing the St. Louis Park Dog Ordinance as a guideline.
Kathy Lewis appeared before the Board regarding re-
cycling. The Board has met with the local Sanitation Haulers
regarding curb side pick up. The haulers indicated they

preferred the one basket style for curb -side pickup instead
of the 3 basket style.
Motion by Douglas Lindenfelser to appoint Kathy Lewis to
the Otsego Planning Commission to fill the unexpired term of
Glenn Benson who has resigned. Seconded by Floyd Roden, all
Board Members voted in favor of the motion.
Dave Licht said in regard to Town Hall Planning, the
Town Board should withdraw their variance request before the
Board of Adjustment at this time with the understanding that
it could be re -submitted. He said the Board also needs to
prepare a Building and Site Plan to present to the DNR
because the Town Hall site is in the Wild and Scenic River
Area and the Board also needs to look at alternative sites as
requested at the re -convened Annual Town Meeting.
Motion bu Norman Freske to request a dismissal without
prejudice of the variance request before the Board of
Adjustment on July 13, 1990. Seconded by Doug Lindenfelser,
all Board Members voted in favor of the motion.
A meeting of the Town Hall Building Committee was
tentatively scheduled for July 9 at 2:00 PM.
Dave Licht also suggested getting a representative
from the immediate area around the Town Hall site to serve on
the Town Hall Building Committee.
Motion by Floyd Roden tO attempt to get a member from
the immediate area surrounding the Town Hall Site on the Town
Hall Building Committee. Seconded by Doug Lindenfelser, all
Board Members voted in favor of the motion.
Dave Licht suggested that the Board proceed with plans
to designate an area for industrial use.
MotioLn by Floyd Roden to advertise for bids to gravel
Nashua Ave., 77th St and McAllister Ave (from Co. 39 to Co.
37). Seconded by Doug Lindenfelser, all Board Members voted
in favor of the motin.
The State Highway Dept. has requested the Township to
use dust control measures on 70th Street between Co. 19 and
Kadler Ave. because of the heavy traffic caused by the
construction activity for the Cold Region Test Facility.
Motin by Norman Freske to apply Choride for Dust Control
on 70th St. from Co. 19 to Kadler Ave. Seconded by Floyd
Roden, all Board Members voted in favor of the motion.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 442 to 479 inclusive.
