TOWN OF OTSEGO Avenue to Co. 42 was continued this
31 day of July, 1990 at 2:00 PM.
Norman Freske, Chairman, Douglas Lindenfelser and Floyd
Roden, Supervisors, Elaine Beatty, Deputy Clerk, Jerome
Perrault, Clerk, Larry Koshak, Engineer, and Bill Radzwill,
Attorney, were present.
The Hearing was called to order by acting Chairman
Douglas Lindenfelser.
Engineer Larry Koshak explained the revised feasibility
study he had completed for 85th St. The cost of construction
the driveway for Lefebvre Farm No. 2 has been removed and the
total estimated cost has been reduced to $123,750. If
Wright -Hennepin Electric moves their poles at no cost, the
cost would be further reduced by an estimated $4,000.00. The
top will be removed from River Road during the construction
of 85th St. and black dirt placed on River Road up to 6
inches if available. The assessment on each of the four
parcels involved will be $15,467.00 and the 87th St. part of
the project will be eliminated. The Township will require an
80 ft. easement for 85th St. plus an additional slope
easement where there is a cut thru a hill. Wright -Hennepin
Electric will require additional easement for their power
line.
Rollie Christian asked if River Road would be stripped
this fall. Larry Koshak replied that if everything goes as
planned 85th St. will be constructed this fall and probably
blacktopped next year.
In the assessment agreement the interest on the 2
parcels owned by John Lefebvre will be deferred for 2 years
from the time the Assessment Roll is adopted. The Town Board
set the interest rate on the assessments at 9%.
Rollie Christian asked for some assurance that the 40
acres South of 85th St. will be rezoned to R-1. Bill
Radzwill said that all four parcels involved are now zoned Ag
and the Town Board can not assure the re -zoning as the County
Board has the final say on re -zoning.
Steve Scharber asked if NSP had been approached
regarding moving the power line along River Road. Bill
Radzwil replied that they had gotten an easement from the
Lefebvre Family to leave the power line there and would
probably not consider moving it, The Town Board said they
could ask NSP, perhaps they would consider using the same
poles as Wright -Hennepin along 85th St.
Rollie Christian asked if it was necessary for the
Developer to sign the "Agreement to Be Assessed." Bill
Radzwill replied that he will be involved in the project and
he should sign as well.
Motion by Douglas Lindenfelser to approve the "Agreement
to Be Assessed" contingent that all parties involved sign
the agreement. Seconded by Floyd Roden, all Board Members
