COUNTY OF WRIGHT met this 6 day of August, 1990, at
TOWN OF OTSEGO 8:00 PM. Norman Freske, Chairman,
Douglas Lindenfelser and Floyd
Roden, Supervisors, James Barthel,
Treasurer, Elaine Beatty, Deputy Clerk, Judy Hudson,
Secretary, Jerome Perrault, Clerk, Larry Koshak, Engineer,
and Bill Radzwill, Attorney, were present.
The meeting was called to order by Chairman, Norman
Freske.
Minutes of the July 16, 1990 Town Board Meeting were
approved as read.
Myron Morris introduced himself as a candidate for
Sheriff of Wright Co.
Dan Poirier introduced himself as a candidate for Wright
Co. Commissioner in the district.
Rollie Christian appeared in regard to the platting of
the Lefebvre property. He understands that there will not be
any action on plat approval until Otsego becomes a City
and/or takes over their own Planning and Zoning. He asked if
the Planner could give Mr. Scharber any indication of what
his plans are so that he could at least start making
developement plans. The Board replied they were not in a
position to do this until the Planner has completed his work.
He also asked if John Lefebvre would gaulify for Green Acres
if he delayed development and continued to farm Parcels 1 &
4. Bill Radzwill replied that under the terms of the
"Agreement to Be Assessed", his assessment would be deferred
for 2 years and in turn he gives up his rights to "Green
Acre" status. The "Agreement to Be Assessed" would need to
be amended to permit the "Green Acre" status.
Motion by Floyd Roden to amend the "Agreement to Be
Assessed" to grant John Lefebvre the option of applying for
"Green Acres" status after the 2 year deferment of assessment
has expired. Seconded by Douglas Lindenfelser, all Board
Members voted in favor of the motion.
Joel Coles and Kathy Mathison appeared before the Board
in regard to their application to build a 70'X30" building to
be used as a "Karate Club" giving Karate lessons to 15 to 20
students. The property they plan to be buildt on is PID 214-
°00-221202, a five acre parcel on CO. 39 across from
Mississippi Shores 6th Addition, a Commercial area.
Motion by Douglas Lindenfelser to approve a Conditional
Use Permit for Joel Coles and Kathy Mathison to construct a
70'.X.30' building on PID 214-000-221202 with a variance
permitting construction of this building within 500 ft. of
the nearest residence. Seconded by Norman Freske, all Board
Members voted in favor of the motion.
Arlyn Bajari appeared before the Board in regard to the
"Mining and Land Alternation Permit: to remove 80,000 to
120,000 cu. yds of soil from his farm, PID 214-100-274400.
Engineer Larry Koshak has suggested that Park Construction

that Larry Koshak has done a site inspection and prepared a
site restoration plan.
Motion by Douglas Lindenfelser to approve the
application of Park Construction for a "Mining and Land
Alteration Permit" to remove 80,000 to 120,000 cuyd. of
soil from PID 214-100-274400 providing it complies with the
conditions of Engineer Larry Koshak's restoration plan and a
$10,000 Performance Bond is posted to cover the Mining and
Restoration. Seconded by Floyd Roden, all Board Members
voted in favor of the motion.
Kathy Roberts appeared before the Board in regard to the
fee scheduie of the Wright County Humane Society for taking
dogs picked up by the Otsego Dog Catcher. An increase in
rate for Veterinary Services to euthunize certain dogs
necessitates the Humane Society to have to increase the rate
for dogs that have to be euthanized. For dogs that have to
be euthanized the rate wil be increased to $20.00 per dog and
the rate for dogs that are adopted will remain at $10.00 per
dog.
Lavern Noel, of 15420 NE 89th St., appeared before the
Board with a petition signed by al], the residents of Barthel
Acres requesting 15 MPH speed limits on 89th St. and Parell
Ave. in Barthel Acres, "Watch Out for Children" signs, a "No
Thru Street" sign, also to blacktop 89th St. and Parell Ave.

The Board advised her they could not put speed limit
signs for less than 30 MPH and they have already approved
30 MPH signing in residential areas and are in the process of
ordering signs and installing them. The Board approved signs
and installing them. The Board approved putting up "Watch
Out For Children" signs at the entrance of 89th St off Page
Ave. and the entrance of Parell Ave. off Co. 39 but said they
could not put up a "No Thru Street" sign because it was a
thru street. As far as blacktopping the streets, the Board
advised her that because it was a residential area the
residents would be assessed for the full cost of the
blacktopping.
Motion by Douglas Lindenfelser to request Hakanson
Anderson Assoc. Inc., to do a feasibility study on the
proposed blacktopping of 89th St. and Parell Ave. in Barthel
Acres. Seconded by Floyd Roden, all. Board Members voted in
favor of the motion.
Dennis Beaudry appeared before the Board to request a
permit to move a house onto PID 214-000-301400, a 40 acre
parcel on 77th, St. to replace on old home that will be
removed. The Building Inspector has inspected the home and
approved it.
Motion by Norman Freske to grant Dennis Beaudry a permit
to move in a house to replace the existing house on PID 214-
000-301400. Seconded by Floyd Roden, all Board Members voted
in favor of the motion.
Rick Cullen of 10400 Kadler Ave. appeared before the
Board to complain about dogs barking all day at the Riverview
Kennel across Kadler Ave. from his home. The Township Dog
Ordinance prohibits excessive barking during nightirne hours.
Motion by Douglas Lindenfelser to send a notice to
Riverview Kennels that they are creating a Public Nuisance
with excessive barking of dogs during daylight hours.
Seconded by Floyd Roden, all Board Members voted in favor of
the motion.
Residents of Vasseurs 4th Addition appeared before the
Board to ask if any progress had been made regarding the
request for the DNR to come out and check the flooding in
their area.
Norman Freske said the Board was told by the residents
that Senator Adkins said the Township should start pumping
immediately to relieve the flooding and this was not thrue,
that she never made that statement.
One resident complained that she was assessed for the
Hallo Storm Drain Project and she is still flooded. Larry
Koshak replied that if they are assessed for this project,
the Halls assessment will be rescinded and refunded.

One resident complained that Minnegasco broke tile lines
in the area when they put in gas mains. The gas mains are in
the Township road right-of-way. The Board will request
Minnegasco to come out and see if they have damaged any tile
lines.
Engineer Larry Koshak said if the Board would put in the
Storm Drain for the area and fully assess it to the
residents, all the residents would have to sign an agreement
not to protect the assessments prior to the beginning of the
project.
Bill Radzwill said that he has sent a video to the DNR
of the flooding and also a transcript of the Wright CO. Board
Minutes turning down the request of the residents for
assistance with the flooding problem.
The Town Board requested the Engineer to do a site
inspection of the area to see if any more homes could be
included in the problem area and be included in the
assessment.
Motion by Floyd Roden to request Larry Koshak to do some
elevation shots of the problem area and check for any
alternative drainage plans. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the motion.
Larry Koshak said he had talked to a representative of
MnDot regarding Park Construction running heavy equipment on
town roads other than 70th St. He said he also plans on
talking to Park Construction about this problem.
Larry Koshak also said Engineer Pete Raatikka had
inquired if the Otsego Town Board would consider entering
into a Joint Powers Agreement with Frankfort Township and the
City of Albertville regarding a drainage problem that
involves some Ostego land. The Board made no committment but
agreed to listen to their proposal.
Motion by Douglas Lindenfelser to order sufficient 30
MPH speed limit signs to put speed limits in all residential
areas. Seconded by Noramn Freske, all Board Members voted in
favor of the motion.
Gravel Hauling bids were received and opened at 11:00
AM, August 6, 1990. Dennis Fehn Gravel and Excavating, Inc.
submitted a bid of $5.10 per cu. yd. and a total bid of
$19,507.50. Buffalo Bituminous Inc. submitted a bid of $5.43
per cu. yd, and a total bid of $20,769.75.
Motion by Norman Freske to accept the bid of Dennis Fehn
Gravel & Excavating Inc. .to gravel Nashua Ave. 77th St. and
McAllister Ave. from Co. 39 to Co. 37. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to approve renewal of the
Cigarette Licenses of Tom Thumb Store Riverview Liquorette,
and Clem Darkenwald. Seconded by Norman Freske, all Board

Motion by Douglas Lindenfelser to approve the
application of U.S. West Communications to replace buried
cable along 90th St. and O'Brian Ave. Seconded byNorman
Freske, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to send a notice to John
Karnes, of 8360 Oakwood Ave. to remove the junk cars from his
lot, mow it, and repair his sewer system. Seconded by Norman
Freske, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to approve paying Donald
Leuer $150.00 for meeting with Attorneys Bill Radzwill and
Felix Manella regarding deposition in the lawsuit concerning
the Halls Storm Drain Project. Seconded by Floyd Roden, all
Board Members voted in favor of the motion.
Motion by Norman Freske to postpone the Town Board
Meeting scheduled for Monday, September 3, (Labor Day) until
Wednesday, Sept 5. Seconded by Floyd Roden, all Board
Members voted in favor of the motion.

The Board requested Elaine Beatty to check to see if
Riverview Kennel had a current Kennel license.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 509 to 570 inclusive.
