COUNTY OF WRIGHT met this 20 day of August, 1990, at
TOWN OF OTSEGO 8:00 PM. Norman Freske, Chairman,
Floyd Roden and Douglas Lindenfelser
Supervisors, Elaine Beatty, Deputy
Clerk, Judy Hudson, Secretary, Jerome Perrault, Clerk, Larry
Koshak, Engineer, and Bill Radzwill, Attorney, were present.
The meeting was called to order by Chairman Norman
Freske.
Minutes of the August 6, 1990, Town Board Meeting were
approved as read.
A group of residents from Vasseurs 3rd and 4th Add.iton
were present to discuss the floodingproblems in Vasseurs 4th
Addition. Larry Koshak said he had done some elevation shots
of the area and one house in particular would require an 8
ft. cut to drain with the current planned project. The lots
toward the South part of the area should drain toward the
South. There is a ponding area but Mr. Koshak advised
against draining anymore water into it without providing an
outlet. The DNR did some borings in the area and found 25
ft. of clay soil in the first layer and 25 ft. of sand below
that. The clay soil has a much slower absorpotion rate than
sandy soil. The DNR came out to view the area on August 7
and advised the Board that it was a local problem and they
could not guarantee any assistance. They had 1963 aerial
maps of the problem area with them and the maps indicated
there were numerous wetland spots in the area at that time.
One resident said that in the Halls Drainage Project
people away from the immediate area were included in the
assessment area because their lots drained toward the Halis
Pond Area, Larry Koshak said that was true but the lots
further away had much smaller assessments, from a range of
$3,000.00 down to $300.00
One resident asked if they could get a positive answer
as to how many homes would be included in the assessment area
for this project and how much the assessment would be for
each.
Larry Koshak said the assessments would probably be
around $5,000.00 but the problem would be to prove that the
homeowner who lives on a high spot and whose water drains
into the problem area would benefit that much from the drain
tile. Bill Radzwill said that could be a problem because in
order to assess any one you must prove the amount of benefit.
One resident commented that if sewer and water were to
be put in, in a few years all the money spent for drainage
now would be wasted. Larry Koshak said they would still be
responsible for the drainage of their own lots.
The Board advised the residents that it could be cheaper
for the residents to hire a contractor and do the job
themselves.
The residents asked for the names of all people involved
and said they would call a neighborhood meeting and discuss
it. They requested any information that Engineer Larry
Koshak Gould provide and one resident said he could get maps

from Tom Vasseur showing where the old tile lines were. The
Board advised them they would also need to know where any
buried gas lines telephone cables and electing cables were
located.
Regarding the Packard Avenue bituminous project between
60th and 70th Streets, Norman Freske asked if this project
would qualify for MSA Road Funding and Engineer Larry Koshak
replied that it would not. One resident of the area said he
was of the opinion that this project had already been
approved but the Board said this was not the case, that a
decision on the project had been postponed until Aug. 20.
The Board advised the residents that the Township share of
the project would be an estimated $135,000 and they did not
feel the Township could afford it this year.
Motion by Norman. Freske to order Hakanson Anderson a
Associates, Inc. to prepare plans and specifications for the
rebuilding and bituminous surfacing of Packard Ave. between
60th and 70th Streets with a bidding date in early 1991.
Seconded by Doug Lindenfelser, all Board Members voted in
favor of the motion.
Floyd Goenner appeared before the Board in regard to the
drainage problem involving the City of Albertville, Frankfort
Township and Otsego Township. The water from that area
drains into a ditch that runs through Otsego to the
Mississippi River. He said the ditch needs to be cleaned as
the housing developments East of Albertville are adding more
water and creating problems for Otsego farmers along the
ditch. The Town Board will arrange a joint meeting with the
City of Albertville and Frankfort Township to discuss the
water problem.
Larry Koshak asked what the status of the 85th St.
project was. Elaine Beatty replied that the property owners
have not returned the agreement to be assessed as yet.
Larry Koshak asked the Board if they felt talks should
be pursued with the City of Elk River regarding providing
sewer service to Otsego. Bill Radzwill said he thought it
should be pursued if some big project like a school were to
come up.
He advised the Board they should meet with the City of
Elk River and the Elk River School Board regarding the
possibility of providing sewer service if a school were built
in Otsego.
Andrew Merges appeared before the Board in regard to his
compensations for Assessing. Co. Assessor Douglas Gruber
advised him that in order to be in line with other local
Assessors with the same qualifications and schooling, he
should receive $5.00 per parcel. He has been receiving $4.20
per parcel.

Merges $5.00 per parcel for the 1990 - 1991 Assessment Year.
Seconded by Floyd Roden, all Board Members voted in favor of
the motion. Mr. Merges said he would prefer receiving
payments on a monthly basis over a 12 month period. The
Board approved payments of $800.00 per month for 11 months
starting in September with the twelfth payment in August
1991, to be for the balance due based on $5.00 per parcel.
Motion by Floyd Roden to pay Polka Dot Recycling $270.00
for the use of their truck for recycling for the first 6
months of 1990 upon verification of the bill by the Otsego
4-H Club. Seconded by Douglas Lindenfelser, all Board
Members voted in favor of the motion.
Park Construction contributed $500.00 toward dust
control on Kadler Avenue. The total cost of the chloride
application was $524.00. ,
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 571 to 594 inclusive.
On motion the meeting adjounred.
