COUNTY OF WRIGHT of Otsego held a Workshop
TOWN OF OTSEGO Meeting this 19 day of
September, 1990 at 7:00 PM
to discuss the Comprehensive Plan being prepared by Planner,
Dave Licht and what direction to take concerning Sewer
Planning. Norman Freske, Chairman, Floyd Roden and Douglas
Lindenfelser, Supervisor, Elaine Beatty, Deputy Clerk, Judy
Hudson, Secretary, Jerome Perrault, Clerk, Larry Koshak,
Engineer, Bill Radzwill, Attorney, and Dave Licht, Planner,
were present. Also present were Planning Commission Members
Ing Roskaft, Larry Fournier, Carl Swenson, Jim Kolles, Nancy
Duerr and Bruce Rask.
The Workshop was called to order by Chairman Norman
Freske.
Dave Licht stated that he started working on the
Township Comprehensive Plan about a year ago. About last May
however the questions arose that in order to complete the
Comprehensive Plan he would need to know what direction the
Town Board wished to take in regard to Sewer Planning. A
Sewer Study would need to be made or complete the Plan
without a sewer study and restrict future to lots of 10 acres
or more. Recent meetings with the DNR indicate they are
becoming more concerned about ground water levels in the
developed Northeast part of the Township. In view of this,
Mr. Licht said he thought the Town Board should consider
having Engineer Larry Koshak do some ground water level
checks and preliminary sewer studies. Further meetings would
need to be held with the City of Elk River concerning
connecting to their Sewage Treatment Plant on at least a
prelimary basis. A feasibility study on this possibility has
already been made. Mr. Licht said he is projecting an
increase of 325 households in the next 10 years and this
growth should be to fill in the open areas in the Northeast
rather than expanding into the Agricultural areas. This
would further increase the need for sewer.
Mr. Licht also stated the need to identify areas for
non-residential development, commerical and industrial. The
rebuilding of 101 to a four lane highway is going to increase
the demand for commerical and industrial development.

Board was aware of the need for the mapping but funds were
not budgeted for this and the fact that the Township was
under levy limitations made it difficult to budget for it.

done without aerial maps and a more complete and accurate
study could be done later when the aerial maps are available.
Dave Licht replied that for now to complete the Comprehensive
Plan he would need a ball -park figure as to where and what
sewer lines would be needed and a potential sewer plant site.
Larry Koshak said that sewer and storm drain lines are
compatible and sewer plants are usually located to provide
gravity flow toward it. The consensus opinion of the people
in attendance was that Larry Koshak should proceed with a
preliminary sewer study. The Board requested Larry Koshak to
prepare a cost estimate of the preliminary study by the Oct.
1, 1990, Town Board Meeting.
