10-01-1990 Town Board MinutesSTATE OF MN The Town Board of the Town of Otsego COUNTY OF WRIGHT met this 1 day of October, 1990, at TOWN OF OTSEGO 8:00 PM. Norman Freske, Chairman, Floyd Roden and Douglas Lindenfelser Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Jerome Perrault, Clerk, Larry Koshak, Engineer, and Bill Radzwill, Attorney, were present. The meeting was called to order by Chairman Norman Freske. Minutes of the Sept. 17, 1990, Town Board Meeting were approved as read. Richard Kincannon appeared before the Board regarding the Vasseur 4th Addition drainage project. He said he is not involved in the current project being considered by the property owners in Vasseurs. His concern was about a culvert under 85th St. by his property that is draining the wrong way and into his property. Engineer Larry Koshak suggested that the culvert could be plugged or damaged. Floyd Roden suggested waiting to see how the residents of Vasseurs progressed with their drainage project to see whether the culvert should be replaced and what size would be needed. The residents of Vaseurs asked if the Board would rather they tiled under 85th St. instead of emptying into the culvert under 85th and the Board replied this would be the preferred way. Bill Radzwill said the Township could give the property owners a limited easement to use the Township right-of-way to install their tile line. Bill Radzwill also advised that the tiling contractor should post a Performance Bond to cover any possible damage and liability and the Board would also need a copy of the agreeement between the property owners to install and maintain the drainage system. The Board requested Larry Koshak to check the culvert under 85th St to determine what size will be needed and at what depth. The Township will provide the new culvert and the Class 5 gravel to cover the culvert. Glenn Sundeen, representing Elk River Municipal Utilities, appeared before the Board regarding street lights along Parrish Ave. (Co. 42). Using an arm on existing poles, there would be no charge. Using a 35 ft. pole would cost $100.00 per street light and using underground wiring cost about $1.00 per ft. At the 96th St. junction he recommended a 100 watt hight pressure soduim light, at the Co. 42 and CO. 39 intersection he recommended 2 - 250 watt high pressure sodium lights. The Board will arrange a meeting with him to disucss location of the lights. Neil Hammer introduced himself as an agent for Oakley National Agency and is interested in providing insurance coverage for Otsego when it becomes a City. Larry Koshak said a revised study has been done on the drainage problem involving Frankfort Township, the City of Albertville, MnDot and Otsego Township. Larry Koshak said, concerning the prelimary sewer studies, they have blown up U.S.D.A. maps and will supplement them with in the field work. They are using the existing homes and empty lots to determine what flow and capacity wil be needed. The suggested 300,000 gallon capacity that has been tentatively projected as available from the City of Elk River will serve about 1500 units. He is estimating a cost of $2,500.00 to complete the preliminary study needed for Dave Licht to complete the Comprehensive Plan. Motion by Floyd Roden to authorize Larry Koshak to complete the Preliminary Sewer Study as needed by Planner Dave Licht to complete the Comprehensive Plan for Otsego. Seconded by Doug Lindenfelser, all Board Members voted in favor of the motion. Larry Koshak also stated a Base Map of the Township will be needed in the near future. Larry Koshak informed the Board that a meeting was held at the Town Hall with representatives of MnDot, Co. Engineer Wayne Fingalson and Larry in attendance regarding MSA Road Funds for the City of Otsego and which streets would qualify. The City of Otsego would qualify for $103,000 based on population and the balance upon completion of road grid system map designated MSA roads, much of which Larry Koshak has already completed. MnDot would also like all this information computerized and have a program thru which computers for this purpose can be purchased for about $2500.00. MSA funds can also be used to cost share County Roads. Wright Co. is interested in turning Co. 122 back to the City of Otsego, another option would be to keep Co. 122 and turn Co. 37 over to the City. Some of the streets they would approve for MSA funds are 96th St., 85th St. from Co. 37 to Co. 42, Nashua Ave., 77th St. and McIver Ave. According to MSA rules, 20% of the City of Otsego roads would qualify for MSA funds, about 11.8 miles. The Board replied that they prefer that the County keep Co. 122 because of a major intersection coming up when Hwy 101 is built to 4 lanes. Attorney Bill Radzwill said another project that needs to be considered is a plan for Rural and Urban taxing Districts. A contract has been received from Wright Co. regarding the Township assuming the maintenace of and paying the electrical service for the street light and trafffic signal at the intersection of Co. 39 and Highway 101. A decision on the contract was tabled at this time. Minnegasco submitted a bid to install 2 - 100,000 BTV infrad-red heaters in the garage for a cost of $6,153.00 STATE OF MN COUNTY OF WRIGHT TOWN OF OTSEGO The Town Board Meeting of Otsego of October 1, 1990 at 8 PM. - Page 3 - DJ's Total Home Care Center submitted a bid to install 4-65,000 BTV infra -red heaters for $6,160.00 ($1,540.00 per heater). Motion by Douglas Lindenfelser to accept the bid of DJ's Total Home Care Center to install 4 -infra -red gas heaters in the garage. Seconded by Floyd Roden, all Board Members voted in favor of the motion. Wright Recycling submitted a bid to provide curbside recycling service to the Township every 2 weeks to 1627 households for $1700 per month. Polka Dot Recycling has submitted a bid to provide curbside recycling service every 2 weeks to 1627 households for $1550 per month. Peterson Bros East Tonka Sanitation, and Corrow Sanitation submitted a combined bid of $2.00 per household per month for every 2 weeks curbside recycling service. (1627 X $2.00 = $3,254 per month) For all the different services, the Township provides the recycling bins. Motion by Floyd Roden to accept the bid of Polka Dot Recycling to provide curbside recycling service to the Township. Seconded by Norman Freske, all Board Members voted in favor of the motion. Motion by Norman Freske to hire Jacquie Rognli to publish a guarterly Newsletter. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. Motion by Norman Freske to change the date of the Town Board Meeting scheduled for November 5. to Oct. 29. Seconded by Douglas Lindenfelser, all Board Members voted in favor of the motion. Proceeding as a board of audit the Town Boad audited and allowed verified accounts Nos. 671 to 723 inclusive.
