TOWN OF OTSEGO of October, 1990, at 8:00
PM. Norman Freske,
Chairman, Floyd Roden and Douglas Lindenfelser, Supervisors,
James Barthel, Treasurer, Elaine Beatty, Deputy Clerk, Judy
Hudson, Secretary, Jerome Perrault, Clerk, Larry Koshak,
Engineer, and Bill Radzwill, Attorney, were present.
The meeting was called to order by Chairman, Norman
Freske.
Minutes of the October 1, 1990, Town Board Meeting were
approved as read.
Debbie Carron (of 14975 - 95th St.) appeared before the
Board to request a Conditional Use Permit for a "Nursery
Sales and Garden Supplies" business. She wishes to have a
plant stand and greenhouse (hoop -house), a temporary
structure that would be removed at the end of the summer
season. She will be selling plants not growing them, and
will be open on a part time basis during the spring and
summer. Her lot is 175 ft. wide and 720 ft. deep.
Motion by Douglas Lindenfelser to approve a Conditional
Use Permit for Debbie Carron to operate a seasonal "Nusery
Sales and Gaden Supplies" business. Seconded by Floyd Roden,
all Board Members voted in favor of the motion.
Glen Posusta, of 10383 Kahler Ave. in Island View
Estates, appeared before the Board to request a 5' variance
from the 20' setback from the bluff as required by the Wild
and Scenic Rivers regulations. He is re -building his burned -
out home and will actually not be any closer than his
original house as it had a deck on it in that area. The DNR
and Wright Co. Zoning Administrator Tom Salkowski have
approved the bluff setback variance.
Motion by Floyd Roden to approve the bluffline setback
variance request of Glen Posusta to permit him to build 15
ft. from bluffline instead of 20 ft. Seconded by Norman
Freske, all Board Members voted in favor of the motion.
Arlene Nagel appeared before the Board regarding the
Vasseurs 4th Addition Drainage Project. She said a contract
has been drawn up and is being circulated to the neighbors.
She also has a contract drawn up between the Township and the
involved property owners granting them permission to use the
Township right-of-way and absolving the Township of any
liability. They also agreed to move the tile line if at any
time in the future it interferes with Township or City road
construction or maintenance. They also agreed to restore and
seed construction areas, grant the Town of Otsego the right
to inspect the construction area and require the Contractor
to post a Performance Bond. Larry Koshak is recommending a
24" culvert under 85th St. and a 10' tile line will be laid
beside the culvert forthe drainage system. Larry Koshak also
said the 85th St. will be included in the MSA Street system
and in the future be built to MSA standards.
Bill Radzwill said the Township will need a copy of
Construction, Maintenance and Payment Agreement between the

property owners and also a copy of the drainage easement on
Ford Slaughter's property.
One resident asked if there would be any charge for a
permit to use Township right-of-way and any charge for
inspections.
The Board agreed to waive any charges for right-of-way
permits and construction inspections, however they would not
guarantee there would be no charge for inspections in the
future.

Bruce Alt (4-H Leader) appeared before the Board to
discuss the possibility of the 4-H Club delivering the
recycling bins. President Tracy Alt reported that the
Community activities the 4-H Club participated in in the past
year were picking up trash along the roads and operating the
recycling station at the Town Hall every 3rd Saturday of the
month. They will continue to accept tires and batteries
every 3rd Saturday at least for a while. As most of the Club
Members do not have drivers licenses, Mr. Alt said they would
need cooperation of the parents to deliver the bins. The
Board said they would contact the 4-H Club when the bins
arrive and possibly work out an agreement to deliver at least
part of the bins.
Merlin Valerius appeared before the Board to discuss the
composting operation he has started. He has a permit from
Wright Co. to spread leaves and grass clippings on his 40
acres of land. He can pile the material for 21 days and then
it must spread. He plans on charging $1.00 per bag if he
picks up and $.50 per bag dropped off at his place. He
operates as an independent contractor and the Board agreed to
refer any interested people to him.
Herb Peck appeared before the Board in regard to getting
a Minnegasco gas line to his property behind the Town Hall.
He was considering asking for an easement accross the
Township property to put the gas line. The Board suggested
he talk to his neighbors to see if they are interested in gas
service and pursue getting a gas line along the road right-
of-way.
Larry Koshak, presented the Board with an update on the
Sewer Study he is working on. The Study Area is bounded on
the West by Nashua Ave. and on the South by 70th Street. The
Study Area has 1/2 the Township population now and by the
year 2000 could have 2/3 of the Township population. The
proposed agreement with the City of Elk River to purchase
capacity from them is the most cost feasible for now, a
projected 300,000 gallons. Current planning should be to not
exceed the 300,000 gallons and he recommended allocating 15%
for Commerical and Industrial and 85% for Residential which
would be about 1100 homes. There are about 856 lots in the
residential area of the Northeastern part of the Township now
with some unfilled in areas such as Burdicks and Steve
Scharber's proposed developement of the Lefebvre farm. For
those areas not filled in, he suggested having the Developer
plat it out 3 lots per acre but only selling one of the 3
lots at the present time and selling the other two after the
Sewer System is in place. As the capacity needs grow, Larry
Koshak suggested that the City of Otsego would have the

choice of building their own treatment plant or forming a
Sewer District with the City of Elk River and eNpanding the
Elk River Treatment Plant.
Motion by Floyd Roden to install 3 - 65,000 BTV Infra -
Red Gas Heaters in the garage instead of 4 as approved at the
October 1, 1990 Town Board Meeting. Seconded by Norman
Freske, all Board Members voted in favor of the motion.
Motion by Floyd Roden to increase Duane Fiedler's wages
to $10.00 per hr. effective Oct. 15, subject to review
January 1, 1991. Seconded by Norman Freske, all Board
Members voted in favor of the motion.
Proceeding as a board of audit the Town Board audited
and allowed verified accounts Nos. 724 to 754 inclusive.
On motion the meeting adjourned.
