COUNTY OF WRIGHT met this 29 day of Oct. 1990, at
TOWN OF OTSEGO 8:00 PM. Norman Freske, Chairman,
Douglas Lindenfelser and Floyd Roden
Supervisors, James Barthel, Treasurer, Elaine Beatty, Deputy
Clerk, Judy Hudson, Secretary, Jereome Perrault, Clerk,
William Radzwill, Attorney, and Larry Koshak, Engineer, were
present.
The Meeting was called to order by Chairman Norman
Freske.
Minutes of the Oct. 15, 1990, Town Board Meeting were
approved as read.
Arlene Nagel appeared before the Board in regard to the
Vassuers 4th Addition Drainage Project. She reported that 11
of the 14 property owners involved have signed the agreement
to install and maintain the drainage system. The two
property owners with farm land involved, Floyd Goenner and
Richard Kincannon, did not sign the agreement. They also
have a signed easement from Ford Slaughter permiting them to
drain accross his property. They now need a signed contract
and permit from the Town Board permiting them to put the
drain tile line in the road right-of-way and under 85th St.
Motion by Doug Lindenfelser to approve a permit granting
the residents of Vasseurs 4th Addition the right to install a
tile line in the road right-of-way following the ditch along
Needham Ave. and 25 ft. from the center line along 85th St.
and under 85th St. The Township agrees to place a new
culvert under 85th Street and cover it with Class 5 gravel
and a bituminous patch, the drainage project to be completed
by January 1, 1991. Seconded by Floyd Roden, all Board
Members voted in favor of the motion.
Larry Koshak reported James Addition has completed most
of the street repair work needed. All that is left is some
shouldering work including seeding and Mr. Peterson has
agreed to take care of it. Mr. Koshak will re -inspect James
Addition next spring.
Larry Koshak also reported that he, Elaine Beatty and
Bob Kirmis met with the City of Elk River regarding Otsego
purchasing sewer capacity from them as this information was
needed in order for Dave Licht to complete the Comprehensive
Plan for the City of Otsego. He reported the City of Elk
River is still willing to provide this capacity and continue
negotations. In the future a Joint Powers Agreement would be
needed and Sewer District between the two Communities be
established with possible future expansion of the Elk River
Sewage Treatment Plant. The concern of the Elk River City
Council could be providing sewer capacity to the Otsego
Commerical area but if the two communities had similar zoning
regulations regarding Commerical and Industrial development
this could remove some of their concern. One resident asked
when the sewer system would be put in. Larry replied when
the need arose, if septic systems would start to fail or a
school or some business would come in that needed it.

Larry Koshak also reported that regarding MSA Road
Funds, our MSA Grid needs to be submitted by December 1,
1990, to MnDot. Half of the MSA Funds are based on population
and the other half on needs. He said he is currently working
on needs for the MSA designated roads of the City of Otsego
for the next 20 years. Nashua Ave. for a distance of 3.18
miles is known as Project 101 of the MSA system; 85th St.
from Nashua Ave. to CO. 42 (2.29 miles) is known as Project
102 of the MSA system. That part of 85th St. not yet built
from Page Ave. to Co. 42 (.5 miles) will be one of the first
MSA projects. Project 103 will be Page Ave. from 85th St. to
Co. 39, Project 104 would be 96th St., Project 105 would be
Co. 37 from Co. 122 to Co. 39. Projects 106 and 107 would be
to provide future service roads in the Commerical and
Industrial areas along Hwy 101. Russ Voight asked why the
City would be spending MSA Funds on service roads when the
Developers should be putting in the service roads. Larry
replied that the City could require higher standards for the
service roads such as stop lights, street lights and curb and
gutter. He also said the City could draw needs on the
service roads and not necessarily spend the money. Also the
MSA designation is subject to renewal every year and can be
changed. Future plans for Hwy 101 are to build it to a four
lane divided highway in 1994 with accesses at Co. 122 Co. 42
and Co. 39. Long range plans could upgrade Hwy 101 to a
freeway status with access limited to Co. 122 and Co. 39 and
Co. 42 changed to an overpass.
Motion by Floyd Roden to approve the Muncipal State Aid
Street Plan as prepared by Engineer Larry Koshak. Seconded
by Douglas Lindenfelser, all Board Members voted in favor of
the motion.
Motion by Floyd Roden to set the 1991 Per Unit
Assessment for Fire Dept. Service at $35.00 for the City of
Elk River Fire Dept. service area. Seconded by Doug
Lindenfelser, all Board Members voted in favor of the motion.
Motion by Douglas Lindenfelser to set the 1991 Per Unity
Assessment at $32.00 for the City fo Albertville Fire Dept.
service area. Seconded by Norman Freske, all Board MEmbers
voted in favor of the motin.
One resident of the Township thought there should be
speed limites on Co. 39 between Page Ave. and Co. 42. The
Board explained that MnDot would have to do a study and
recommend speed limits before they could be put in force.
Motion by Douglas Lindenfelser to request the Brainerd
Office of MnDot to do a speed limit study on Co. 39 from Page
Ave. to Co. 42. Seconded by Floyd ROden, all Board Members
voted in favor of the motion.
Motion by Floyd Roden to hire Polka Dot Recycling to
deliver the recycling bins, contingent that the deliver cost

not e2cceed .50 per bin. Seconded by Norman Freske, all Board
Members voted in favor of the motion.
Motion by Douglas Lindenfelser to pay Hakanson Anders -on
Associates, Inc. $3,369.11 for Engineering Services.
Seconded by Floyd Roden, all Board Members voted in favor of
the motion.
Motion by Norman Freske to purchase a one-way snow plow
for the motor grader (subject to the availability of a 2 -way
plow.) Seconded by Douglas Lindenfelser, all Board Members
voted in favor of the motion.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 755 to 790 inclusive.
Motion by Floyd Roden to adjourn the final Town Board
Meeting of the Town of Otsego. Seconded by Douglas
Lindenfelser, all Board Members voted in favor of the motion.
