COUNTY OF WRIGHT Town of Otsego was held this 13 day
TOWN OF OTSEGO of November, 1990, at 2:00 PM.
Norman Freske, Chairman, Douglas
Lindenfelser and Floyd Roden, Super-
visors, Eline Beatty Beatty, Deputy Clerk, Judy Hudson,
Secretary, James Barthel, Treasurer, Jerome Perrault, Clerk,
William Radzwill, Attorney, Jerome Perrault, Clerk. William
Radzwill, Attorney, and Larry Koshak, Engineer, were present.
The meeting was called to order by Chairman Norman
Freske.
Attorney Bill Radzwill addressed the meeting and
presented the Board with a memorandum containing a list of
items the new City Council will need to address after taking
over on November 15. A qualification meeting has been set
for 2:00 PM on Thursday, Nov. 15, at which time the Mayor and
Council Members will take their oaths of office. Following
the qualification meeting, the Mayor and Council should set a
date for the first Council as soon as possible, preferably by
the following Monday, Nov. 19. At this first Meeting the
Council can establish regular meeting dates for futue Council
Meetings. At this first meeting, the Council will need to
appoint a City Clerk and City Treasurer and appoint a Council
Member to serve as Acting Mayor in the absence of the Mayor.
Also at the first Meeting the Council will need to designate
an Official Newspaper and an Official Depository or
Depositories of City Funds.
The Council has the right to fix their own salaries at a
reasonable level and this must be done by Ordinance and
cannot be changed until the next Municipal Election.
The City Council will also need an Ordinance to
establish a Planning Commission and promptly proceed to
appoint the members of it.
All existing Ordinances of the Township remain in effect
until repeated by the new City Council.
The City Council has the authority to issue Beer
Licenses which was previously done by the County while Otsego
was a Township. All existing licenses will remain in effect
until repealed by the, City Council. An Ordinance will need
to be adopted to regulate Beer Licenses.
The City Council also has the right to license both ON
and Off Sale Liquor subject to State Law. An Ordinance will
also be needed to regulate Liquor Licensing. The Council
also has the right to establish a Municipal. Liquor Store.
There is a law which requires Cities to give existing Liquor
License owners a one year notice of intent to establish a
Municipal Liquor Store.
Planner Dave Licht addressed the meeting and advised the
Board that the Comprehensive Plan for the City should be
completed early next year. Applications have already been
made for two more residential developments and an Commerical
20 acre development. These applications will need to be
considered by the Council and a decision made on how rapidly
to proceed with these developments.

Engineer Larry Koshak also addressed the Meeting and
presented a list of items the new City Council will need to
address. The MSA Street Map and Needs Study needs to be
approved and submitted to MNDot before the second week of
December. The preliminary Sewer Study that he has been
preparing will need to be considered and accepted by the
Council. The Council will also need to establish project
priorities for the use of MSA funds in 1991. They will need
to discuss the 85th St. project from Co. 42 to Page Ave. and
consider the Packard Ave. bituminous project from Co. 122 to
60th St. They will also need to consider re -opening the
Hearing on the Barthel Addition bituminous street project
which was recessed in October.
Other things to consider would be a street assessment
policy, a bituminous overlay and seal coating policy. The
Council will also need to consider City mapping proposals,
aerial topography and contour mapping proposals.
Proceeding as a board of audit, the Town Board audited
and allowed verified accounts Nos. 791 to 863 inclusive.
Motion by Douglas Lindenfelser to approve the Minutes of
the October 29, 1990, Town Board Meeting. Seconded by Floyd
Roden, all Board Members voted in favor of the motion.
On motion, the meeting adjourned.
