COUNTY OF WRIGHT Otsego met this 19 day of November
CITY OF OTSEGO 1990, at 7:30 PM. Mayor Norman
Freske, Council Members Douglas
Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Clerk Jerome Perrault, Treasurer James Barthel, Deputy Clerk
Elaine Beatty, Secretary Judy Hudson and Attorneys William
Radzwill and Andy McArthur were present.
The meeting was called to order by Mayor Norman Freske.
Motion. by Douglas Lindenfelser to appoint Jerome
Perrault to the position of City Clerk. Seconded by Floyd
Roden, all Council Members voted in favor of the motion.
Motion by Larry Fournier to appoint James N. Barthel to
the position of City Treasurer. Seconded by Douglas
Lindenfelser, all Council Members voted in favor of the
motion.
Clerk Jerome Perrault appointed Elaine Beatty to the
position of Deputy Clerk, subject to Council approval.
Motion by Ron Black to approve the appointment of Elaine
Beatty as Deputy Clerk. Seconded by Douglas Lindenfelser,
all Council Members voted in favor of the motion.
Motion by Douglas Lindenfelser to appoint William
Radzwill as City Attorney. Seconded by Larry Fournier, all
Council Members voted in favor of the motion.
Motion by Floyd Roden to appoint Hakanson Anderson
Asscoiates Inc. as City Engineer. Seconded by Douglas
Lindenfelser, all Council Members voted in favor of the
motion.
Motion by Floyd Roden to appoint Northwest Associated
Consultants Inc. as City Planner. Seconded by Douglas
Lindenfelser, all Council Members voted in favor of the
motion.
Motin by Floyd Roden to set the regular City Council
Meetings for the 2nd & 4th Mondays of each month at 7:30 PM.
If the meeting falls on a Legal Holiday, the meeting will be
on the Tuesday following the Holiday. Seconded by
Larry Fournier, all Council Members voted in favor of the
motion.
Motion by Floyd Roden to adopt the following Resolution:
Be it resolved that the Elk River Star News be
designated the official newspaper of the City of Otsego.
Seconded by Douglas Lindenfelser, all Council Members
voted in favor of the motion.
Motion by Ron Black to adopt the fallowing Resolution:
Be it resolved that the following Banks be designated as
Official Depositories of City Funds:
Bank of Elk River
First National Bank of Elk River
Security Bank Northwest of St. Michael
First Banks of Minneapolis
Norwest Banks of Minneapolis
Seconded by Floyd Roden, all Council Members voted in
favor of the motion.
Treasurer James Barthel will check to see if the Edward

D. Jones Investment CO. qualifies as a Legal Depository.
The City Council discussed establishing a City Planning
Commission and decided on a 7 member Commission, the same
number of members as the Township had.
Motion by Ron Black to adopt an Ordinance establishing a
City Planning Commission. Seconded by Larry Fournier al].
Council Members voted in favor of the motion.
Motion by Floyd Roden to retain the present Planning
Commission Members until January 1, 1991. Seconded
by Larry Fournier, all Council Members voted in favor of the
motion.
Motion by Ron Black that a 4/5 majority vote of the
Council be required to remove a Planning Commission Member.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
Motion by Floyd Roden that the Planning Commission meet
once per month. Seconded by Douglas Lindenfelser, all
Council Members voted in favor of the motion.
Motion by Larry Fournier to set the compensation per
each member of the Planning Commission at $20.00 per meeting
and $10.00 per site inspection. Seconded by Floyd Roden, al].
Council Members voted in favor of the motion.
Motion by Douglas Lindenfelser to have the Planning
Commission Meeting on the first Thursday of each month.
Seconded by Ron Black, all Council Members voted in favor of
the motion.
Motion by Larry Fournier to require a vote of the
Chairman and 2 members of the Planning Commission to call a
Special Meeting and give 3 days notice thereof. Seconded by
Douglas Lindenfelser, all Council Members voted in favor of
the motion.
Salaries of the Mayor and Council were discussed.
Motion by Larry Fournier to table the setting of the
salaries until the next Council Meeting. Seconded by Douglas
Lindenfelser, all Council Members voted in favor of the
motion.
Motion by Ron Black to appoint Douglas Lindenfelser as
Acting Mayor in the absence of Mayor Norman Freske. Seconded
by Floyd Roden, all Council Members voted in favor of the
motion.
Motion by Floyd Roden that all City checks be signed by
the Mayor, Clerk and Treasurer. Seconded by Larry Fournier,
all Council Members voted in favor of the motion.
Motion by Floyd Roden. to join the League of Cities.
Seconded by Ron Black, all Council Members voted in favor of
the motion.
Motion by Floyd Roden to table Bonding of the Clerk and
Treasurer until the first meeting in December. Seconded by
Larry Fournier, all Council Members voted in favor of the

motion.
Motion by FLoyd Roden to table consideration of the
Cost of Incorporation until the next Council Meeting.
Seconded by Douglas Lindenfelser, all Council Members voted
in favor of the motion.
The Council discussed Liquor Licenses and Beer Licenses
and the possibility of establishing a Municipal Liquor
Store. Attorney Radzwill presented a chart which showed the
gross sales operating expenses and net profits of the
Municipal Off Sale Liquor stores in some of the neighboring
Cities. To establish a Municipal Liquor Store a one year
notice of intent to do so is required to all existing license
holders. An Ordinance will be needed to regulate Licensing.
Motion by Douglas Lindenfelser to request Attorney Bill
Radzwill to Draft an Ordinance to regulate Beer Licenses, On
and Off Sale Liquor Licenses and a Municipal Liquor Store.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
Motion by Floyd Roden to check existing Licenses and
their expiration dates. Seconded by Douglas Lindenfelser,
all Council Members voted in favor of the motion.
Motion by Douglas Lindenfelser to draft an Ordinance
adopting the Minnesota State Building Code. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
Motion by Larry Fournier to adopt the Wright Co. ZOning
Ordinance and. Sub -Division Ordinance as the Zoning and Sub -
Division Ordinance of the City of Otsego. Seconded by Douglas
Lindenfelser, all Council Members voted in favor of the
motion.
Motion by Ron Black to adopte the following Resolution:
Be it resolved that the City of Otsego adopts the
following fee schedule for administering rezoning
applications, conditional use permits, variances,
appeals, and subdivision:

Wright County Ordinance requires a permit for all structures
over 150 sq. ft.
All fees shall be doubled if construction has begun
before the Permit has been issued. Motion seconded by
Douglas Lindenfelser, all Council Members voted in favor of
the motion.
Motion by Floyd Roden to change the date of the second
Council Meeting in December to Dec. 17 instead of Dec. 24
because of Christmas Eve. Seconded by Douglas Lindenfelser,
all Council Members voted in favor of the motion.
Motion by Floyd Roden to purchase 9 Handbooks for City
Officials and Handbooks for Clerk and Treasurer. Seconded by
Larry Fournier, all COuncil Members voted in favor of the
motion.
Guy Rowe asked if the City was still under a State Law
that regulates Fire Arms. Bill Radzwill advised him that we
still were.
RUSE', Voight asked if the City would be purchasing
property without getting approval of the citizens. Bill
Radzwill advised him that if the Council has the funds
available, they have the right to purchase property. Ron
Black commented that (in reference to his experience as a
School Board Member) if the residents of the School District
approve a Bond Issue to build a new school the School Board
has the right to negotiate for and purchase property to build

the school on without further consulting the residents.
The Council discussed posting roads near the Cold Region
Test Facility to keep the heavy road construction equipment
from driving on them.
Motion by Douglas Lindenfelser to table posting of the
roads at this time. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
Motion by Ron Black to conduct a Public Hearing at 8:00
PM during the second Council Meeting in January, 1991,
regarding a Moratorium on the erection of Advertising and
Bill board signs. Seconded by Floyd Roden, all Council
Members voted in favor of the motion.
The Council discussed the Recycling Agreement with Polka
Dot Recycling. After viewing the document, Bill Radzwill
suggested that more clarification would be needed regarding
their Insurance coverage.
Motion by Floyd Roden to table consideration of the
Recycling Agreement at this time. Seconded by Ron Black, all
Council Members voted in favor of the motion.
Proceeding as a board of audit, the City Council audited
and allowed verified accounts Nos. 864 to 878 inclusive.
On motion the meeting adjourned.
