11-29-1990 Workshop Meeting MinutesSTATE OF MN A Workshop Meeting of the City COUNTY OF WRIGHT of Otsego was held this 29TH day CITY OF OTSEGO of November, 1990 at 3:15PM. Mayor Norman F Freske, Council Members Douglas Lindenfelser, Floyd Roden, Larry Fournier and Ron Black, Clerk Jerome Perrault, Deputy Clerk Elaine Beatty, Secretary Judy Hudson, County Zoning Administrator Tom Salkowski, Attorney Bill Radzwill, Planner Dave Licht and Engineers Larry Koshak, Pete Raatikka and John Harwood were present. The meeting was called to order by Mayor Norman F Freske. Tom Salkowski addressed the meeting first and commented that the existing County Ordinance would remain in effect until repealed by the City and the City can remain under the County Ordinance until it is ready to operate on it's own. Bill Radzwill said he had drawn up an agreement whereas the City of Otsego would enforce the County Ordinance until the time it has it's own. Council Memebr Ron Black suggested March 1, 1991 as the date the City would take over operating on it's own. Dave Licht said we have Developers $n hold right now waiting for the City to make a decision. He interprets the Municipal Board ruling as the City is already in a position to make decisions. As the Otsego Planning Commission had suggested, March 1, 1991 would be an acceptable date. Council Member Larry Fournier suggested that the City should go for it right away. Ing Roskaft commented that he felt the Otsego Planning Commission would be ready to enforce the Ordinance as soon as the members had thoroughly studied the County Ordinance. Dave Licht said that he would have the City Ordinance ready to be in force by January 1, 1991. Tom Salkowski suggested that the City have everything in place by January 1 and the County would continue inspections until the City has it's own Building Inspector hired. Dave Licht suggested that enforcement procedure be set up so that the Otsego Planning Commission has the final say on Planning and Zoning decisions and conducts all the Hearings. The Council would reopen the Hearings only if new evidence was presented. Motion by Ron Black to initiate a Zoning Ordinance Text Amendment to administer the Zoning Ordinance. Seconded by Floyd Roden, all Council Members voted in favor of the motion. Dave Licht suggested having the County continue doing the building inspections until everything is in place and operating. Tom Salkowski agreed to continue building inspections and keep the building permit fees as long as they do the inspections. John Harwood, of Hakanson Anderson Assoc. presented an overview of the Preliminary Sewer Study they have been preparing for Otsego. The study area is the North East part of the City and is boardered on the West by Nashua Ave and on the South by Co 122. The study area contains about 500 acres STATE OF MN, CO OF WRIGHT, CITY OF OTSEGO - WORK MEETING OF NOVEMBER 29, 1990 3:15PM - PAGE 2 - of undeveloped land which they feel will be sufficient for residential and commercial use expansion for at least the next 20 years, until the year 2010. The study is based on an agreement with the City of Elk River to purchase capacity from them rather than Otsego building it's own treatment plant which would be much more expensive. Elk River could provide about 200,00 gallons per day capacity at this time and would need to expand their treatment plant to provide the anticipated 380,000 gallon per day capacity Otsego would need by the year 2010 based on 8596 for an estimated 1411 households and 1596 for commercial/industrial and school use. The proposed layout would call for a main trunk line running East and West along 85TH ST with a branch trunk line running North into Halls Addition, Otsego Acres and Great River Acres. A lift station would be installed at 85TH ST and Highway 101 area with a river crossing to connect to the Elk River plant. A second trunk line would be installed for Parrish Avenue West along 96TH ST to serve the ar@a North of Co 39. This trunk line would use a lift station and bridge crossing to connect to the Elk River plant or run a trunk line South along Parrish Ave to connect to the 85TH ST trunk line. Larry Koshak reviewed the MSA street system. He said the MSA designated streets must be collector streets and 20% of the total City street mileage. The MSA funding is based partly on population at the rate of $16.00 per person and the rest on needs for the MSA designated streets. He has prepared and presented needs sheets to MN/DOT on what MSA designated street improvements are needed in the next 20 years. The State MSA District Engineer has approved the City MSA Street Plan as submitted by Larry Koshak. He said they projected the traffic counts on the streets when they prepared the Street Plan. Engineer Pete Raatikka said that in the future it will be necessary to do traffic counts every two (2) years. Larry Koshak said the City will also need to develop an Assessment Policy for street construction. Motion by Floyd Roden to adopt the following Resolution Be it resolved that the City Council of the City of Otsego establishes the following streets as MSA designated streets: Nashua Ave from Co 39 to 77TH ST 85TH ST from Nashua Ave to Co 42 Page Ave from 85TH ST to Co 39 96TH ST from Parrish AVE to Ohland Ave and Ohland Ave from 96TH ST to Co 39 Odean Ave from Co 122 to Co 39 Future service roads along Hwy 101. Seconded by Douglas Lindenfelser, all Council Members voted in favor of the motion. A complete copy of the Resolutions designated the MSA streets are available at the City Hall Office. Larry Koshak also said that the City will need a septic STATE OF MN, CO OF WRIGHT, CITY OF OTSEGO, WORK MEETING OF NOV 29, 1990 at 3:15 PM - PAGE 3 - Tank and Drainfield Ordinance to set construction standards and required inspections to prolong the life of these on site systems. A Storm Drainage Plan will also be needed. Contour mapping will be needed for sewer studies and sub -division planning and this should be put on auto-cadd computer disks. The City will also need a City Map on computer disks which could also have pin numbers and addresses. A City map with pin numbers would be $6,325.00 to prepare. Motion by Larry Fournier to request Hakanson Anderson Associates Inc. To prepare a City map for Otsego complete with pin numbers at a cost of $6,325.00. Seconded by Ron Black, all Council Members voted in favor of the motion. Larry Koshak agreed to furnish the City Council with an estimate of what it would cost to add addresses to the City map.
