COUNTY OF WRIGHT Otsego met this 10TH day of December
CITY OF OTSEGO 1990 at 7:30PM. Mayor Norman Freske
Council Members Douglas
Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Clerk Jerome Perrault, Treasurer James Barthel, Deputy Clerk
Elaine Beatty, Secretary Judy Hudson, Attorney Bill Radzwill
and Engineer Larry Koshak were present.
The meeting was called to order by Mayor Norman Freske.
Minutes of the November 19, 1990 City Council Meeting
were approved as read.
Ron Black suggested that copies of the Minutes of
Council Meetings be made available to the City Council
Members a few days prior to the next Council Meeting so they
could read them over prior to the meeting and then dispense
with the reading of the minutes at the start of the meeting.
Motion by Larry Fournier to dispense with the reading of
the Minutes of Council Meetings and instead have copies of
the previous meeting minutes available to Council Members a
few days prior to the next Council Meeting. Seconded by
Douglas Lindenfelser, all Council Members voted in favor of
the motion.
Tom Moe, who lives at 8185 Needham AVE in Vasseur's 4TH
ADD appeared before the Council to ask if the road ditch
could be lowered by his property so that it would drain
better. It is the ditch on the West side of the road
draining to the South and he felt all that would be needed
was to be sin to eight (6 to 8") inches lower. Dave Chase
said that one culvert would need to be lowered. (The Council
requested Dave to check Mr. Moe's drainage problem and get
some estimates of the work needed and at what cost.
Motion by Floyd Roden to have Dave Chase check Mr. Moe's

voted in favor of the motion.
Motion by Floyd Roden to change the meeting dates of the
Otsego Planning Commission to the first and third (1st & 3rd)
Wednesdays of each month at SPM. Seconded by Ron Black, all
Council Members voted in favor of the motion.
Motion by Douglas Lindenfelser to place an ad in the Elk
River Star News to fill a vacancy on the Otsego Planning
Commission and accept written applications for the position.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
Larry Fournier volunteered to continue as a Planning
Commission Member and Ron Black volunteered to serve as his
alternate.
Motion by Floyd Roden to have Larry Fournier continue
serving as a Otsego Planning Commission Member with Ron Black
to serve as his alternate. Seconded by Doug Lindenfelser,
all Council Members voted in favor of the motion.
Council members discussed their compensation. Salaries
set at this time will remain in effect until the next City
Election in two years. Douglas Lindenfelser suggested

$350.00 per month for the Mayor, $300.00 per month for each
Council Member, plus $25.00 per meeting for extra meetings
and mileage.
Motion by Douglas Lindenfelser to pay the Mayor $350.00
per month plus $25.00 per meeting for extra meetings, Council
Members each $300.00 per month plus $25.00 per meeting for
extra meetings, mileage at the IRS approved rate and for
expenses incurred while on City business. Seconded by Ron
Black, all Council Members voted in favor of the motion.
Attorney Andy McArthur has prepared an Ordinance to
regulate Liquor and Beer Licenses and presented copies of it
to the Council Members for their reviewal. The Council has
the right to set license fees, all licenses are issued on
yearly basis and all must terminate at the same time. To
establish a Municipal Off -Sale Liquor Store, a one year
Notice of Intent to do so must be given to existing license
holders.
Ron Black asked if the Ordinance would cover On -Sale
Liquor Licenses for restuarants? Andy McArthur replied that
it did, and that you could require that anyone with an On -
Sale Liquor License be required to serve food.
Motion by Larry Fournier to table action on the Liquor
Ordinance until the Dec 17, 1990 Council Meeting. Seconded
by Douglas Lindenfelser, all Council Members voted in favor
of the motion.
Motion by Floyd Roden to table action on the Joint
Powers Agreement with Wright Co until the DEC 17, 1990
Council Meeting. Seconded by Larry Fournier, all Council
Members voted in favor of the motion. -
Motion by Floyd Roden to approve the Recycling Agreement
with Polka Dot Recycling effective until Dec 31, 1991.
Seconded by Ron Black. All Council Members voted in favor of
the motion.
Motion by Larry Fournier to adopt the following
Resolution:
Be it resolved that the City of Otsego adopts by
Ordinance the Minnesota Uniform Fire Code. Seconded by
Douglas Lindenfelser. All Council Members voted in favor of
the motion.
Motion by Ron Black to adopt the attached Resolution
establishing Depositories for City Funds and up to
$2,000,000.00 in deposits for each authorized depository.
Seconded by Floyd Roden. Al]. Council Members voted in favor
of the motion.
Motion by Floyd Roden to table consideration of
establishing Rural and Urban Taxing Districts until the
Comprehensive Plan is completed. Seconded by Douglas
Lindenfelser. All Council Members voted in favor of the
motion.
A suggested Ordinance has been received from Wright-

Hennepin Electric Co-op Assn which in effect permits them to
construct, operate, repair and maintain power lines in the
City of Otsego. Ron Black suggested that they should be
required to designate their service area and Larry Koshak
suggested that they should be required to furnish a map
showing the layout of all their power lines in the City of
Otsego.
Motion by Ron Black to table action on the Wright -
Hennepin Electric Co-op Assn Ordinance at this time and
request Bill Radzwill to review this Ordinance and to check
into possible Ordinances with all other utilities. Seconded
by Floyd Roden. All Council Members voted in favor of the
motion.
Fred Watts, of Computer Satisfaction, Inc appeared
before the Council to discuss updating the City computer
system and present a proposal to do so. He suggested that a
Novell ELS would give the City the best performance for the
money invested as the City will have more than four work
stations in the future. He suggested an 80286-16MHZ based
machine for the file server, with a 140MB hard disk and a
tape unit for backing up the data. To that he would add a
Novell, IAN cards and cables, a Star NX2420-24 pin printer
with cable for an installed price of $4,399.00. This would
give the City two (2) workstations using the existing
computer as one. To add another work station he suggested a
12MHZ unit and a Star NX -1000 printer at an additional cost
of $881.75.
Motion by,Floyd Roden to table action on Fred Watt's
proposal until a futher study is made of the City's computer
needs. Seconded by Douglas Lindenfelser. All Council
Members voted in favor of the motion.
Motion by Douglas Lindenfelser to pay Assesor Andrew
Merges $318.80 for expenses incurred while attending assessor
schooling. Seconded by Floyd Roden. All Council Members
voted in favor of the motion.
Vacation of River Road was discussed. Further
discussions will need to be held with John Lefebvre before
this can be finalized.
Motion by Larry Fournier to table action on the Vacation
of River Road at this time. Seconded by Douglas
Lindenfelser. All Council Members voted in favor of the
motion.
Engineer Larry Koshak appeared before the Council with
several items to discuss. He said he could add addresses to
the City map he was preparing for an additional cost of
$2,768.00 over the figure of $6,325.00 he had quoted for
preparing a City map.
Motion by Floyd Roden to add addresses to the City map.
Seconded by Ron Black. All Council Members voted in favor of
the motion.

In regards to the Packard Ave bituminous project Larry
Koshak said he would recommend having a soils engineering
firm come in and do soil borings on the project. This would
cost aout $2,000.00 but it would be very helpful in the
design of the road because of the soil types in that area.
Larry also said that Mn/Dot has prepared a street map of
the City and has submitted a copy to him to study and make
any corrections if needed. He said the MSA Resolutions
regarding MSA designated streets have been sent to Mn/Dot.
He also said that the Preliminary Sewer Study has been
completed and is ready to be presented to the Otsego Planning
Commission.
Gerard Zachman was present at the meeting and advised
the Council that there are potential water problems that
could develop along 60TH St that may need to be resolved
regarding the plan Frankfort Township is considering to drain
water from the Lenz farm in Frankfort Township into Otsego.
Ron Black suggested starting Council Meetings with an
"Open Forum" type discussion period for people who have
questions or comments and are not on the Agenda. Norman
Freske suggested that it might be necessary to put a time
limit on each person during the question and answer period.
Motion by Floyd Roden to pay Don Meinhardt $2,000.00 as
partial payment for Architectural Services in preparing plans
for the new City Hall. Seconded by Douglas Lindenfelser.
All Council Members voted in favor of the motion.
Motion by Douglas Lindenfelser to hire Jesse Chase as an
assistant snow plow driver as needed at $8.00 per hour.
Seconded by Floyd Roden. All Council Members voted in favor
of the motion.
Proceeding as a Board of Audit the City Council audited
and allowed Verified Claims Nos. 879 to 940 inclusive.
On motion the meeting adjourned.

RESOLUTION ESTABLISHING DEPOSITORIES FOR CITY FUNDS
BE IT RESOLVED, that the City of Otsego designates the First
National Bank of Elk RiverBecuri y ank Northwest of St.
Michael, First Bank, Norwest Banit Edwls. Co.,ard D. Jones & and
Minnesota Municipal Money Market Fund as the City's depositories
of City funds. The City Treasurer is authorized to deposit up to
dollars
$ 2 Million/ in each of these depositories. Except as to
deposits insured by the Federal Deposit Insurance Corporation or
protected by collateral or a corporate security bond, the
depository shall give bond to the municipality in at least double
the amount authorized to be deposited therein to be approved by
the City Council. The City Treasurer shall deposit all or any
part of the City's funds into the depository and withdraw the
same where directed by the City Council to do so other terms and
conditions of deposit will be as decided by the City Council from
time to time.
