01-10-1991 Public Hearing MinutesSTATE OF MINNESOTA The Public Hearing on the proposed COUNTY OF WRIGHT upgrading and bituminous surfacing CITY OF OTSEGO of 89TH ST and Parell Avenue in Barthel Acres was continued this 10TH day of January, 1991 at 7:30PM. Douglas Lindenfelser, Floyd Roden, Larry Fournier, and Ron Black, Council Members, Jerome Perrault, Clerk, Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Larry Koshak, Engineer, and Bill Radzwill, Attorney, were present. The Hearing was called to order by Acting Mayor Douglas Lindenfelser. Engineer Larry Koshak then addressed the Hearing and reviewed the Feasibility Study on the proposed upgrading and bituminous surfacing of 89TH Street and Parell Avenue in Barthel Acres. Estimated total cost of the project is $43,810.00 for a nine ton (9) design with a thirty-two (32) wide subgrade and a twenty-four (24) foot wide bituminous top three (3) inches thick. The existing road bed would be cut down and the material used to widen the road. The road bed would be built back up to it's present height with base gravel and the bituminous top. The existing twelve (12) inch culvert under the road would be replaced with a fifteen (15) inch culvert. Driveway culverts would not be disturbed. Cost breakdown of the project is as follows: BITUMINOUS SURFACE AGGREGATE BASE GRADING (topsoil stripping, respreading, common esc. & subgrade preparation) CULVERT RESTORATION (SEED & MULCH) 17,700.00 9,000.00 $ 5,000.00 800.00 $ 1,200.00 ESTIMATED CONSTRUCTION COST...$ 33,700.00 CONTINGENCIES, ENGINEERING, ADMINISTRATION $ 10,110.00 TOTAL PROJECT COST $ 43,810.00 There are eleven (11) benefitting properties and the fully assessed cost per unit would be $3,982.73 with an annual cost of $620.51 per unit for ten (10) years based on nine percent (9%) interest. Floyd Roden advised the residents that if each lot was assessed, two thousand five hundred dollars ($2,500.00) with the city paying the rest of the project cost, their annual cost would be about three hundred and seventy two dollars ($372.00) per lot. Larry Koshak suggested combining this project with others and bonding at one time for all the projects being considered. Parell Avenue and 89TH Street do not qualify as an MSA Street Project because it is not classified as a collector street. STATE OF MN, CO OF WRIGHT, CITY OF OTSEGO. PUBLIC HEARING ON UPGRADING 89TH ST & PARELL IN BARTHEL ACRES 1-10-91 -PAGE 2 - Laverna Noll said the residents were concerned about future development of the LeFebvre property just South of Barthel Acres and how this would affect the streets in Barthel Acres. The Council advised them there were no plans to connect the streets in Barthel Acres to the proposed streets in the LeFebvre property. The residents were requested to be present at Monday night's Council Meeting (January 14, 1991) to give their opinion on whet:her they were in favor of proceeding with the project based on a $2,500.00 per lot assessment.
