COUNTY OF WRIGHT Otsego met this 28TH day of
CITY OF OTSEGO January, 1991 at 7:30PM. Mayor
Norman F Freske, Council Members.
Douglas Lindenfelser, Floyd Roden, Larry Fournier and Ron
Black, Clerk Jerome Perrault, Treasurer Jim Barthel, Deputy
Clerk Elaine Beatty, Secretary Judy Hudson, Engineer Larry
Koshak, Attorney Andy MacArthur and Scott Richards from
Northwest Associated Consultants were present.
The meeting was called to order by Mayor Norman F
Freske.
Motion by Ron Black to approve the minutes of the
January 14, 1991 City Council Meeting. Seconded by Douglas
Liridenfelser, all Council Members voted in favor of the
motion.
Motion by Larry Fournier to approve the minutes of the
continuation of the Public Hearing on the Barthel Acres
Street Improvement Project held on January 10, 1991.
Seconded by. Floyd Roden, all Council° Members voted in favor
of the motion.
Scott Richards appeared before the Council regarding
Jones Intercable's Tower at the juction of County #37 and
County #122. They would like to subdivide the lot and own
the land where the tower sits instead of leasing it as they
do now. They are requesting a lot size of about 1.95 acres
in an agricultural area with a 40 acre minimum lot size. The
Otsego Planning Commission were of the opinion Jones
Intercable should wait until the Otsego. Zoning. Ordinance is
in place before submitting their application and the Council
agreed with their opinion.
Arnell Backman has approached the Otsego Planning
Commission and indicated he is interested in establishing a
produce market location for selling garden produce and is
interested in having the young people in the area involved in
growing and selling produce. He is interested in using City
land near the City Hall to locate the marketbut the Council
did not feel this would be a suitable location.
Larry Koshak appeared before the-Council regarding the
service roads along Highway #101. He saidhe had met with
Ralph Lavendure who owns parcel 214-000-35220 which abutts
County #122 and through which the service road will traverse.
He has plans to build a home on the site and was not aware of
the proposed service road. He was not in favor of the
service road thru his property and will keep in touch with
the City Council regarding this and Zoning issues. Larry
Koshak said he had also talked to Gil Darkenwald who owns
property that will use the service road to access County #122
and Highway #101. Mr Darkenwald is on vacation now and will
return about April 1st. According to MN/DOT the access road
will have to be built before Highway #101 construction begins
in 1994 and the construction of the service road will be the
responsibility of the City, including right-of-way
acquisition. MN/DOT will re-emburse the City up to ninety-

The service road East of Highway #101 and North of County #42
by the Benish property will become a City street and will
need a turn around at the end.
At this time (8:OOPM) the Public Hearing on the proposed
Moritorium on Off Premise Advertising Signs was called to
order by Mayor Norman Freske. Scott Richards commented that
the moratorium was designed to give the Council time to put
the Zoning Ordinance in place and have time to consider Off
Premise Advertising Signs. A Franklin Sign Co Representative
was present and asked if any applications had been received
for Off Premise Advertising Signs? The answer was no. He
requested to be kept informed of any action the Coucil takes
on this matter.
Motion by Larry Fournier to adopt an Ordinance
establishing a six month (6 Mo) Moratorium on the
Construction of Off Premise Advertising Signs. Seconded by
Douglas Lindenfelser, all Council Members voted in favor of
the motion.
Larry Koshak then addressed some City street maintenance
problems. First was a frost heave on Odell Avenue North of
83RD Street. He recommended idgging out the spot next
Summer, filling with granular material and putting a new
bituminous top on the area. Maintenance man Dave Chase
advised him he could do the excavating and regrading. A
bituminous contractor could be brought in to put the top on.
The second problem is an improper turn around area on
100TH ST that is inadequate for school buses and maintenance
equipment. It appears a cul-de-sac was provided for in the
plat but was not constructed to City standards. Larry Koshak
recommended that this cul-de-sac be re -constructed to City
standards. Another undersized cul-de-sac exists at the end
of Kahler Ave South of Co #39. He recommended acquring
additional right-of-way and also constructing this cul-de-sac
to City standards.
Larry Koshak then displayed profile and cross-sections
of the proposed upgrading and bituminous surfacing of Packard
Avenue between 60TH and 70TH Streets. He is proposing to cut
the hill down eight feet (8') and use the material to widen
the road. This will improve site distance, but will require
purchase of additional right-of-way to get the proper slopes
and possible additional slope easements in some other spots.
The road will be built with the center line according to the
description of Taylor Land Surveyors.
Regarding Storm Water Management, Larry Koshak said Bill
Radzwill is considering approaching the State Legislaure
(because we are a new City) for Grants to develop a Storm
Water Management Plan. Estimated costs of a Storm Water

Larry Koshak advised the Council that he feels Otsego
will need to develop a Storm Water Management Plan and do a
Hydrogeologic study to deal with the enviromental conditions
in the developed areas. Many of the developments occured
with little or no planning for stormwater runoff and
temporary flooding exists in some areas after storms which
can affect on-site sewer systems and even wells.
Regarding MSA Funds, he said it looks like Otsego will
be getting about $370,000.00 per year. The Council will need
to develop a five year (5) capital improvement program to
utilize these funds.
Larry Koshak also said he would need authorization to
proceed with obtaining a Joint Power Agreement with the City
of Elk River.
Motion by Ron Black to authorize the City Attorney and
City Engineer to proceed with negotiations to develop a Joint
Powers Agreement with the City of Elk River. Seconded by
Douglas Lindenfelser, all Council Members voted in favor of
the motion.
Gerard Zachman was present at the meeting and advised
the Council that Frankfort Township is considering approving
a development on the Wilfred Lindenfelser farm just South of
the Otsego/Frankfort boundary and he is concerned about
problems from water draining from that development into
Otsego and his farm. He thinks water from that development
should be directed into a fourteen inch (14") existing tile
line that drains into Foster Lake. Also he doesn't think the
planned ponding areas in the development are adequate.
Motion by Floyd Roden to request Larry Koshak to obtain
more information on the proposed plat development of the Lenz
property and it's drainage plan from Frankfort's Engineer

Pete Raatikka. Seconded by Larry Fournier, all Council
Members voted in favor of the motion.
Attorney Andy MacArthur presented the Council with an
Ordinance he has prepared to require display of residential
addresses and regulating the location, size and type of such
display.
Motion by Ron Black to adopt the Ordinance requiring
display of residential addresses. Seconded by Larry
Fournier, Ron Black, Larry Fournier and Floyd Roden voted in
favor of the motion, Norman F Freske and Douglas Lindenfelser
voted against the motion, the motion was declared passed by a
3 to 2 vote. A complete copy of the Ordinance is attached to
these minutes.
Andy McArthur also presented the Council with a proposed
Ordinance granting Wright -Hennepin Co-op Electric Assn.
permission to construct, operate, repair and maintain in the
City of Otsego, an electric distribution system and
transmission lines, including necessary poles, fixtures and
appurtenances necessary for the furnishing of electric energy
to the City of Otsego and it's inhabitants and to use the
public ways and public grounds of said City for such
purposes.
Ron Black suggested having Larry Koshak review the
proposed Ordinance and also said the City should specify this
is not an exclusive franchise. Similar Ordinances would be
needed with every Utility operating within the City of
Otsego. Andy Mac Arthur said we would need another Ordinance
establishing administration of the Ordinance and fees for
such administration.
Motion by Floyd Roden to table adoption of the Ordinance
with Wright -Hennepin Co-op Elec Assn until further study.
Seconded by Doug Lindenfelser, all Council Members voted in
favor of the motion.
Andy MacArthur has prepared a petition to present to the
DNR requesting review of the Wild and Scenic River Area in
the City of Otsego. The petition cites examples of excluded
areas in the City and of inconsistencies in the Wild and
Scenic area as it now exists.
Motion by Douglas Lindenfelser to request the DNR (by
Petition submitted by Bill Radzwill) to re-evaluate the Wild
and Scenic River Area within the City of Otsego. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
Regarding "Clean Up Day" scheduled for May 4, 1991, the
Council requested Elaine Beatty to get some cost figures on
the charges for trucks and garbage haulers needed for that
day and also on their availability.
The Council interviewed four (4) applicants for the
position on the Otsego Planning Commission prior to the
Council Meeting, Steve Glatzel, Mark Wallace, Gerald Mossack
and Vern Heidner. The Council proceeded to vote by ballot
for their choice for the Planning Commission position.

Mark Wallace received three (3) votes
Steve Glatzel received two (2) votes
Motion by Ron Black to appoint Mark Wallace to a four
year term on the Otsego Planning Commission, seconded by
Larry Fournier, all Council Members voted in favor of the
motion.
Ron Black asked the Council if they would be interested
in meeting with the Elk River School Board regarding site
location and land purchase for the proposed new school to be
located in Otsego. The Council advised him they would and he
agreed to pursue arranging the meeting.
The Council tentatively scheduled February 7, 1991, at
3:00 PM as the date of a Workshop Meeting subject to the
availability of all invited to attend.
Proceeding as a Board of Audit, the Council audited and
approved Verified Accounts Nos. 67 to 96 inclusive.
On motion the meeting adjourned.
