COUNTY OF WRIGHT of Otsego and the City Council of
CITY OF OTSEGO Albertville was held this 29 day of
April 1991, at the Otsego City Hall.
Norman Freske, Mayor, Doug Lindenfelser, Floyd Roden and
Larry Fournier, Council Members, Jerome Perrault, Clerk,
Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Larry
Koshak, Engineer, Bob Kirmis, Planner and Bill Radzwill,
Attorney, were present from Otsego.
Jim Walsh, Mayor, Donatius Vetsch, Duane Berning and
Mark Barthel, Council Members, Linda Houghton, City Clerk and
Thore Meyer, Engineer, were present from Albertville. Bill
Radzwill is also Attorney for the City of Albertville.
The meeting was called to order by Mayor Norman Freske.
Mayor Jim Walsh said he felt there was many things the
two Cities could do together such as mutual agreements and
combined purchasing power. He would like cooperation from
Otsego in approaching MnDot to improve the 1-94 Co. 19
Interchange. Thore Meyer has prepared a design map which
would make it a 3/4 interchange by adding an exit ramp to
Co. 19 off the West bound lane of 1-94. An entrance ramp to
East bound 1-94 from Co. 19 will not be requested partly
because of lack of space and because it would not be much
improvement over using Co. 37 from Co. 19 to the East bound
entrance ramp at the 1-94 Co. 37 interchange. Thore Meyer
said a meeting has been set with MnDot in Brainerd on May 7,
1991 at 1:00 PM to discuss the interchange and would like
some representatives from the Otsego Council to also attend
the meeting. Mr. Walsh commented that Albertville is
interested in attracting Commercial and Light Industrial
Developement to improve their tax base and improving the
interchange could be helpful for this. Developers and
Albertville businesses have indicated an interest in
financially contributing towards the improved interchange but
no committments have been made as yet. Mr. Walsh said he
did not think we should get our State Legislators involved
as yet but Bill Radzwill commented that we should get the
Wright Co. Engineer involved.
Bill Radzwill also informed the two Councils that the
owners of the farm between the two lakes on the North side of
Albertville have indicated an interest in residential
developement of the land but have not pursued it as yet.
The Otsego maintenance men have been grading the
Albertville streets by the Disposal Plant and Hackenmueller's
store and the Albertville Council said they would like to
have them graded as often as they grade the Otsego streets in
the area. Dave Chase and Duane Fiedler said they grade once
a week and spend about 35 minutes each time on Albertville
streets. The hourly rate for the motor grader is $75.00
Albertville is providing Fire Dept. service to a portion
of Otsego but a formal Contract has not been in place since
1988 and the Otsego Council said they felt a contract should
be drawn up. Otsego uses a per-unit assessment to pay the
Fire Protection Contract dues. However,Norman Freske said the

per unit assessment should not be used to calculate the Fire
Contract Dues but instead should be based on a percentage of
the time the Fire Dept. spends on fires in Otsego as compared
to their total fire calls and this percentage applied to
their total Fire Dept. budget. Jim Walsh said for future
planning it might be beneficial to form a Fire District and
have a Fire Board with representatives from both communities
on the Board, also Frankfort Township as Albertville also
provides Fire Dept. service for part of Frankfort Township.
Mr. Walsh also said Albertville is also considering building
a new Fire Hall in the future. Bill Radzwill commented that
we should approach the County in regard to getting rescue
equipment for the Fire Dept.
Bill Radzwill said there is nothing in the law to
prevent Albertville from extending water and sewer lines
beyond their City limits in the event commercial development
would occur in Otsego adjacent to the border between the two
Cities. Thore Meyer commented that the Albertville Disposal
Plant was designed with capabilities for expansion.
Regarding the 1-94 area water problem, Thore Meyer said
an application has been made to MnDot for a cost share
agreement between Albertville, Frankfort Township and MnDot
to drain the area. A small portion of Otsego is involved,
about 40 acres, which at the present time is a tree farm.
Larry Koshak said another area of concern is the
watershed which starts by the lakes in Albertville and runs
through Otsego to the Mississippi River. There is a ditch
through the area to the river and Doug Lindenfelser commented
that the ditch needs cleaning in some areas as it is causing
problems for farmers along the ditch. Albertville depends on
this ditch when it drains its evaporation ponds. Jim Walsh
said that Albertville would share information with Otsego
regarding any development that would affect this watershed.
Larry Fournier commented that cooperation between the
two Cities is a good idea and should be pursued.
On motion the meeting adjourned.

WHEREAS: The annual sale of Buddy Poppies by the Veterans of Foreign Wars of the United
States has been officially recognized and endorsed by governmental leaders since 1922; and
WHEREAS: V F W Buddy Poppies are assembled by disabled veterans, and the proceeds of
this worthy fund-raising campaign are used exclusively for the benefit of disabled and needy veterans,
and the widows and orphans of deceased veterans, and
WHEREAS: The basic purpose of the annual sale of Buddy Poppies by the Veterans of Foreign
Wars is eloquently reflected in the desire to "Honor the Dead by Helping the Living"; therefore
Norman F Freske , Mayor of the city of
Otsego do hereby urge the citizens of this community to
recognize the merits of this cause by contributing generously to its support through the purchase of
Buddy Poppies on the day set aside for the distribution of these symbols of appreciation for the
sacrifices of our honored dead.
I urge all patriotic citizens to wear a Buddy Poppy as mute evidence of our gratitude to the men
of this country who have risked thier lives in defense of the freedoms which we continue to enjoy
