Fournier, Floyd Roden and Doug Lindenfelser, Council Members,
Jerome Perrault, Clerk, Elaine Beatty, Deputy Clerk, Judy
Hudson, Secretary, Andrew Merges, Assessor and Randy
DesMarias, Deputy County Assessor, were present.
The Board of Review was called to order by Mayor Norman
F Freske.
Wayne Thell, appeared to complain that his property
value increased by 1295. He felt this was too high because of
all the mobile homes in his neighborhood which holds the
value down. The value was raised from $78,600.00 to
$82,300.00. He lives on PID 118-500-333209 in Section 33,
Range 23. His banker has appraised it at $72,000.00. Andrew
Merges said the value was raised because of an overall rate
increase. His home is not in a mobile home subdivision.
Motion by Floyd Roden to grant him a 5% decrease in the
value of his buildings. Seconded by Ron Black, all Council
Members voted in favor of the motion.
Christian Bame, who lives at PID 118-121-007020, 10500
Kadler Avenue, Lot 2, Bock 7, Island View Estates, complained
that his taxes were too high compared to his neighbors. Two
thirds of his property is flood plain. He owns Lots 1 and 2,
but Lot 1 is not a buildable lot. He has 600 feet of river
frontage. His house and Lot 2 are valued at $134,200.00 and
the house is classified a D-8 because part is a 2 story home.
Lot 1, is valued at $11,000.00. (PID - 118-121-007020).
Andrew Merges said the valation was comparable to others in
the neighborhood.
Motion by Doug Lindenfelser to have Andrew Merges re-
check Mr Bames lots for valuation because of the flood plain
area. Seconded by Ron Black, all Council Members voted in
favor of the motion.
Nancy Olson, who lives at 14526 89TH Street, Lot 1,
Block 4, Halls Addition, (PID 118-018-004010) complained that
her valuation was too high at $81,000.00. Andrew Merges
explained that her valuation was raised because of the
addition which alone is valued at $24,000.00. Her valuation
was raised form $57,000.00 to $81,000.00. Andrew Merges said
that the house valuation was comparable to others and no
changes were made.
Robert Hanson, 8101 Oakwood Avenue, Lot 14, Block 2
Vasseurs 3RD Addition, (PID 118-034-002140) appeared to say
that his mobile home was in poor condition and valued at
$23,600.00. Andrew Merges said his valuation had been
decreased from $30,000.00 as of last year. He was encouraged
to apply for disability credit.
Brad Cotton, who ownes Lot 10, Block 2, Missisippi
Parkwood, complained tht his valuation was too high at
$112,800.00. His lot is valued at $30,000.00 and has a
cement driveway and the house is valued at $82,800.00.
Andrew Merges said the valuation was comparable to others and

No changes were made.
Galen Johnson, who lives at 8932 O'Dell Ave (PID 118-
018-002010) and whose property is valued at $66,600.00
inquired about his valuation. Andrew Merges explained that
the lot was valued at $15,000.00 and the house at $51,600.00.
He had no further questions.
Charles Reichert, who lives on Lot 3, Block 4, Halls
Addition (PID -118-018-004030) and whose property is valued at
$72,900.00, said that his home was damaged by the high water
table in Halls Addition and is now torn up some and being
repaired. The house is valued at $57,000.00 and the basement
has no additional valuation.
Motion by Doug Lindenfelser to have the Assessor re-
check his home. Seconded by Floyd Roden. All Council
Members voted in favor of the motion.
Michael Giza, who lives at 7848 O'Dean Avenue, (PID -118-
123-001010) appeared to complain that his valuation had
increased too much. It is valued at $82,800.00. Andrew
Merges said part of the increase in valuation was because of
a finished basement being added for an increase of $6,400.00
and a foyer was added for another $800.00 increase. The
valuation was comparable and no changes were made. He was
advised that he could appeal at the County level if he
wished.
Craig Ohlman, of 14464 - 87TH Street (PID -118-031-
002090) Lot 9, Block 2, Vasseurs, asked how his valuation was
figured on his double wide mobile home. Andrew Merges said
the lot was valued at $15,000.00 and the home at $38,500.00
for a total of $53,500.00. Andrew did check the Assessor's
Book and found an error in figuring the basement value. The
basement was valued $5,280.00 too high. Motion by Larry
Fournier to reduce the valuation by $5,280.00 and also to
check the age of the home as it could be older than indicated
in the Assessor's Book. Seconded by Floyd Roden, All Council
Members voted in favor of the motion.
Lynn Anderson who owns Lot 5, Block 2, Beaudry's
Addition and is valued at $10,000.00 complained that the
taxes on the lot had increased 375%. Randy DesMarias
explained that a lot of the increase was due to it being
changed to a non -homestead classification and no changes were
made.
Archie Lindenfelser, of Route 2, Box 172, Monticello
(PID -118-800-172200) appeared before the Board of Review to
ask what the old house on his farm was valued at. Andrew
Merges explained that it was valued at $18,000.00. Mr
Lindenfelser said the taxes on the old house are over $800.00
and it takes three months (3mos.) rent to pay the taxes. He
was considering tearing the old house down. A garage on the
farm is included in the same assessment as the old house,
but is used for general farm use.

Motion by Ron Black to remove the garage from the same
assessment as the house and place it with the farm buildings.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.
Michelle Laverenz, of Pattern Station, Inc, appeared to
inquire about valuation increases on part of Lot 2 and Lot A,
(PID 118-800-132301) and (PID 118-800-141404 and (PID -118-
800-141401. Randy DesMarias explained that the increases
were due to any overall increase in property values.
Motion by Larry Fournier to decrease the valuation of
Craig Ahlman's home an additional 4% because of the age being
older than indicated in the Assessors Book. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
James LeFebvre, of 15233 NE 70TH ST, appeared to
complain that land values had increased too much for farm
land. Randy DesMarias explained that farm land values had
increased 159 in Wright County to meet State guide lines, and
they could not change it. He was advised that he could
appear at the County Board of Review to register his
objection to farm land values.
Thomas Constant, of 13776 85TH St appeared to complain
that the poor condition of some of the lots in Vasseurs 3RD
and 4TH Additions is de -valuing his home and others near him.
One lot in particular is that of Sally Gulbrandson's of 8476
Oakwood Avenue NE and she has been notified to clean up her
lot. The Council advised Tom Constant that he could contact
the County Attorney to see if he could get action on the
matter.
A letter was received from Colleen and Carol Hecklinger
complaining that their property was valued too hight at
$82,900.00 and the appraised value was only $68,370.00.
Their property is Lot 2, Block 1, Great River Acres 3RD
Addition. Andrew Merges said the valuation was comparable to
others and no changes were made.
Terry Ruschmeir, of 8439 Packard Avenue Lot 2, Block 2,
Vasseur's 1ST Addition had called the City Hall to complain
that her taxes were too high. Andrew Merges checked his
valuations and they had not been raised so no changes were
made.
Fred Bame, the developer of Island View Estates, had
complained to Andrew Merges that the bare lots in his
development were valued too high. Andrew Merges and Randy
DesMarias agreed to re -check the lots.
Motion by Larry Fournier to request Andrew Merges and
Randy DesMarias to recheck the lot valuations in Island View
Estates. Seconded by Ron Black, all Council Members voted in
favor of the motion.
