CITY OF OTSEGO on the proposed street improvement
of Nashua Ave from Co 39 to 83RD
Street and 85TH ST from Nashua Ave 750 Ft East. Norman F.
Freske, Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier
and Ron Black, Council Members, Jerome Perrault, Clerk,
Elaine Beatty, Deputy Clerk, Judy Hudson, Secretary, Larry
Koshak, Engineer and Bill Radzwill, Attorney, were present.
The Hearing was called to order by Mayor Norman F
Freske.
Engineer Larry Koshak addressed the Hearing which was
called to discuss the pre-construction and bituminous
surfacing of Nashua Ave from Co 39 to 83RD ST and 85TH ST
from Nahua Ave East 750 Ft Mr Koshak said a feasibility study
on the reconstruction of Nashua Ave was done in 1989
according to Township standards and he has revised and
updated the feasibility study to MSA standards as this is the
first MSA project the City of Otsego is proposing. The
current policy is to assess a portion of the cost of the
project to abutting land owners and as this is an MSA
project, the assessment money will go into a fund to help
improve streets not MSA funded. Mr Koshak said he is
proposing a curb and gutter design on 750 ft of 85TH ST. An
80 ft right-of-way for Nashua Ave with a 24 Ft wide
bituminous mat, 6 ft shoulders and a 36 ft wide sub-grade.
This will require the purchase of an additional 14 ft of
right-of-way which he is proposing to purchase along the West
side of Nahua. He is also proposing to straighten Nashua Ave
as it approaches Co 39 which will improve the site distances
and make it a safer intersection. Old Nashua Ave will be a
Cul-de-sac in the re-•alignment area to connect it to the new
segment of Nashua Ave. The re-alignment of Nashua Ave will
require the purchase of Additional right-of-way from John
Anderson and Kevin Cook. Along 85TH St, Mr Koshak said 1200
ft of storm drain could be installed to drain into the low
area on the West side of Nashua. This could be done as part
of this project or delayed until the rest of 85TH ST is
reconstructed. The hill on 85TH ST as it approaches Nashua
Ave will be cut down to make it a safer intersection. The
cost figures on the project are as follows:

Larry Koshak said that right-of-way will be purchased as
far as 77TH ST for future use. A new segment of Nashua Ave
could be built as far as 70TH ST and even CO 37 in the future
if development warrants it.
The optional 1200 Ft of storm sewer along 85TH ST would
cost as follows:

The cost of the Cul-de-sac to connect the residents on
the abandoned section of Nashua Ave to the new section of
Nashua Ave following the realignment with Co 39 is as
follows:
ALTERNATIVE 1 (Cul--de-sac at the Northern most
residence and follow old Nashua Ave South to intersect the
new Nashua Ave).
$10,625.00 for a graveled surface street.
ALTERNATIVE 2 (Cul-de-sac at the most. Southerly
residence and follow old Nashua Ave to the most Northerly
residence, then build a new segment East to intersect the new
Nashua Ave).
$16,125.00 for a gravel surfaced street.
This alternative would require the purchase of
additional right-of-way for the East segment.
The total cost of the project including the cul-de-sac
access road and optional storm sewer is as follows:

Mr Koshak said that he is proposing an assessment of
$2,500.00 per unit and projecting a 9% interest rate for a 10
year period, the annual cost of the assessment per unit would
be $389.51. The assessment per unit would be $389.51. The
assessment would bring in $50,000.00 using the Alternative 1
access road and $52,500.00 using the Alternative 2 access
road. The balance of the project would be City and MSA
funded. Mr Koshak said the plans are to receive the bids and
award the project by this November, have a signed contract
with the contractor by December, receive up to 95% of the MSA
funds in December, and start construction in May, 1992.

be used by the City when acquiring easements and also by the
residents if they desire the opinion of another appraiser.
Larry Koshak said that Nashua Ave does not follow the
1/4 line very accurately. Floyd Goenner commented that the
1/4 line marker is 20 ft East of Nashua Ave by his residence.
Evelyn Koening was present and said the reason for that was
when Nashua Ave was re --built many years ago it would have
come too close to her father's (Math Lindenfelser) house so
he purchased 1-1/2 acres of land from Leo Kolles (who lived
where Floyd Goenner now lives) and the road which is now
Nashua Ave was moved further to the West. Mr Koshak said the
Council would need to meet with the property owners to decide
the location of Nashua Ave in that area.
Myrtle LuConnic asked what an assessment unit consists
of. Larry Koshak said it would be a residential lot or 40
acres of farm land. She would have 2 units.
Kim Peterson asked if the property were developed after
the assessment hearing, what would the assessment by? Larry
Koshak replied that under present policies the parcel would
be assessed according to it's status at the time of the
assessment hearing.
Floyd Goenner said that he had two units and would be
assessed for two.
The owner of Parcel No. 8, a corner lot at Nashua Ave
and 85TH ST, asked how she would be assessed. The answer was
for one unit.
Floyd Goenner asked if he would be assessed for four
units on his farm if Nashua Ave were built as far as 77TH ST
in the future. The answer was yes, but the assessment would
accrue during the time it was deferred. Floyd commented that
a lot of interest could accrue if it remained farm land
another 30 or 40 years. Bill Radzwill advised the interest
would only accrue for the 10 year assessment period.
Doug Lindenfelser asked that if the property owner did
not charge for the right-of-way, could the amount of the
right-of-way payment be applied to the assessment? Bill
Radzwill replied, no, the City has to go thru the purchase
process.
John Rahkola asked if right-of-way was going to be
acquired on just Nos. 21 and 1. (The re -alignment area) .
The answer was no, it would be acquired all along Nashua Ave,
Larry Fournier asked if a person had six or seven units
on the project, would there ever be a cap on the number of
assessments? Larry Koshak said no, however this situation
has never arisen.
John Anderson asked if the City only assessed for
blacktop roads. Mr Koshak said that in the past all
assessment projects have been blacktop roads.
John Anderson also asked why the residences on the cul -

are cutting off their access, we must provide them with
another access.
Les Luukkonen asked when they were going to decide on
the route of the cul-de-sac? Larry Koshak replied that the
Council would make that decision.
Mrs McGillvray asked why she was being assessed for
Nashua Ave. Mr Koshak replied that she was being assessed
for 85TH ST, not Nashua Ave.
LaVerne Constant said that she has lived on Nashua Ave
near 85TH St for 37 years and 85TH ST has never been a
problem for her.
Kevin Cook asked why the City is not putting in money on
the project besides thu MSA money.
Kevin Ramsey asked if the City is doing the Nashua Ave
project just to get MSA money or because it needs to be done?
The Council replied that Nashua Ave has been a difficult road
to maintain and needs repair.
Mrs Dean Peterson asked what would happen to her
driveway. Larry Koshak advised her it may need to be re-
located.
Les Luukkonen asked if he would be assessed as he lives
on the cul-de-sac. Larry Koshak told him he would not be
assessed unless the cul-de-sac was blacktopped.
Floyd Goenner asked what was going to be done with the
wetland on Parcel 13. Larry Koshak advised him that it was a
protected wetland and can't be changed.
Evelyn Koenig asked if they did not do the blacktop
project, and they at least going to repair Nashua Ave?
Kevin Cook asked if there would be speed limits on
Nashua Ave? The Council advised him the State Highway
Department regulates that and they would do a traffic study
before making a decision,
Jeanette Carron asked who was going to reseed the right-
of-way. Larry Koshak told her it was all part of the
project.
Dennis McAlpine asked if he would be treated the same as
Parcels 22 and 23 on the cul-de-sac? Larry Koshak advised
him that he would be assessed because Nashua Ave was his only
access, Parcels 22 & 23 would be assessed only if the cul--de-
sac was blacktopped.
Motion by Ron Black to adjourn the Public Hearing.
Seconded by Larry Fournier, all Council Members voted in
favor of the motion.

After adjournment of the Public Hearing on Nashua Ave,
Ave, the Council discussed the proposed tax levies for 1992
which must be certified to the Co Auditor by Sept 3, 1991.
The State Dept of Revenue has imposed a levy limitation of
$354,504.00 for 1992. Clerk Jerome Perrault advised the
Council that the total expenditures fro 1991 so far (from
January 1, thru August 8) are as follows:

The receipts do not include interest earnings to date on
the Certificates of Deposit Savings Account. So far this
year, $219,626.37 has been transferred from the C.D. Savings
Account to the checking account, and Clerk Jerome Perrault
advised the Council that we will need to transfer still more
money from the savings to the checking account before the end
of the year. The Clerk has prepared a chart showing the
breakdown of the expenses for the Administration (General
Acct) and the Street Dept (Road & Bridge Acct) for the years
1989, 1990 and the first 6 months of 1991. The Council will
study the chart, make their projections of the expenses for
the balance of this year and for the year 1992 and continue
the budget discussion at the Aug 26, 1991, Council Meeting.
