COUNTY OF WRIGHT Council of the City of Otsego
CITY OF OTSEGO was held this 5TH day of September
1991 at 7:30 PM at the Law Office of
Council Member Ron Black in Elk River. Norman F Freske,
Mayor, Douro Lindenfelser, Floyd Roden, Larry Fournier and Ron
Black, Council Members, Jerome Perrault, Clerk, James
Barthel, Treasurer and Elaine Beatty, Deputy Clerk were
present.
The meeting was called to order by Mayor Norman F
Freske , The purpose of the rneeting was to discuss the Budget
for 1992 and set the tax levy for 1992 which has to be
submitted to the County Auditor by September 6, 1991
(tomorrow AM) . The State Department of Revenue has set a
levy limitation of $354,504.00 for 1992 for the City of
Otsego. This does not include local government aid from the
State which is projected at $32,000.00 for 1992, however, the
City stands to loose $21,000.00 of that unless Senator Betty
Adkins is successful in introducing legislation to forgive
the excess levy penalty for 1991. Using the chart prepared
by Jerome Perrault, which shows a breakdown of the expenses
for Administration and Road and Bridge purposes for 1989,
1990, and the first six months of 1991, Ron Black prepares
an estimate for 1992 which indicated expenses in excess of
$530,000. Because the Comprehensive Plan will be completed
this year and Hearing and Sub -Division Fees will help Pay the
Planner Fees, the expense of the Planner could be
considerably less in 1992 than in 1991.
Because the Packard Avenue Bond Issue for this year is
75 City funded and the 1985 Bond Issue for Page Avenue ana
1982 Bond Issue for Kadler Ave, 80TH ST and 85TH ST are
mostly City Funded, Clerk Jerome Perrault consulted with
Attorney Bill Radzwill about the possibility of a Special
Levy for Bonded Indebtedness. Mr Radzwill advised him this
could be done. Using this and the Levy Limitation as a
guideline the Council set the 1992 Tax Levy as follows:
REVENUE FUND (GENERAL) $200,000.00
ROAD AND BRIDGE $154,504.00
SPECIAL LEVY FOR BONDED DEBT $ 70 ,000 .00
TOTAL $424,504.00
The City is also required to hold Truth in Taxation
Hearings in either November or December of this year. The
Council decided to submit the dates of November 13th at
7:00 PM (With a second Hearing, if necessary, on November 21
1991) to the County Auditor for her approval. If the
November I3TH date for the First Hearing is not approved,
then the November 2157 Date will be submitted for the first
Hearing and a second Hearing date chosen within two weeks of
the November 21, 1991 Hearing date.
