11-06-1991 Special Work Session MinutesSTATE OF MN COUNTY OF WRIGHT CITY OF OTSEGO Doug Lindenfelser, Floyd Council Members, Jerome The City Council of the City of Otsego held a Special Work Session Meeting this 6 day of November, 1991 at 3:30 PM. Norman Freske, Mayor, Roden, Larry Fournier and Ron Black Perrault, Clerk, Elaine Beatty, Deputy Clerk, Larry Koshak, Engineer, Bill Radzwill, Attorney, Bob Kirmis, Planner, and Stanley Ellison, an Associate of Bill Radzwill were present. The meeting was called to order by Mayor Norman Freske. The first item of discussion was the Sewer Ordinance that is being prepared by Attorney Bill Radzwill. Norman Freske commented that the chances of buying sewer capacity from the City of Elk River does not look too promising at this time according to comments he has received from Mayor Tralle of Elk River although no meetings have been held recently with the Elk River Council. There is always the possibility that the PCA could step in and require Elk River and Otsego to cooperate. Larry Koshak recommended that the Otsego Sewer Ordinance be adopted under MN Rules Chapter 7080 as all Sewer Installers are licensed under 7080. Bill Radzwill replied that in the Sewer Ordinance he has prepared all the provision of MN Rules, Chapter 7080, are adopted by reference. Chapter 7080 is such a conglomerate and has been amended so many times that it is difficult to understand and administer. In the Sewer Ordinance he has prepared, each item is addressed in separate sections to make it easier to read and administer. Larry Koshak said Chapter 7080 is standard all over the State. When PCA modifies 7080, it would be easier to modify our Ordinance if it follows 7080. Stanley Ellison reviewed some of the items addressed in the proposed Sewage Disposal Ordinance. Holding tanks are prohibited, alternative systems must be reviewed and approved by the City Engineer. On site systems must be large enough to serve the planned size of the dwelling. Location of the drainfield is spelled out as to how far it must be from wells, lot line, buildings, marshes and wetlands, drainage ditches, rivers, and field tile lines. All systems must be installed by a licensed installer, site plan must accompany the application for a permit to install a system. The site plan must be prepared by an engineer or surveyor and be reviewed and approved by the City Building Inspector. Commercial, industrial and group systems site plans must be reviewed and approved by the City Engineer. Bill Radzwill recommended that Installers be required to provide a $25,000 Letter of Credit in order to operate in the City of Otsego. If an installer is certified by the State, the City is required to give them a license to operate in the City. The license fee for installers was set at $25.00. annually. The Ordinance also provides for the licensing of pumper - haulers and the regulations they operate under. The City OTSEGO SPECIAL CITY COUNCIL MEETING OF NOVEMBER 6, 1991. PAGE 2 will need to decide how often existing systems will be required to be pumped. The suggested interval was every two years, State law is every 3 years. Larry Koshak then brought up the subject of MSA Street Funding. The 1991 allotment was a total of $357,193 of which $12,795 was for maintenance and $344,398 was for construction The total allotment for 1992 will be $332,610. If the same amount was allocated for maintenance in 1992 ($12,795) this would leave $319,815 for construction in 1992. The total for construction for the 2 years would be $664,213. The 1991 construction project of Nashua Ave is estimated at $450,000 and the proposed 1992 construction project of 85th St. from Page Ave. to Co. 42 would cost an estimated $275,000 or about $60,787 more than the construction funds available. This does not take into account funds that could be raised by assessments. The Council indicated they were considering an increase to 25% for maintenance for 1992 ($83,152) with the intention of using the funds to purchase a new truck. This would reduce the construction fund to $249,458 for 1992 and increase the construction fund deficiency on the 2 projects to $131,144. Larry Koshak also advised the Council that MSA funds could be used for street lights on streets not included in the MSA designated streets. The funds could also be used to extend the sidewalk along Co. 42. Floyd Roden commented that the Co. 39 - Co 19 intersection needed a street light. Larry Fournier asked if there was any criteria to determine when a street light should be installed and Mr. Koshak replied that there was none at present. Larry Koshak also had a list of small projects that need to be considered in 1992. On Odell Ave, between 83rd and 84th Streets, the sub - grade needs to be dug out and filled with a heavier section to reduce frost heaving, and then re -paved. The hill is too sharp and the street too narrow, on Ogren Ave. between 81st Street and the North plat line of Hidden Valley. This area needs to be regraded, also the drainage in the area needs to be corrected. Also the bridge on Kadler Ave. between 70th and 80th Streets needs to be replaced as it is too narrow and has no guard rails. He recommended replacing the bridge with a 54" low profile culvert. Also the cul-de-sac on 101 St. in Island View and on Kahler Ave South of CO. 39 need to be re -constructed. Kahler Ave, needs a full -standard cul-de-sac as it is a turn -around for school buses. PAGE 3 Also on Odean Ave. at the intersection of 85th St., the culvert needs to be replaced with a new one and lowered some to improve drainage in Vasseurs Oak Grove Plat. Larry Koshak also advised the Council that a lot of the drainage problems in the City are caused by plugged culverts and the City needs some equipment to clean culverts. He said a fire truck with a high pressure hose works well. He also said that City needs to establish residential driveway standards as to width, culvert size and whether to require aprons. He recommended driveways with a 24 ft top, a minimum of gravel surfacing, a minimum of a 15" culvert 30 ft. long, and culvert aprons. Another item to consider is requiring lawn seeding or sod within a reasonable time after the home is built to prevent erosion and filling of the ditches. Larry Koshak also said that Park Construction is still liable for the maintenance of 70th St. and the City can bill them for snowplowing or grading on 70th St. On motion, the meeting adjourned. , NORMAN F.
