COUNTY OF WRIGHT establishment of Rural and Urban
CITY OF OTSEGO Taxing Districts within the City of
Otsego was held this 25 day of
November, 1991, at 7:00 PM. Norman Freske, Mayor, Doug
Lindenfelser, Floyd Roden, Larry Fournier and Ron Black,
Council Members, Jerome Perrault, Clerk, Elaine Beatty,
Deputy Clerk, Judy Hudson, Secretary, Dave Licht, Planner,
and Bill Radzwill, Attorney, were present.
The Hearing was called to order by Mayor Norman F.
Freske.
Attorney Bill Radzwill addressed the Hearing and said
that differences as to valuations and sales have not shown up
as yet between the Rural and Urban areas of the City.
Appraiser Malcolm Watson had been hired to do a study of this
and found no significant differences at this time.
Jim Lefebvre asked if land valuations can be different
from one side of the road to the other. Dave Licht said it
was possible if zoning, or potential zoning, was different.
A study has shown that public service was double in
Urban Areas as compared to Rural Areas.
When the State Municipal Commission issued their Order
establishing the City of Otsego, one of the requirements of
the Order was that Rural and Urban taxing Districts be
established.
Lee Silverness asked if the taxable valuations had been
determined as to what percentage was Rural and what
percentage was Urban. The answer was no.
Jim Lefebvre commented that he thought that platted land
and unplatted land should be valued differently. He was
concerned that farmers will be taxed out of business.
Motion by Ron Black to adjourn the Hearing. Seconded by
Larry Fournier, all Council Members voted in favor of the
motion.
