COUNTY OF WRIGHT Otsego held a Special Council
CITY OF OTSEGO Meeting this 13 day of December,
1991, at 2=00 PM. Norman Freske,
Mayor, Doug Lindenfelser, Floyd Roden, Larry Fournier, and
Ron Black, Council Members, Jerome Perrault, Clerk, Elaine
Beatty, Deputy Clerk, and Judy Hudson, Secretary, were
present.
The meeting was called to order by Mayor Norman F.
Freske.
The first item on the agenda was the implementation of
organized garbage collections and also whether the garbage
haulers are also willing to do the recycling. Polka Dot
Recycling, who was doing the recycling pickups in Otsego, has
gone out of business. Garbage haulers present at the meeting
were G.D. LaPlant, Greg Knoll, Corrow Sanitation and Peterson
Bros. Sanitation. The Council told the haulers they were
interested in implementing an organized garbage collection
system whereby the haulers would each be assigned a certain
area of the City instead of running up and down the same
streets. The garbage haulers all indicated they were willing
to participate in such a plan as other Cities in the area use
this system and it works satisfactorily. Organized
collection can be implemented either by Ordinance, franchise,
licensing or contract. The first step in the process is for
the Council to announce it's intent to establish an organized
collection system and hold a public hearing. The notice of
the publish hearing must be published and also a mailed
notice sent to all garbage haulers operating in the City. A
resolution of intent to adopt an organized collection must be
adopted following the public hearing. During the 90 day
period following the adoption of the resolution of intent to
adopt a system of organized collection, the City Council
works in cooperation with the garbage haulers to establish
the organized collection system. Garbage haulers will be
required to haul to the Wright Co. Compost Facility starting
in January.
The Council then asked the haulers if they would be
willing to do the recycling pickups and would they be willing
to start right a way instead of waiting for the organized
collection system to be implemented. The haulers agreed to
do the recycling and agreed to do the recycling pickups for
their regular customers starting Christmas week with the
exception of Corrow Sanitation who will start next week.
They agreed to notify their customers of the recycling pickup
dates.
The haulers also agreed to keep track of recycling
tonnage and household participation percentage as the City
needs these figures to qualify for Wright CO. incentive
payments. The haulers will not pick up cardboard, plastic
and batteries. After a meeting among themselves, the haulers
agreed to do the recycling for $1.25 per household per month.

hauling is implemented and the City will pay the hauler $1.25
per household per month as reported by the hauler.
Seconded by Ron Black, all Council Members voted in
favor of the motion.
After the organized collection system is implemented,
the garbage haulers will bill their customers for the
recycling along with their regular garbage pickup billings.
The next item on the agenda was a meeting with John
Anderson to discuss the purchase of his land for a new City
Hall site. His land is across CO. 39 from the City Hall and
will border the new proposed segment of Nashua Ave. as it
approaches Co. 39. The land is part of the old Otsego
Townsite plat and is laid out in blocks and lots but has been
used for farm land. He said he has 18.3 acres but would like
to keep one block for the home site, about 2 1/2 acres. The
new segment of Nashua Ave. will take approximately 2 1/4
acres of his land. In the new Comprehensive Plan, the land
is zoned 1 lot per 10 acres, however Mr. Anderson said he
felt that in the near future he would be able to develop the
land in 1 acre lots. The Council advised him that because
the land has not been surveyed, they would prefer to purchase
the land on a per acre basis for whatever acreage it surveys
out to be. Mr. Anderson replied that while he had been
considering a flat price for the land, he would take their
suggestion under consideration and advise the Council of his
decision. The next item on the agenda was to discuss with
Dave Chase the bid specs for the new tandem dump truck
equipped with a new box, snow plow, wing and sander which the
Council plans on purchasing. Mr. Chase said that the spec
sheet is complete to the best of his knowledge for the
equipment and accessories he needs and wants.
Motion by Doug Lindenfelser to advertise for for a
new tandem dump truck equipped with box, snow plow, wing and
sander, the bids to be received on or before 11 AM,
January 6, 1992.
On motion the meeting adjourned.
