COUNTY OF WRIGHT Otsego held a Special City Council
CITY OF OTSEGO Meeting this 30TH day of January,
1992 at 7:30PM. Norman F Freske,
Mayor, Doug Lindenfelser and Floyd Roden, Larry Fournier and
Ron Black, Council Members, Jerome Perrault, Clerk, Elaine
Beatty, Deputy Clerk/Zoning Adm., Dave Licht, Planner, Bill
Radzwill, Attorney, Bob McEachern, State Representative,
Steve Jankowski, City of Ramsey Ener., and Dave Johnson of
Haven Township were present.
The meeting was called to order by Mayor Norman F
Freske .
The purpose of the meeting was to discuss Wild and
Scenic Regulations along the Mississippi River from St Cloud
to Anoka. Dave Licht opened the discussion by saying that
the City of Otsego is having some difficulties with the DNR
concerning Wild and Scenic Regulations in the area on the
West side of Highway 101. Highway 101 is our main corridor
for future Commercial development in the City of Otsego and
the area on the West side of Hwy 101 should not be included
in the Wild and Scenic River area as it is not in sight of
the river and will have a four lane highway between it and
the river. The City had expressed concern to the DNR last
year about regulations in this area, but when the new
proposed Amendment to the Wild and Scenic Rules was *released
this January, this area is to be allowed only 30% lot
coverage with impervious material. Commercial lots need at
least 70% coverage to be economically feasible. In the Wild
and Scenic Area from Nashua Avenue to the West City line, the
Otsego Zoning Ordinance calls for 2-1/2 acre lots, a 1/2 acre
larger than the DNR regulations. In some of the other
communities along the river, the DNR has modified their
restrictions. When the DNR Wild and Scenic regulations were
put in effect in 1976, no surveying was done and the
boundaries are inconsistent. Steve Jankowski, of Ramsey,
said that so far they have not had any problems, but there is
a development going in this year that will have a problem
with DNR regulations. Dave Johnson, of Haven Township, also
said that the expects problems in the future. The City of
Anoka has reasonable Wild and Scenic boundaries, only 200
feet back from the river. When approached about boundary
changes, DNR employees have used delaying and stonewalling
tactics.
Bob McEachern suggested dealing directly with the DNR
Commissioner Rod Santo. He agreed to set up a meeting with
Mr Santo at his office in St Paul. He encouraged all the
City of Otsego officials to attend this meeting along with
the Planner and Attorney and to try to get as many as
possible of the other Communities along the river to send
representatives to this meeting.
Dave Licht commented that we should explain to the DNR
that the City of Otsego is willing to come up with drainage
plans to protect the river.
On motion the meeting adjourned.
