COUNTY OF WRIGHT Otsego met this 24 day of February,
CITY OF OTSEGO 1992, at 7:30 PM. Norman F. Freske,
Mayor, Doug Lindenfelser, Floyd
Roden, Larry Fournier and Ron Black, Council Members, Jerome
Perrault, Clerk, Elaine Beatty, Deputy Clerk/Zoning
Administrator, James Barthel, Treasurer, and Judy Hudson,
Secretary, were present.
The meeting was called to order by Mayor Norman F.
Freske.
Motion by Doug Lindenfelser to approve the Minutes of
the Feb. 10, 1992, Council Meeting. Seconded by Ron Black,
all Council Members voted in favor of the motion.
Lyle Lindenfelser and Merlin Valerius appeared before
the Board concerning a flooding problem that is occurring in
Praughts Addition across Cty. 37 from their farms. The ditch
that drains this area towards the lake to the East -South East
of the area is plugged and needs to be cleaned out. Donald
Cloud owns the lot that the ditch is located on. The Council
advised Mr. Lindenfelser and Mr. Valerius that this was a
private matter and urged them to negotiate with Mr. Cloud to
get the ditch cleaned out.
A letter was received from Minnegasco requesting that
the City Staff to supply them with lists of the recent
building permit applications and the person to contact
regarding the applications.
Motion by Ron Black to refer the Minnegasco letter to
Building Inspector Jerry Olson for further investigation.
Seconded by Doug Lindenfelser, all Council Members voted in
favor of the motion.
Motion by Ron Black to approve the 1992 Fire Dept.
Protection Contract with the City of Elk River. Seconded by
Floyd Roden, all Council Members voted in favor of the
motion.
Motion by Ron Black to authorize Elaine Beatty, Jerome
Perrault and James Barthel to attend the Municipal Clerks and
Finance Officer's Annual Conference at the Sunwood Inn in St.
Cloud on March 18, 19 and 20, 1992. Seconded by Larry
Fournier, all Council Members voted in favor of the motion.
Motion by Ron Black that Otsego join the Municipal Clerk
and Finance Officers Association. Seconded by Larry
Fournier, all Council Members voted in favor of the motion.
Motion by Larry Fournier to table action on Street
lighting and the Economic Development Commission until the
next Council Meeting. Seconded by Doug Lindenfelser, all
Council Members voted in favor of the motion.
Motion by Floyd Roden to adopt the attached Resolution
which in effect places the 198 lots of the Riverbend Mobile
Home Park on the fire assessment tax roll. Second by Doug
Lindenfelser, all Council Members voted in favor of the
action.
The Council discussed the Clean Up Day planned for May
2, 1992. They requested Elaine Beatty to check with Dan
Greene regarding whether volunteer help on that day would be

covered by the City Liability Insurance Policy. The Council
discussed whether to charge the residents for the disposal
cost of items brought in on Clean Up Day or for the City to
absorb the cost.
Motion by Doug Lindenfelser to set the charges for Clean
Up Day as follows: $1.00 per car tire, $8.00 for the first
appliance and additional appliances t=ree per trip, other junk
will be -• 1 pickup load free per household. Seconded by Ron.
Black, all Council Members voted in favor of the motion.
Motion by Doug Lindenfelser to appoint one Planning
Commission Member to fill the unexpired term of Larry
Fournier and one alternate Member, the alternate to sit on
the Planning Commission in the absence of one of the regular
members and to be compensated at the regular per meeting rate
for Planning Commission Members. Seconded by Larry Fournier,
all Council Members voted in favor of the motion.
The Council then voted by ballot on the Planning
Commission candidates.
Eugene Goenner received 3 votes
Dennis MoApline received 2 votes
Motion by Floyd Roden to appoint Eugene Goenner to the
Planning Commission for the remaining 2 years of the
unexpired term of Larry Fournier effective immediately.
Seconded by Ron Black, all Council Members voted in favor of
the motion.
Motion by Floyd Roden to appoint Dennis McAlpine as
alternate Planning Commission Member for one year. Seconded
by Ron Black, all Council Members voted in favor of the
motion.
Motion by Floyd Roden to authorize the Mayor and Council
Members to attend the 1992 League of Cities Legislative
Conference on Tuesday, March 24, at the St. Paul Radisson
Hotel. Seconded by Larry Fournier, all Council Members voted
in favor of the motion.
Ron Black suggested postponing action on the proposal of
the Wright Co. Highway Dept. to construct a right turn lane
at the .junction of Wright Co. 39 and Nashua Ave. until we
have discussed it with Larry Koshak.
Regarding residents who do not respond to citations to
remove junk and debris and clean up their lots, Ron Black
suggested retaining a legal firm to pursue action against
those in violation.
Judy Hudson asked the Council what to do about the
Bonding requirements for garbage haulers with only a few
customers in Otsego. They do not want to lose their
customers but feel the $10,000 Bond is too expensive for so
few customers. Ron Black suggested that these haulers be
required to provide proof of insurance that the City is
protected from spiliege and damages.
Regarding septic and assessment searches, the Council
advised the Staff to require written requested with fee
attached and not to give this information over the phone or

permit any one else to go through City Assessment records.
Proceeding as a board of audit, the City Council audited
and allowed verified accounts Nos 158 to 189 inclusive.
Blanch Barsody owns an unbuildable lot at the SW
Corner of the .junction of Co. 39 and Nashua Avenue that has
trees on it and a creek running through it. She had
indicated that she would like to sell the lot for a
reasonable fee to th;e City to use for a park. The Council
agreed to meet with her and discuss it.
On motion the meeting adjourned.
